GGGI is an implementation partner to the Regional Pacific Nationally Determined Contribution (NDC) Hub which was established as a response to calls from Pacific leaders to have a regional facility to support countries to meet the goals of the Paris Agreement. The Regional Pacific NDC Hub kick-started Phase IV in September 2024, is owned and driven by the Pacific countries and has been set up to support countriesโ€™ NDC enhancement and implementation goals. With financial support from the Germany, Australia and New Zealand governments, the UK and the EU, the NDC Hub delivers a range of services to member countries through its four implementation partners, GIZ, GGGI, SPC, SPREP and in contribution to NDC Partnership. Through the Pacific NDC Hub, GGGI delivers technical support in Fiji, Kiribati, Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu.

GGGI is recruiting a highly qualified and experienced Individual Consultant to conduct a feasibility assessment of energy-efficient technologies for Fiji Government vessels, supporting the countryโ€™s transition towards a low-carbon maritime sector. This assignment contributes to Fijiโ€™s ambition to transition towards a low-carbon maritime sector by conducting a feasibility assessment of energy efficient technologies for Fiji Government vessels.

OBJECTIVES OF THE ASSIGNMENT

The transport sector, particularly maritime shipping, is a significant contributor to Fijiโ€™s emissions. The government aims to reduce domestic maritime shipping emissions by 40% in alignment with its NDC Roadmap and Investment Plan.

This assignment aims to:

Conduct a proof of concept feasibility study to explore energy technologies for Government vessels, identifying achievable pathways to decarbonize the maritime sector. Provide strategic insights, practical practical recommendations, and a roadmap for implementing energy efficiency solutions in the Department of Government Shipping Services (GSS) fleets

Fijiโ€™s NDCs has a major focus on the energy sector. This request is aligned to the Target 1 to 4 of Fijiโ€™s NDC, the NDC Roadmap and NDC Investment Plan. Targets are outlined below:

Target 1: To reduce 30% of BAU CO2 emissions from the energy sector by 2030. Target 2: As a contribution to Target 1, to reach close to 100% renewable energy power generation (grid-connected) by 2030, thus reducing an expected 20% of energy sector CO2 emissions under a BAU scenario. Target 3: As a contribution to Target 1, to reduce energy sector CO2 emissions by 10% through energy efficiency improvements economy-wide, implicitly in the transport, industry, and electricity demand-side sub-sectors. Target 4: As a contribution to Target 1, to reduce domestic maritime shipping emissions by 40%.

The assignment output tasks are included of:

A comprehensive review of the current Government Shipping Service (GSS) fleet. An assessment and review of the transport needs of the GSS through 2040. An action plan with indicative cost estimates for transitioning the GSS to a low-carbon future. Identification of energy-efficient technologies applicable to Fijiโ€™s government vessels. Selection of a pilot project and commissioning of a feasibility study for its implementation.

The documents delivered through this assignment will be the reference documents for all stakeholders involved in the implementation of NDC activities in the energy sector. They will also be used for establishing contacts with potential support providers with the aim of leveraging climate finance and support for NDC implementation.

DELIVERABLES AND PAYMENT SCHEDULE

The key deliverables to be undertaken during the assignment are:

Deliverable 1: Workplan Preparation and Project Inception

Organize an inception meeting with key stakeholders, including GGGI, the Climate Change Division (CCD), the Department of Transport Planning (DTP), the Department of Energy (DoE), the Department of Government Shipping Services (DGSS), the Maritime Safety Authority of Fiji (MSAF), and other relevant entities, to discuss project objectives, expectations, and required deliverables as well as to gather input to ensure alignment with national priorities and stakeholder requirements. Formulate a clear methodology and work plan with timelines to achieve the project deliverables based on the preparation meeting. Agree on the workplan that is aligned with both GGGI, DGSS and DTP. Submit a final workplan and a project inception report detailing methodology, timeline and stakeholder engagement strategy as well as a detailed description of how this will be achieved.

Deliverable 2: National Consultation, desktop Review, and data collection

Conduct relevant stakeholder consultation and desktop review/literature review of Fijiโ€™s NDC to date, energy efficient technologies on government vessels to understand operating environment and context. Summary of literature review, consultation outcomes, and data collection findings for submission.

Deliverable 3 Terms of Reference (TOR) development

Develop TORs based on above for the assignment outputs below:

โ€” Review of current GSS fleet

โ€” Review of transport work required of the GSS to 2040

โ€” Action plan and indicative costings for transitioning GSS to a low carbon future

Present the TORs to the DTP, DOE, CCD and DGSS for their review/input.

Deliverable 4 โ€“ TOR finalization and pilot project due diligence

Conduct a comprehensive feasibility assessment to select the most viable technology for potential future implementation, along with a full cost analysis of the selected technologies, including:

โ€” Economic viability

โ€” Environmental benefits

โ€” Implementation requirements

โ€” Potential funding sources

Develop selection criteria for prioritizing energy efficient technologies. Organize validation workshop to collect feedback and input in the advanced TOR and the feasibility assessment. Incorporate all comments and review feedback and submit the final TOR and the feasibility assessment to the DTP, DOE, CCD and DGSS and GGGI for clearance.

Deliverable 5 โ€“ Final reporting, awareness and capacity building

Undertake awareness and learning workshop as advised by GGGI in agreement with DTP, DGSS and CCD. Support DTP, DGSS and CCD through relevant government endorsement processes by preparing presentations, speaking points, and inputs to cabinet papers. Complete NDC Hub Monitoring and Evaluation (M&E) requirements. Prepare a final report summarizing key findings, recommendations and lessons learned.

All deliverables, reports,data and information, and other documents prepared or received from the stakeholders from the start to the end of the assignment shall be saved in MS Teams Platform created by GGGI. All deliverables require GGGIโ€™s clearance before payment is processed. The Consultant shall submit each deliverable report in electronic versions readable by a Microsoft Office application. All outputs must be in English.

EXPERTISE REQUIRED

The Consultant must meet the following competency requirements:

A minimum of a Masterโ€™s degree (or equivalent) in energy, engineering, maritime transport, economics, climate change, environmental policy, or a related field. A PhD in a relevant field will be an asset. At least 6 years of relevant experience in energy efficiency, low-carbon transition, maritime transport, or climate policy development. Experience working on pilot projects and feasibility studies related to clean energy or transport decarbonization is highly desirable. Prior experience in project implementation, including procurement, installation, testing, and monitoring of clean energy technologies, is an advantage. Proven experience working with Pacific Island governments on energy, transport, or climate-related projects. Knowledge of Fijiโ€™s national circumstances, energy transition plans, and climate change policies is highly desirable. Strong problem-solving, research, and analytical skills with a proven ability to conduct feasibility assessments and develop implementation strategies. Experience drafting high-quality analytical reports, policy briefs, and investment plans. Excellent verbal and written English skills (ability to draft clear reports, policy documents, and presentations). Strong facilitation, negotiation, and stakeholder engagement experience, including leading national consultations and multi-stakeholder workshops. Located in the Pacific region, preferably Fiji.
