Organizational Setting and Reporting Relationship
The position of Finance and Administration Assistant is assigned to the Georgia Resident Mission (GRM) within the Central and West Asia Department. You will be based at our Resident Mision in Tbilisi, Georgia.
You will report to designated technical International Staff and officer (senior/principal/lead, as applicable).
Your Role
As a Finance and Administration Assistant, you will provide comprehensive financial, administrative, logistics and asset management support to the Georgia Resident Mission (GRM). You will place emphasis on asset lifecycle management, including annual verification, disposal coordination and accurate maintenance of the GRM Fixed Asset Register. You will ensure compliance with ADB administrative guidelines and support efficient office operations and financial processing.
You will:
- Coordinate with building administration to address office-related issues and support smooth daily operations, including office logistics, upkeep, and coordination of repairs and maintenance.
- Assist Senior Finance and Administration Officer in institutional procurement of goods and services, including collecting quotations from suppliers and vendors for furniture, equipment, furnishing, general housekeeping and other acquisitions/services.
- Coordinate with vendors and service providers on procurementโrelated matters, create requisitions in eProc, and evaluate supplier performance for procurement planning and renewal decisions.
- Coordinate annual asset verification, including physical inventory; handle inventory tagging; update asset register and inventory records in Oracle Fixed Assets Registry (FAR); and prepare staff property accountability reports.
- Be the GRM's Focal for Translation Services, coordinating and filing Requests for Translation and ensuring documentation to facilitate payments.
- Maintain and track staff leave and mission records, including for outposted staff; ensure accuracy and updates in relevant systems. Handle contractors' business travel/liquidation and overtime.
- Serve as a back-up for Associate Finance and Administration Officer (AFAO) for vouchers entry, process payments in RM-FMAS and banking tasks, uploading financial documents, and maintaining e-filing in Sharepoint.
- Serve as back-up for Logistics Management Administrator (LAM) in handling: (i) outposted and international staff onboarding/departure, including accreditation and preparation of customs letters for diplomatic vehicle plates; (ii) Petty Cash Custodian and Representation Requestor functions.
- Provide general administrative support to staff as required.
- Perform other tasks as assigned and reflected in your work plan.
Qualifications
You will need:
- Bachelor's degree in finance, accounting, business administration, economics, or other related fields.
- At least 5 years of experience in finance, logistics, administration, procurement, and asset management, preferably in international organizations
- Proficiency in Office 365, especially in Excel and SharePoint.
- Familiarity with enterprise systems, including Oracle and eProc, is preferred.
- Strong understanding of office administration and asset management processes.
- Written and verbal proficiency in English and Georgian.
- Experience liaising and working with counterparts in the country and within ADB.

Additional Information
This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Georgia.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
