Project Description. The purpose of the Feed the Future Ethiopia Transforming Agriculture activity is to increase access to healthy diets, particularly for women and children, by improving competitiveness, inclusiveness, and resilience of the Ethiopian food and agriculture system. The project scope targets private sector partnerships engaged in a market systems approach to strengthening the Ethiopian food system. The project collaborates with the Ministry of Agriculture and many other agencies and USAID programs to leverage resources and achieve impact at scale. Position Description. RTI is seeking a Finance Assistant for the Feed the Future Ethiopia Transforming Agriculture Activity. The Finance Assistant supports implementation of appropriate systems and procedures (payroll, cash management, vendor payments, budgeting and other related expenditures) that enable proper disbursement, accounting, budgeting and reporting of project funds which are cost effective, timely, have proper internal controls and comply with the terms of the agreement. The Finance Assistant will also support VAT claim reimbursement and related assignments. This position will be based in Addis Ababa, Ethiopia, and will report to the Finance Manager. What You'll Do Your primary responsibilities will include but not be limited to: Provide support for RTIโs finance and accounting functions; Track expenses and other financial transactions, mainly involving expense entry, tracking, and record keeping; Prepare and submit monthly expense reports to the RTI home office; Review expenses and financial transactions to ensure compliance with RTI procedures and terms of the agreement; Prepare VAT refunds and ensure vendors have declared their VAT on a monthly basis and submitted to the client on time. Follow up on VAT refund process status at the Ministry of Revenue to determine VAT corrections and rejections. Assist in the reconciliation of monthly VAT receivable and VAT requested. Travel to regional offices to support project workshops, trainings, and meetings, such as facilitating participants perdiem. Organize, scan, and file all documents in the finance department. Collect receipts from the Ministry of Revenue every month for payment of the e-tax system in a timely manner. Maintain, disburse, reconcile and replenish the petty cash fund. Assist in preparation of payment vouchers and ensure that all payments are reviewed accurately, translated, approved, dated, and supporting documentation is attached and correctly coded. Prepare tax withheld vouchers and reconcile with the ledger to support timely declaration to Ministry of Revenue. Assist data entry on a daily basis into QuickBooks. Upon authorized request, present the required document/voucher to finance department and others and ensure that they are returned to their original box files. Perform other tasks as assigned by supervisor. What You'll Need Masterโs degree or Bachelorโs degree and 1 year of relevant experience or equivalent combination of education and experience. Prior experience working on a USAID funded projects in a similar role/capacity preferred. Prior experience working with RTIโs systems and processes preferred. Key Skills and Abilities. Discreet in the judgment and management of confidential matters, materials and sensitive issues. Ability to answer most inquiries and questions independently and follow up on requests in an efficient manner. Ability to resolve problem situations is a tactful and effective communicator, both orally and in writing, ability to deal with persons of diverse cultures.
