Result of Service• Realistic policy scenarios, transport carbon emission reduction targets and implementation timelines, and national action plans are developed • One national low carbon and resilient transport implementation action plan is drafted • Participation in relevant discussions Work LocationBangkok Expected duration15 July–31 Jan 2026 Duties and ResponsibilitiesThe ESCAP secretariat (Transport Division) is implementing a United Nations Development Account (UNDA) project on Strengthening Capacity of ESCAP Member States to Implement Low Carbon and Resilient Transport Action Plans in Asia and the Pacific (hereinafter UNDA Project). The objective of this project is to strengthen the capacity of countries in Asia and the Pacific to implement low carbon and resilient transport action plans to accelerate climate action through transport. This project responds to the requests of ESCAP member States by focusing on the closing of technical, institutional and financial gaps in the transition to low or zero carbon transport. This project will support four countries in Asia and the Pacific, namely, Fiji, Indonesia, Pakistan, and Tajikistan to implement low carbon and resilient transport strategies, policies or roadmaps, while determining their transport targets and implementation timelines for their respective Nationally Determined Contributions (NDCs). The implementation action plan developed for each target country will also reflect the nexus of transport, gender and climate change, where gender equality will be considered in policies pertaining to women as transport users, workers and decision makers. The specific scope of the implementation action plan for each target country will be jointly developed with the countries based on their current NDCs and low carbon and resilient transport policy priorities. The project outcomes are expected to strengthen the capacity of the target countries to transform their low carbon and resilient transport strategies and roadmaps to action, while determining targets and timelines and raising the ambition of NDCs to accelerate climate action through transport, which would be demonstrated by the implementation of the action plan developed. In addition, policy strategies that will improve transport infrastructure and system climate resilience based on expected future trends will also be determined for the target countries. Over the course of the implementation of the UNDA project, the national consultant for Pakistan is expected to collaborate, communicate and consult effectively with ESCAP and relevant ministries, departments or city authorities in the project country and other collaborating organizations as necessary. Under the guidance of the ESCAP team, the national consultant will undertake the following tasks: a) Collect relevant data and information for the development of realistic low carbon transport targets and implementation timelines b) Identify existing transport infrastructure and system climate resiliency needs c) Map relevant project stakeholders d) Participate in technical advisory group discussions as necessary e) Assess transport carbon emission reduction targets and gaps f) Develop policy scenarios, transport carbon emission reduction targets and implementation timeline using a transport emission model jointly with a regional consultant g) Draft one low carbon and resilient transport implementation action plan for Pakistan according to the low carbon transport targets, timelines and transport infrastructure and system climate resilient policy strategies identified in tasks a), b), e) and f) addressing technical, institutional, financial, and gender equality needs h) Organize national consultations, technical workshop and policy dialogue with national focal point of the project Qualifications/special skillsAdvance university degree in transport, civil engineering, energy, climate change, or related field. At least 15 years of working experience in transport, energy and carbon emissions modelling and policy, sustainable mobility, or climate change mitigation and adaptation are required, along with good report writing skills.
