Org. Setting and ReportingThis position is located in the United Nations Mission for the Referendum in Western Sahara (MINURSO), Laayoune. The incumbent will report to Chief Engineering and Facilities Management Section. ResponsibilitiesWithin delegated authority, the Facilities Management Officer will apply professional engineering knowledge and expertise in the performance of the following duties: Operations โ€ข Oversee technical and administrative work in the technical and general engineering โ€ข activities in the missions, related to construction and maintenance activities such: ground maintenance, accommodation, etc. โ€ข Implement projects, or parts of larger projects, relating to the construction or repair of buildings, facilities or related structures. โ€ข Coordinate specific work projects with other units within the section. โ€ข Oversee and evaluate work performed by contractors. โ€ข Monitor and report on progress of engineering projects. โ€ข Manage and control engineering assets at the work site. โ€ข Follow up on correction of defects in material or workmanship of contractorโ€™s work during the warranty period of the contracts. Administration โ€ข Manage budget allotments for engineering works being responsible for. Identify resource requirements for his/her area of responsibility in connection with budget preparations โ€ข Plan, direct, and coordinate activities of either UN staff and/or contractorโ€™s staff, including outsourcing type of contracts, and all related administrative work and supervision of personnel. โ€ข Plan and design specifications for projects. Determine materials, dimensions and quantities to be included in project specifications. โ€ข Develop statements of work for contractual services. โ€ข Oversee technically evaluating bids and proposals for various goods, spare parts and construction projects. โ€ข Prepare and follow-up work orders for engineering works. โ€ข Coordinate with UNHQ the actions related to organizationโ€™s environmental strategy, especially updates on Mission Environmental Action Plan (MEAP). โ€ข Liaise in coordination with a Chief Engineer regularly with Security and Safety, Environmental, Health and Logistics Services. โ€ข Coordinate with other civilian and military mission components to agree on work requirements and priorities. โ€ข Periodically provide inputs for assessment of performance levels of assigned local and international staff. โ€ข Perform other duties as assigned by the supervisor or the Chief of Section/Unit. Job - Specific QualificationTraining in Facilities Management is desirable. Work ExperienceAt least ten (10) years of progressively responsible experience in technical, administrative and supervisory duties related to facilities management and maintenance including at least two years at the international level is required. The minimum years of relevant experience is reduced to five (5) years for candidates who possess at least a first level University degree Experience in managing support services of international operations in a post conflict environment is desirable Experience in construction project management with repair/maintenance of buildings/camps is desirable. Experience in management of sustainable environment design techniques is desirable LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the positions advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable.
