This includes overseeing program activities and support functions such as finance, administration, HR, logistics, and security; all field staff; security policy; and managerial representation of NRC. The field manager will play a key role in the expansion of NRC programmes in the Galmudug Region to increase impact and enable positive change for NRC target group. What you will do:
Generic responsibilitiesย
- Compliance with and adherence to NRC policies, directives, and procedures
- Provide Field Office-specific input on CC strategies, country strategies, and action plans.
- Preparation of master support budget for the field office, monitoring the budgets and costs for the field officeโs shared costs and support functions
- Contribute to the implementation of projects (including core budget support and coordination of contributions to donor proposals and reports) in the Field Office in accordance with contractual commitments (i.e., quality, synergies, timeliness, use of resources)
- Contribute to needs assessments, the development of emergency responses, and the implementation of contingency plans
- Ensure optimal use of resources within project budgets and CC strategies
- Work closely with the Area Manager and the Human Resources Manager to build the capacity of the Galmudug Field Office staff
- Monitor and evaluate the local security situation and provide regular security reports
- Coordinate with other stakeholders or actors in the Galmudug Field Office operational areas
- Ensure the Galmudug Field Office implementation is following the SIP (Safe Inclusive Programming) minimum standards in alignment with the SIP Action Plan
Specific responsibilities:
Programme Strategy,ย Development & Quality
- Assist in developing strategies, situational analyses, concept notes, proposals, and budgets to expand programme activities.
- Contribute to assessments of new operational areas, identifying potential intervention locations, and developing strategies for programme implementation.
- Support the implementation of the Country Annual Plan and contribute to Thematic Programme Plans.
- Contribute to the development of a Galmudug relevant fundraising plan and its implementation.
- Contribute to establishing spending plans, ensuring the master budget is consistently updated and cost-effective.
- Overall responsible for NRCโs programmes in the Galmudug Region, ensuring planning, implementation, and management in line with NRC strategies and policies.
- Coordinate and quality control project applications, ensuring optimal use of financial resources and adherence to budgets.
- Ensure programmes are continuously monitored, reviewed, and evaluated.
- Ensure NRC systems for programme administration and financial management are applied.
- Develop and apply measures for effective implementation of programmes.
- Ensure all contingency and emergency preparedness plans are updated and implemented.
Reporting & Compliance
- Prepare required reports to the Area Manager, donors, and authorities.
- Review and ensure quality of project-specific reports prepared by project personnel.
- Report to the Area Manager any violations of NRCโs personnel policies and Code of Conduct.
Staff Management & Development
- Manage and support staff reporting directly to the Field Manager.
- Ensure all staff in the Galmudug Field Office complete work and development plans and conduct performance check-ins.
- Lead by example, embodying NRCโs core values of dedication, innovation, inclusion, and accountability.
Safety & Security
- Collaborate with the Area Manager and Humanitarian Access and Safety focal point to monitor the political and security situation locally and analyze implications for NRCโs work.
- Ensure a clear and regularly updated security management plan is in place for the Galmudug Region
Advocacy, Coordination & Representation
- Build strong cooperation with target groups and local authorities.
- Ensure NRCโs partnerships are based on transparency, trust, joint learning, and development.
- Represent NRC in relevant forums in the region.
- Coordinate NRC programme activities with local/national authorities, UN agencies, and other NGOs.
- Actively participate in cluster coordination and other bodies aimed at improving assistance.
- Stay updated on relevant political and policy issues in the region.
- Identify, initiate, and follow up on advocacy issues, promoting the rights of refugees and IDPs, in close coordination with the Area Manager and Area Programme Manager.
- Any other tasks assigned by the line manager.
What you will bring
- Professional background and solid experience in Support Functions (Logistics, Finance, Human Resources), Office, and Programme Management.
- Minimum 3 years of experience from working as a project or support manager/coordinator in a humanitarian/recovery context
- Previous experience from working in complex and volatile contextsย
- Knowledge of own leadership skills/profile
- Fluency in English, both written and oral
- Computer literate in Microsoft Office, including strong Word, Excel, PowerPoint, and Outlook skills.
- Knowledge of the context in South & Central Somalia.
- Experience in dealing with employee/employer relations, local authorities, and peer organizations.
- Political, security, and cultural awareness.
Context-related skills, knowledge, and experience:
- Experience in managing support functions and humanitarian programs in insecure contexts.
- Experience in establishing relationships and coordinating with government and traditional leaders.
- Experience in leading change management programmes in humanitarian action. What we offer
