Terms of Reference*. General Background:
The Field Associate in Sabha will be managed by FO Benghazi with direct supervision by the associate field officer. The Field Associate
will provide updates about refugees and other persons of concern in Sabha and the south to FO Benghazi and relevant units in Tripoli
main office, follow up on assistance programs or plans covering Sabha and the south (Areas of Responsibility).
Around 12% of Sudanese arrive in Libya through Chadian border to the southern towns of Libya with majority ending up in Sabha town
where there are already thousands of Sudanese live in dire conditions as per Sabha local authorities. UNHCR does not have presence
in Sabha although there is limited presence of other UN agencies and other INGOs. In the last few weeks and due to security tensions
at the Triangle border area between Sudan and Libya, more Sudanese are accessing Libya through the Chadian border with Libya
instead.
The incumbent will keep frequent internal UNHCR contacts with supervisor and other units to exchange information, establish
understanding of needs and gaps; to ensure provision of services by UNHCR partners and close coordination with local authorities,
leaders of the refugee and host communities and all operational partners.

*. Purpose and Scope of Assignment
1. Monitor the situation in Sabha and surrounding locations in the south (Areas of Responsibility), collect data and
other information relevant to persons of concern to UNHCR including new arrival Sudanese refugees.
2. Keep close coordination with local authorities and partners operating in Sabha.
3. Coordinate and monitor delivery of UNHCR assistance in AoR.
4. Undertake regular field visits to various sites to assess needs of persons of concern, with particular attention to
vulnerable groups.
5. Provide reports and updates on conditions, needs and developments pertaining to persons of concern.
6. Represent UNHCR in meetings and events with local authorities and inter-agency efforts.
7. Perform other related duties as required.



*. Monitoring and Progress Controls
Reporting dates:
Daily, Weekly and Monthly reports to the Supervisor
Final Evaluation: The final evaluation will be carried out by the Supervisor.

For G6 - 3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher

Relevant Job Experience
Essential
Previous experience in humanitarian work with UNHCR or UN/INGOs.

Desired Candidate Profile:
*Previous experience with UN or humanitarian organizations carrying out field or emergency or protection related duties with at least one-year previous assignment covering Sabha or South of Libya region.

*Knowledge of the local context of Sabha and southern Libya and the socio-economic dynamics is an important asset for this position.

*Strong coordination and liaison capacities are required to maintain working relations with local authorities, inter-agency partners, civil society entities and host community representatives.

*Good communication and reporting skills in Arabic and English.

*The ability to undertake multiple tasks and handle multiple challenges with regards to continuous and foreseen influxes of Sudanese and other persons of concern to southern Libya that require robust coordination and response.
