FHI 360 is seeking applications for the position of Finance and Operations Lead for an anticipated five-year USG funded HIV services and related health systems activity in Zambia. The primary goal of the Activity aims to sustain HIV services by strengthening government-led, cost-effective health systems. It supports evidence-based HIV treatment, laboratory services, adherence, and retention, alongside health systems strengthening focused on sustainability, monitoring systems, and the health workforce.
The Finance and Operations Lead will provide operational oversight on financial and human resources management, efficient procurement and logistical services, contracts & grants, asset management, ICT, and general administration as well as ensuring consistency with CDCโs rules and regulations, of an anticipated United States Government (USG) project is to aims to sustain HIV services by strengthening government-led, cost-effective health systems. It supports evidence-based HIV treatment, laboratory services, adherence, and retention, alongside health systems strengthening focused on sustainability, monitoring systems, and the health workforce.
The Finance and Operations Lead oversees overall financial management to include budget management and monitoring, forecasting needs, procurements, management of financial systems and enforcing controls. This position will report to the Principal Investigator (PI).
**Recruitment is contingent upon successful award of the project, and the selection of the final applicant is subject to USG approval.
Accountabilities:
- Provide leadership to finance and operations unit of the program (i.e. general administration, human resource finance, logistics including fleet, procurement, and information technology).
- Establish and maintain sound and transparent accounting and fiscal control procedures for financial, subaward and operations aspects of the project.
- Develop, analyze and monitor program budgets and pipeline; monitor and track obligations and expenditures against budgets and advise senior leadership regularly on financial and operations-related matters to help efficiently achieve program outcomes.
- Develop the systems to document costs and cost elements necessary for program economic evaluation plans.
- Liaise with internal and external auditors in the review of the programโs financial management.
- Ensure compliance of financial and operations systems with organizational policies and procedures, funder rules and regulation, award requirements and the Government of Zambia laws.
- Manage program procurement processes.
- Provide technical assistance as needed to local partners and other program stakeholders on financial compliance and reporting.
- Prepare and submit annual, semi-annual and quarterly financial and accrual reports to CDC.
- Contribute to developing high-quality work plans including quarterly, semi-annual and annual financial reports, and any others ad-hoc financial reports that may be required by USG.
- Support performance management and professional development of direct reports including ongoing feedback, coaching and career support.
- Support the PI in project management to achieve strategic goals; and
- Perform other duties as assigned.
Operations
- Work closely and transparently with all external partners including third-party vendors and consultants.
- Oversee administrative functions as well as facilities to ensure efficient and consistent operations as the FHI 360 policies and procedures and funder rules and regulations.
- Manage project procurement processes.
- Ensures continual review of internal and strategic controls, communications, risk assessments and maintenance of documentation.
- Supports partners as needed to ensure sound financial management and operations.
- Ensures that sub-contracts, sub-grants and local consultancy documents and procedures are completed in a timely and correct manner and comply with FHI 360 and funder policies and regulations; and
- Provides overall administration coordination and support to ensure an effective and efficient operating platform for the program.

- Strong consultative and negotiation skills.
- Operations management, corporate policies, compliance, and procedures oversight experience.
- Demonstrated public relations and diplomacy skills required.
- Excellent oral and written communication and analytical skills in English.
- Ability to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives.
- Ability to analyze and establish effective and supportive cross- project coordination, organizational procedures, and management systems.
Education & Experience: **
- Must be a qualified accountant with a bachelor's degree in accounting, finance, business administration or related field and a holder of CPA-K is required; (please note: a master's degree is strongly preferred.)
- Minimum of 12+ years of experience and skills in managing donor-funded programs and budgets.
- Prior experience as a Finance Director/Business Official or senior leadership role at a similar level of a PEPFAR or CDC-funded project is preferred.
- Must possess advanced knowledge of relevant accounting software (i.e. QuikBooks, Sage etc), including other MS Office software (i.e. Word, Excel, Outlook, PPT);
- Strong knowledge of United States Government rules and regulations for grants and contracts, is required, as well as impeccable knowledge in generally accepted accounting, budgeting, and fiscal control principles.
- Demonstrated experience and skills in developing and managing budgets with an annual value of over $10 million.
- Strong skills and advance knowledge in accounting software systems (i.e. QuikBooks, Sage etc), standard applications in MS Office (i.e. Word, Excel, Outlook, PPT).
- Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines and lead and work collaboratively with others.
- Ability to develop and maintain sound professional relationships among project staff, partners, host government, agencies, funders and other stakeholders.
- Ability to undertake extensive local travel, and limited international travel as assigned.
- The candidate must be demonstrably proficient in (oral, writing and reading) in English.
