Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 facilities worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in Budget and Finance Services Section, Division of Administration, BFS/ADM.

Reporting Lines

Under the supervision of the Head, Financial Reporting and Payments Unit, to:

Duties and Responsibilities

Plan and coordinate the monthly and annual financial closure processes, including the preparation of the year-end financial statements and note disclosures in compliance with International Public Sector Accounting Standards (IPSAS); Ensure that recorded financial transactions comply with relevant regulations and policies; For inventories, tangible and intangible assets, leases, and contributions in kind, provide expert oversight to ensure assigned costs are aligned to contractual modalities reported deliverables, and costs for the development of assets are tracked, measured, and recorded accurately. More specifically:

o Review and monitor the overall integrity, accuracy and completeness of financial data within the relevant ERP system modules, in particular the Asset module, encompassing tangible assets master data, asset additions, depreciation calculations, impairments, and year-end balances for Secretariat assets and joint arrangements with the other Vienna based Organizations; Maintain the Organizationโ€™s asset register including inventories, tangible and intangible assets, contributions in kind, and leases;

o For intangible assets, specifically maintain data listings and its โ€œintangibles registerโ€, and monitor expenditures incurred vis-ร -vis the development phases of intangible assets and IPSAS to determine their eligibility for capitalization as assets under construction and/or as capitalized assets;

o Liaise with Secretariat counterparts to ensure that inventory additions and movements are accurately reflected in the ERP system; o Analyze financial accounts to identify and provide corrective actions, prepare and review periodic and ad-hoc finance reports, related to tangible and intangible assets, inventories, and joint arrangements. Follow up on the governance bodies reports and conclusions in relation to Commission assets in particular intangible assets and ensure that accounting records are aligned.

Support year-end closing activities related to assets, including the implementation of decisions of the Property Survey Panel to ensure accurate and timely recording and financial reporting; Conduct regular compliance reviews to ensure accurate expense recognition and adherence to financial policies and procedures, develop and implement assets compliance program, and serve as a focal point for liaising with technical and certifying officers on project development, expense recognition, and assets recordkeeping; Review on an ongoing basis the need to amend policies, procedures, administrative directives and financial rules and regulations in line with IPSAS developments, particularly those related to tangible assets, intangible assets, inventories and leases. Contribute to the analysis of new or revised IPSAS standards, and their impact on accounting policies and ERP processes. Assist the Head of Financial Reporting and Payments Unit in updating relevant policies; Serve as the ERP focal point for the Financial Reporting and Payments Unit, ensuring effective functionality and the integration of financial, materials management, and accounting modules. Provide guidance and support for embedding financial policies and IPSAS into ERP processes, support the resolution of data or workflow issues, lead periodic data reviews, and oversee the implementation of audit recommendations related to ERP financial processes; Assist in liaison with the Internal and External Auditors, including responding to audit inquiries, and support for the implementation of audit recommendations; Perform other duties as assigned.

Education

University degree in finance, business administration or a related field.

Work Experience and Qualifications

Professional accounting certification and membership in an internationally recognized accounting body; At least five (5) years of progressively responsible professional experience in accounting, finance or business administration is required, of which at least three (3) years of experience working with compliance and inventories, tangible and intangible assets, and leases policies and accounting practices in an international organization with proven understanding and application of IPSAS or IFRS; Demonstrated knowledge and experience in the use of modern Enterprise Resources Planning (ERP) systemโ€™s finance and accounting modules (preferably SAP) is required; Thoroughness, excellent analytical and financial reporting skills are essential; Strong communication and negotiation skills, and ability to build effective relationships with internal and external clients, focus on impact and respond positively to constructive feedback.

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.

Remuneration

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
