The objective of this project is to strengthen the capacity of countries in Asia and the Pacific to implement low carbon and resilient transport action plans to accelerate climate action through transport. This project responds to the requests of ESCAP member States by focusing on the closing of technical, institutional and financial gaps in the transition to low or zero carbon transport. This project will support four countries in Asia and the Pacific, namely, Fiji, Indonesia, Pakistan, and Tajikistan to implement low carbon and resilient transport strategies, policies or roadmaps, while determining their transport targets and implementation timelines for their respective Nationally Determined Contributions (NDCs). The implementation action plan developed for each target country will also reflect the nexus of transport, gender and climate change, where gender equality will be considered in policies pertaining to women as transport users, workers and decision makers. The specific scope of the implementation action plan for each target country will be jointly developed with the countries based on their current NDCs and low carbon and resilient transport policy priorities. The project outcomes are expected to strengthen the capacity of the target countries to transform their low carbon and resilient transport strategies and roadmaps to action, while determining targets and timelines and raising the ambition of NDCs to accelerate climate action through transport, which would be demonstrated by the implementation of the action plan developed. In addition, policy strategies that will improve transport infrastructure and system climate resilience based on expected future trends will also be determined for the target countries. Over the course of the implementation of the UNDA project, the regional consultant is expected to collaborate, communicate and consult effectively with ESCAP and relevant ministries, departments or city authorities in the project country and other collaborating organizations as necessary. Under the guidance of the ESCAP team, the regional consultant will undertake the following tasks: a) Participate in the technical advisory group discussions that are created to enable multistakeholder engagement to guide new data and policy analysis, enhance the exchange and information of knowledge, and identify financial resources for the implementation of concrete low carbon transport action and policy strategies for climate resilient transport infrastructure and system across all four target countries. b) Develop low carbon and resilient transport policy scenarios, using appropriate transport and carbon emissions models that will result in the development of transport carbon emission reduction targets and implementation timelines to be incorporated into each target countryโ€™s NDC as applicable. c) Participate in discussions with target countries and technical workshops as appropriate. d) Advise target countries on the development of the four national implementation action plans, one for each target country. e) Develop a regional action plan on low carbon and resilient transport for Asia and the Pacific. f) Draft the final report on the regional action plan. Qualifications/special skillsAdvance university degree in transport, civil engineering, energy, climate change, or related field. At least 15 years of working experience in transport, energy and carbon emissions modelling and policy, sustainable mobility, or climate change mitigation and adaptation are required, along with good report writing skills.
