Result of ServiceThe proposed assignment will focus on the efforts of the Republic of Kenya related to the adoption gender mainstreaming approaches to its CT/PCVE efforts. The Individual Contractor will seek to identify lessons learned, challenges, and good practices from Kenyaโ€™s example in its engagement with women-led civil society organizations in the development and implementation of its Strategy, as well as to examine how the Strategy adopted (other) gender mainstreaming approaches in its development and implementation. Ultimately, the case study will seek to offer insights to inform and inspire other Member States' approaches. Work LocationRemote Expected duration6 months Duties and ResponsibilitiesUnder the overall supervision of the UNOCT Gender Advisor and in collaboration with the Gender Unit, the Individual Contractor will: 1. Develop an Inception Report outlining the approach to the development of the Case Study, including the proposed methodology, workplan and timeline. 2. Conduct a comprehensive desk review of the National Strategy to Counter Violent Extremism and documents related to its development and implementation. Other relevant policies, strategies, , and materials on Kenyaโ€™s gender-responsive approaches in CT/PCVE may also be helpful, including those publicly available or provided documents from civil society organisations and government. 3. Develop and implement methodology for the collection and analysis of data and information, comprising for example key informant interviews (KII) and Focus Group Discussion (FGD) with stakeholders, including government officials, civil society representatives, and practitioners who were involved in the Strategyโ€™s development and/or implementation. 4. Collect and analyze information and data regarding good practices and lessons learned of the involvement of women โ€“led CSOs in the development and implementation of the National Strategy to Counter Violent Extremism and other gender mainstreaming approaches. 5. Develop a detailed case study report that includes: o A summary of Kenyaโ€™s current policies and practices in gender mainstreaming within CT/PCVE. o An analysis of processes, mechanisms and procedures and their successes, challenges, and lessons learned from Kenyaโ€™s approach to the development and implementation of the 2016 Strategy from the perspective of the participation of women-led CSOs and other gender mainstreaming approaches. o Recommendations for governments and women-led CSOs on integrating gender-responsive and intersectional approaches in CT/PCVE. 6. Engage with UNOCTโ€™s Gender Unit to review and refine the case study, ensuring the inclusion of key learnings and insights that align with GIFPโ€™s objectives and principles. Qualifications/special skillsAdvanced university degree (Masterโ€™s or Doctorate) in international relations, political science, gender studies, social sciences, or related fields. A combination of academic and extensive practical experience may be accepted in lieu of an advanced degree. Minimum of 10 years of professional experience in gender mainstreaming, particularly within CT/PCVE or peace and security sectors, with significant experience in or on the Republic of Kenya. Proven experience conducting field research, desk reviews, and analysis of gender related programmes or policies within CT/PCVE. Experience with intersectional analysis, including the roles of ethnicity, socio-economic status, and other identity factors, is highly desirable. Experience working with women-led organizations. LanguagesFluency in written and spoken English; knowledge of Swahili is an advantage. Knowledge of other local languages relevant to Kenyaโ€™s context is desirable.
