Functional Responsibilities

Advise the project management team and the HTOC leadership on all security-related matters, including planning and implementation of the electoral assistance project.

In line with the methodology, policies, and procedures of the United Nations Security Management System (UNSMS), develop security risk assessments as needed, outlining potential threats, risk levels, and recommended mitigation strategies for electoral operations, while considering relevant and existing evaluations.

Establish and maintain communication and cooperation with all electoral operations stakeholders responsible for security, particularly the Haitian National Police (PNH), UNDSS, and BINUH.

Prepare and submit reports on activities carried out across departments.

Advise counterparts in the Haitian National Police (PNH), particularly in planning, organizing, and managing resources at the assigned departmental level.

Organize meetings and information sessions with the PNH.

Ensure the establishment of a contingency plan with the PNH in case of transport-related issues.

Work in close collaboration with the PNH Departmental Director and commune-level police commissioners.

Support the Project Manager in securing convoys and developing a security strategy for transportation.

Conduct needs assessments for logistical operations involving PNH convoy support.

Participate in preparation meetings and contribute to the drafting of reports.

Clearly communicate the roles and responsibilities of UNOPS during meetings and presentations.

Review security arrangements for all operations, taking into account relevant instructions such as security and evacuation plans.

Liaise with the UNOPS Chief of Security and provide regular updates on the security situation, including submitting periodic reports on security matters and results achieved.

Demonstrate strong diplomatic skills, negotiation abilities, and excellent verbal and written communication skills, including the ability to draft and edit various written documents and to articulate ideas clearly and concisely.
Education/Experience/Language requirementsEducation

A first-level university degree (e.g. Bachelor) in security or administration or other related field is required. An advanced university degree (e.g. Masters) in the above-mentioned fields may be considered as a substitute for two (2) years of work experience.

A technical/professional diploma in the above-mentioned fields may be considered with two (2) additional years of work experience.

A minimum of 7 years of experience in international security management, military, police, or related field of work is required.

At least 2 years of experience in providing security advisory services or managing security operations in fragile, high-risk or conflict/post conflict environments such as Haiti or similar humanitarian or development contexts is required.
Prior experience in coordinating with UN security structures (e.g. UNDSS or other UN agencies) is highly desirable.
Familiarity with UN security management system policies and procedures is strongly preferred.
Previous experience with the United Nations or any other international organization working on electoral matters is an asset.
Language Skills
Fluency in French is required.
Intermediate level of English is required.

Project-Specific Information
Since 2005, UNOPS has been supporting the electoral process in Haiti through a number of projects focused on procurement and logistics. These projects and related activities contribute to the coordinated UN support to Haiti.
From 2025 to 2026, UNOPS will assist the Government of Haiti in carrying out support and logistical functions within the framework of the new electoral cycle. This project will have extremely high visibility and a timeline managed by external stakeholders.
Job-Specific Information
Under the supervision of the Head of Programme, the Field Security Advisor will be responsible for ensuring general security and support operations, with a focus on logistics related to elections. Within its operational mandate, UNOPS provides support to the Provisional Electoral Council (CEP) of Haiti, including planning, training, and logistics.
Background Information - Haiti UNOPS has been working in Haiti for 18 years with the Haitian Government, other United Nations agencies and international organizations to support them in project management, procurement and logistics services. UNOPS also provides communication and governance support, as well as technical expertise in engineering and infrastructure for the implementation of projects that have a positive impact on the lives of Haitians. Over the past few years, the operation center in Haiti has mainly implemented major infrastructure projects (roads, schools, energy), health-related procurement such as medical equipment and ambulances, and management support to the government.
Haiti is a non-family duty station, facing increasing security issues in its capital Port-au-Prince. Projects are implemented primarily outside of the capital, with more conducive security conditions. UNOPS Haiti management can be described as one led by a collaborative leadership, with strong support provided to each project team and personnel. Most national and international personnel have worked long-term in-country for UNOPS.
