The programme is governed by the principles defined through the Vancouver Declaration on Human Settlements, the Istanbul Declaration on Human Settlements, the Habitat Agenda, the Quito Declara-tion on Sustainable Cities and Human Settlements, the New Urban Agenda and United Nations General Assembly Resolution 56/206. Through its work, UN-Habitat seeks to mitigate the negative effects that result from accelerated and unsustainable urbanization processes. Currently, the program is headquartered in Nairobi, Kenya, and finds its support in the Regional Office for Latin America and the Caribbean โ ROLAC, located in Rio de Janeiro, Brazil. As part of the Regional Office, the Andean Countries HUB promotes sustainable cities throughout the Andean countries through advice, technical assistance and collaboration, building inclusive, resilient and prosperous territories for all. As part of the agency work, it is stipulated that evaluations of the projects led by the agency must be conducted to serve three main complementally purposes: support accountability, contribute to en-hanced learning and influence better evidence-based decision-making. As part of the project โRestoring multidimensional security for young people in the Chiquitanรญa region to promote a sustainable recovery from COVID-19 that leaves no one behind,โ implemented by UN-Habitat, UNICEF, and the ILO, the objective was to empower and promote protective measures for vulnerable young people in the Chiquitanรญa region affected by multidimensional insecurity; and the project โRoadmap to Durable Solutions: Strengthening the Government of Colombia in the implemen-tation of the Durable Solutions Strategyโ implemented in 7 cities of Colombia it is required to final ex-ternal evaluation is planned. This external evaluation will comply with the standards outlined in the United Nations System Evalua-tion Standards. Duties and Responsibilities The evaluation will be conducted by an independent external evaluation consultant. He/she must have proven experience in evaluating project/programmes and should have knowledge of Results-Based Management and strong methodological and analytical skills. Impartiality is an important principle of evaluation because it ensures credibility of the evaluation and avoids a conflict of interest. For this purpose, officers responsible for design and implementation of the project should not manage the evaluation process. This is very much emphasized in the new eval-uation policy for UN Secretariat entities. The independent Evaluation Unit will manage the evaluation process; ensuring that the evaluation is conducted by a suitable evaluation team; providing technical support and advice on methodology; explaining evaluation standards and ensuring they are respected; ensuring contractual requirements are met; approving all deliverables (TOR, Inception Reports; draft and final evaluation reports); sharing the evaluation results; supporting use and follow-up of the implementation of the evaluation recom-mendations. The project team members will be responsible for providing information, documentation required as well as providing contacts of stakeholders to engage with for provision of evaluation information on the project evaluated. An Evaluation Reference Group will be established to oversee the evaluation process to maximize the credibility and quality of the evaluation. Development: โข Evidence the relevance, efficiency, effectiveness, impact, and sustainability of the UNTFHS project: โRestoring multidimensional security for youth in the Chiquitania region, to promote a sustainable COVID-19 recovery that leaves no one behindโ implemented in Chiquitania, Bolivia. The evaluation should cover those activities that contribute to the improvement of institutional capacities, policies, and national and regional processes to achieve better sustainable urban development, such as advocacy and/or institutional accompaniment, among others ad should involve stakeholders related in evaluation processes. The final evaluation will measure progress and achievements using the indicators from the joint programme work plan, comparing them with the results of the baseline assessment presented in product 1.1.; โข Identify good practices and provide recommendations to improve project management, UN-HABITAT's strategic positioning in the country, and UN-HABITAT's strategic management, the strategic positioning of UN-Habitat in the countries and the added value of the cooperation offered. To this end, contact should be made with the counterparts, and different methods should be implemented to collect information, both qualitative and quantitative. โข The Evaluation of the Project shall consider the UN-Habitat's Evaluation Policy and Manual and the standards for evaluation of the United Nations system, which promotes a results-oriented evaluation strategy through the use of tools such as the Theory of Change. These methodologies will be a starting point; however, the evaluation methodology may be agreed upon with the consultant, considering factors of the Ecuadorian context, the availability of information and the nature of the actions carried out. The methodology should, at a minimum, include documentary review, interviews with counterparts, and financial information on the execution of resources. โข Disseminate the Evaluation Findings and lessons learned in appropriate formats. b.) Approval: โข The consultant will be responsible for supporting compliance with projects approval processes, as well as monitoring the development and implementation of programs and projects. โข The consultant will be responsible to make the necessary adjustments to the products when required by the coordination of the project. โข Support the Hub Coordinator in the development of inputs for conceptual notes, project documents, implementation plans and budgets, and in general all the documentation necessary for internal approval of projects, following the provisions of the various manuals of procedures, internal regulations, and regular channels established by the Agency. c.) Implementation: โข Attend the technical (virtual) meetings needed to meet the scopes and objectives defined for the consultancy. โข Provide information to UN-Habitat regarding affectations that the process of implementing the consultancy may have. โข The consultant will be responsible for developing his/her products and activities by the provision of ongoing technical accompaniment to officials appointed by the Manabรญ Provincial Government in tasks inherent in his/her contractual responsibilities as an UN-Habitat consultant. โข Provide inputs for the systematization of the processes carried out and exchange of practices and successful experiences with other HUBs in the region, with headquarters branches, counterparties and who appoints the UN-Habitat HUB Coordinator for Andean countries. โข Follow up on technical guidelines determined by the Project Coordinator and Coordinator HUB Andean Countries. โข Comply with the schedule of activities according to the guidelines of the HUB Coordinator. โข When it is necessary to provide accompaniment to the UN-Habitat Coordinator and/or team in the establishment of communication with counterparties and stakeholders. d.) Knowledge Management: โข The consultant must know and comply with the processes, procedures, and standards of the organization, to ensure an adequate quality of the activities described above according to the standards of the organization. โข The consultant must know the file system of the projects and ensure their proper maintenance, accessibility for all officials and the proper updating. โข Design methodologies for the systematization of good practices and knowledge, related to the implementation of the projects and cooperation activities of the UN-Habitat Colombia Office. โข Prepare reports and other documents related to meetings, missions and activities developed by the National UN-Habitat Office. โข The consultant will carry out research activities to facilitate the exchange of information, knowledge and best practices on the sustainable urban development issues set out in the Agency's mandate. โข Manage knowledge networks for the dissemination of the methodologies and documents generated by the agency and for the construction with strategic allies of new knowledge on topics related to sustainable urban development. e.) Others: โข Support other activities requested and by mutual agreement with the Project Coordinator and the UN Habitat HUB Coordinator for Andean countries, within the framework of this consultancy and without prejudice to the achievement of their responsibilities. โข The consultant will participate in work and follow-up meetings, both with other consultants, as well as with the Coordinator and team of the Andean Countries HUB of UN-Habitat and with the staff of the projects. โข The consultant shall be responsible for ensuring that all activities comply with the principles of United Nations integrity. Qualifications/special skillsPostgraduate degree in Urban Development, Urban Management, Development Studies, Project Eval-uation, International Cooperation or related areas. Additional four (4) years of experience relevant to the position can be accepted in lieu of the advanced degree. Degree in economics, government and international relations, political science, communications and/or related fields Minimum six (6) years of relevant experience in the management of international cooperation and/or related projects, including two (2) years of specific experience in evaluation and monitoring of interna-tional cooperation and/or related projects. Previous experience in the United Nations System, projects financed by the European Commission and/or experience in the design of cooperation frameworks and monitoring and evaluation systems will be highly valued. Good handling of technological tools, and commercial packages e.g., Microsoft Windows, Office and Internet.
