BACKGROUND
GGGI's program in the Pacific supports green growth and climate action across different sectors in five GGGI members countries - Fiji, Kiribati, Papua New Guinea, Tonga and Vanuatu - as well as other partner countries in the Pacific. GGGI is an implementation partner of a series of regional programs in the Pacific, as well as country targeted interventions, across a variety of sectors and programmatic solutions ranging from capacity building, technical support for climate action to national and subnational /policy development and strategic planning.
Recently, GGGI launched the European Union funded \"Time to Act! Implementing the Climate Change Act\" project. This project will provide complementary support and technical assistance to the Department of Climate Change (DoCC) under Fijiโs Ministry of Environment and Climate Change (MECC) to enhance its implementation capacity for Fiji's Climate Change Act (2021).
Fijiโs Climate Change Act 2021 provides a comprehensive response to climate change with established legal framework, regulation and governance. While significant progress has been made in implementing the Actโs requirements, there remains a critical need to strengthen capacity, knowledge, and institutional settings to fully operationalize its provisions. The project Capacity Building for Climate Change Act Implementation aims to support this process by enhancing awareness and building capacity.
PURPOSE
The Finance and Administration Associate will play a critical role in ensuring the smooth operation of the Capacity Building for Climate Change Act Implementation project by managing financial processes, procurement, and administrative tasks. The Finance and Administration Associate will ensure that all project transactions including procurement, contracting and purchases are done in line with internal MECC and GGGI finance protocols. The position requires a highly organized and detail-oriented professional capable of supporting the project team in compliance with MECCโs and GGGIโs financial and administrative policies. This position is pivotal in promoting the operational efficiency of the project.
This position will be based at MECC and will report directly to the Project Officer /Implementation Lead embedded at MECC. The Finance and Administration Associate will work closely with MECC and GGGI Regional and HQ Finance and Operations Teams.
ENGAGEMENT
Liaise with MECC โ Manager Finance and GGGIโs Regional and HQ Finance and Corporate Services Division (FCS) Teams to ensure compliance with organizational policies and procedures. Work closely with the Project Officer to ensure that financial and administrative processes align with project objectives. Support MECC closely to collaborate with government counterparts and stakeholders to ensure smooth implementation of administrative and logistical activities. Engage with external service providers, vendors, and contractors to facilitate procurement and logistical arrangements. Act as a central administrative resource for the Capacity Building for Climate Change Act Implementation project.
DELIVERY
Prepare, process, and monitor project budgets, ensuring compliance with MECC and GGGIโs financial regulations and donor requirements. Process invoices, payment requests, and expense claims in a timely and accurate manner. Coordinate and track procurement processes, including tendering, vendor selection, and contract management. Maintain an organized filing system for financial and administrative records. Provide logistical support for workshops, training sessions, and stakeholder meetings, including booking venues, travel, and accommodation. Ensure timely and accurate preparation of financial reports and documentation for internal and external stakeholders. Support the preparation and submission of audit requirements. Provide financial and administrative support to all aspects of the Capacity Building for Climate Change Act Implementation project. Support MECC in the coordination and regular meetings among members of National Climate Change Coordination Committee (NCCCC), NAP Steering Committee, NOP Steering, Committee, and the Fijian Taskforce for Secretariat function as and when required from Executive Management of MECC. Record-keeping, documentation, and drafting (assisting in drafting committee documents and resolutions) to provide Secretariat support for NCCCC, etc.
REQUIREMENTS
Qualifications
Bachelorโs degree in Finance, Accounting, Business Administration, or a related field. At least 3-5 years of professional experience in financial and administrative roles, preferably within the development sector or international organizations. Proficiency in Microsoft Office applications, particularly Excel, and familiarity with financial software systems Fluency in English is essential. Fiji Nationals are strongly encouraged to apply. Strong organizational and time management skills, with the ability to manage multiple tasks and meet deadlines. Attention to detail and a commitment to accuracy in financial and administrative work. Proven experience in procurement and contract management. Excellent communication and interpersonal skills, with the ability to work effectively in a multicultural environment. Understand and actively support MECC and GGGI's mission, vision, and values. Promote an organizational culture of trust, transparency, respect, and partnership. Excels problem solving, asking questions and seeks support when needed, easily shares information and knowledge with others both internally and externally. Manage emotions and stress positively, build rapport and resolve conflict easily. Strong ability to work independently and/or remotely, while maintaining productivity. Be able to lead where needed and support the Country Representative to make sound decisions.

WORKING CONDITIONS
The Finance and Administration Assistant is an X5, national grade level in GGGI's salary scale. For X5 National grade, the base salary starts from USD 15,658. Determination of base salary is subject to candidate's experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
