THE ORGANIZATIONAL SETTING
The Capacity Development & Implementation Bureau (CDI) provides advice and assistance in the development and implementation of projects across the full spectrum of civil aviation.ย This includes safety, security, environmental protection, and sustainable development of national and international civil aviation.ย Its technical assistance efforts are conducted under the broad policy guidance of the ICAO Assembly, Council, and Secretary General.
As part of ICAO, a specialized agency of the United Nations, the CDI can offer its services under most favourable and cost-effective conditions, and can guarantee strict neutrality, objectivity and transparency, as it does not represent any particular national or commercial interest. Its advice is therefore governed by objective technical and financial considerations.
The Field Operations Section (FOS) is responsible for the development, execution, monitoring, reporting and closure of projects contained in the Technical Cooperation Programme (TCP) as well as for the implementation of other Capacity Development and Implementation Bureau (CDI) products. The TCP provides advice and assistance to ICAO Member States in regards to the ICAO Strategic Objectives, in accordance with ICAOโs related Standard and Recommended Practices and Procedures (SARPs) and ICAOโs Regional Plans.ย
FOS executes the TCP by developing and implementing projects under the โOne-Single Processโ (OSP) approach, which is aligned with project management practices. The OSP consists on a seamless and results-based end-to-end methodology for the management of projects by enhancing its service orientation and providing greater value to Member States and related stakeholders. All this, ensuring its adherence to ICAO policies and regulations and CDI Quality Management System (QMS) certified under ISO9001:2015.
As FOS Field Operations Officer, the incumbent will act as the Project Manager (PM) for CDI projects under the TCP, being in charge of their respective assigned set of projects, leading the respective Project Teams set up to this effect following the โOne Single Process approachโ. Project teams are composed of other CDI Sectionsโ and Unitsโ personnel. Supported by the Project Team, the Field Operations Officer will be responsible for the CDI project development, implementation and closing. She/he will be responsible to ensure that the projects under her/his responsibility produce the required outputs within the specified tolerances of time, cost, quality, scope, risk, and benefits. The incumbent also participates actively in the preparation of the different types of project progress reports, as well as in the identification of lessons learned and best practices.ย
The incumbent reports directly to the Head of her/his respective Operations Unit, with whom she/he consults on complex issues, when required. The incumbent supervises staff members directly assigned by FOS under her/his direct responsibility to support him/her in project management, providing coaching and guidance if necessary. She/he also prepares performance evaluations, delegates and assigns tasks, and decides priorities. The incumbent coordinates directly with the State, project team members and focal points assigned by Sections.

ย Function 3 (incl. Expected results)
Manages the closure of projects, achieving results such as:
Recommend the closure of projects.ย Coordinate all steps required to close a project, in accordance with CDI procedures. In coordination with appropriate stakeholders, review project execution against project objectives to identify best practices and lessons learned. Ensure lessons learned are communicated to management and incorporated in new projects.ย Function 4 (incl. Expected results) ย Supports the administrative aspects of the Section, Unit, and meetings, achieving results such as:ย Support, upon request, the development and implementation of CDIโs products and services (i.e. projects, IPAV,ย ย andย others), as well as participating in its enhancement, when necessary. Contribute to the implementation of the FOS Operating Plan, as required. Ensure her/his contributions comply with the KPI set in CDI and FOS Operating Plans.ย Contribute to the organization and attend regional or international workshops, conferences and seminars as required. Act as focal point in various ICAO working groups, conferences, committees, etc. as required.ย Prepare, review, and finalize working papers,ย information papers, and/or presentations in her/his area of responsibility for regional meetings, as required. Provide input supporting continuous improvement, on policies, processes, ISO procedures and concepts as required.ย Ensure Performance and Competency Enhancement (PACE) Reports of the staff assigned, are completed on time. ย RESULT OF SERVICE
The incumbent of the position directly ensures that the projects under her/his responsibility are properly started up, initiated, implemented, and closed, ensuring project outputs are delivered in accordance to Statesโ requirements.ย
The Field Operations Officer, serving as the project manager of projects under the TCP, coordinates with CDI focal points (BSS, FPS, PRO, TSQA and GAT) to ensure timely provision of inputs to develop, implement, and close projects. She/he supervises and coordinates with field staff to organize project implementation and closure activities. She/he liaises with the FOS reporting team to provide information and data on project progress to report on the TCP to different stakeholders. She/he coordinates with the Regular Programme (ANB, ATB, FIN, LEB, and RO), States, and other UN agencies and other potential external partners as required.

A first-level university degree in engineering, aviation, management, business administration, or in a related field.ย Desirable Project Management Certification (e.g. PRINCE2, PMP).ย Professional experience and Knowledge ย Essential A minimum of six (6) yearsโ experience, at progressive levels of responsibility, in project management, professional services and administration of technical assistance/cooperation within a civil aviation authority and/or international organization and/or a relevant industry. Experience in project management practices. Desirable Experience working in an aviation environment.ย Work experience in the United Nations Common System. Experience working with global or regional organizations or donor/financial institutions for resource mobilization and for the provision of technical assistance. Experience working with Quality Management Systems. Language Skill ย Essential Fluent reading, writing and speaking abilities in English and Spanish.ย Desirable A working knowledge of any other language of the Organizationย (Arabic, Chinese, French, Russian). ย CONDITIONS OF EMPLOYMENT
It should be noted that this post is to be filled for a period of eleven (11) months. Thereafter, renewal of the contract may be granted, subject to availability of funds, operational needs, and satisfactory performance of the consultant.ย
The total monthly rate for Band C varies from CAD 7562 to CAD 10,910.
