BACKGROUND:
IPC Food Insecurity Snapshot (October 2024 โ March 2025): Amid the triple crisis affecting Mozambique (i.e. conflict, climate shocks, and a deteriorating socio-economic situation), the latest Integrated Food Security Phase Classification (IPC) analysis points to the highest levels of food insecurity ever recorded since the adoption of IPC methodology in Mozambique. Some 4.9 million people are experiencing crisis-level food insecurity during the peak of the lean season, including 912,000 people in emergency (IPC4).
The return of IDPs did not mark the end of vulnerability. Multiple displacements and the consequent disruption of peopleโs livelihoods are exhausting familiesโ already scarce resources and causing food insecurity and malnutrition to rise.
Extreme weather events, climate change, conflict, and displacement, coupled with reduced humanitarian assistance, have exacerbated vulnerabilities, often leading to harmful coping mechanisms.
The External Relations Officer will be responsible for tasks pertaining operational information management (OIM), reporting, partnerships and communications under the corporate attention emergency in northern Mozambique, directly supporting WFP Cabo Delgado Area Office (AO) and closely liaising with the External Relations unit in the Country Office (CO).RESPONSIBILITIES:
Under the overall supervision of WFP Mozambique Country Director, and under the direct shared supervision of the head of the Cabo Delgado AO and the head of External Relations unit, the incumbent will perform the following tasks:
Operational Information Management & Reporting:
Contribute to the development of systems and tools that support effective OIM, performance reporting (PR) and related normative guidance as required. Support initiatives for developing improved, streamlined and harmonized OIM & PR.
Support the corporate emergency response through operational reporting and information management, reporting to internal and external audiences.
Oversee the preparation of key corporate reports (e.g., corporate attention internal situation report).
Provide support for Operational Task Forces and update the emergency dashboards in coordination with the Regional Bureau (RB) and Headquarters (HQ). Support the CO by overseeing the briefing preparation for Operational Task Forces (OTFs) and ensuring accurate reporting and dissemination of decision making to CO, RB and HQ.
Prepare Topic Briefs ahead of high-level meetings and provide updates to senior management on a regular basis.
Collaborate with counterparts in different units, supporting performance of activities, in particular with M&E.
Collaborate with counterparts in other UN agencies to ensure consistency in humanitarian information and to complement WFP analysis and information.
Providing coaching and guidance as required to ensure appropriate development of OIM & PR and enable high performance.
Donor Relations:Contribute to the preparation of donor proposals and reports pertaining WFP activities implemented in the geographical area of relevance, by providing timely inputs to the Partnerships colleagues in the Country Office.
Support donor field visits in the region, in coordination with colleagues in the External Relations unit in the Country Office.
Communication:
Overall support to the country office communication strategy.
Ensure that the production of communication products and materials is timely executed and followed up to support country communication strategy, regional and global campaigns and priorities and to support resource mobilization as set out in the work plan.
Undertake communications tasks (media messages, web contents and โstoriesโ for advocacy purposes). Review draft publications and recommend revisions or changes in approaches, scope, format, as needed to ensure best quality standards.
Help to maintain the Country Office website and social media accounts through commissioning and production of relevant, interesting material and posting.
Oversee the information collated from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between Cabo Delgado AO and the Country office, and among functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact
Expected Outcomes:
Timely preparation and submission of donor proposals, performance and donor reports, factsheets and briefs; etc.
Timely preparation and submission of OIM products such as corporate attention Internal and External Situation reports, Infographics, Dashboards, etc.
Enhanced communication and donor visibility on the ground and across various WFP platforms, web (wfp.org, go.wfp) social media, Panorama & Medium. Improved visibility of WFP in UN fora.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in English, Political Science, Economics, Statistics, Information Management or Project Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.Experience: Three years or more of postgraduate professional experience in a relevant field of work, with a background and interest in international relations, humanitarian and development programmes and/or journalism.
Knowledge & Skills:
Strong analytical skills with the ability to analyze and interpret information and draw out the key messages.
Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
Ability to lead, motivate and develop small teams of junior staff.
Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific processes and systems.
Languages: Fluency (level C) in English and Portuguese languages.
