Under the overall supervision of the Chief of Mission and direct supervision of the Operations Officer (MHPSS), the incumbent will contribute to the implementation of IOM’s Mental Health and Psychosocial Programme mainstreaming activities in oblasts located in Ukraine, with a focus on mainstreaming services, especially those pertaining to the implementation of MHPSS-Livelihoods activities, veterans, inclusion, and the emotional support hotline.

  1. Support MHPSS mainstreaming efforts related to Livelihood Integration, Veterans, Inclusion, and the emotional support hotline, promoting effective integration across activities.
  2. Facilitate the operational MHPSS-Livelihood integration workstream and support effective implementation.
  3. Provide technical support to MHPSS teams in the implementation activities on coordination, monitoring and alignment with program objectives.
  4. Lead efforts on inclusion mainstreaming across MHPSS programming by offering guidance, providing technical support and engaging external experts for training.
  5. Report on disability inclusive programming and contribute to the development of project proposal inputs, in close coordination with MHPSS management and the support unit.
  6. Coordinate the MHPSS Hotline’s operations, including administration and technical support for case management, while maintaining compliance with IOM and donor requirements.
  7. Coordinate MHPSS activities related work veterans support, helping maintain effective implementation and integration of relevant services.
  8. Supervise administrative functions for the MHPSS unit as needed. 
  9. Monitor compliance with IOM and donor requirements related to procurement, budget, and human resources, maintaining close coordination with IOM Ukraine support units.
  10. Perform such other duties as may be assigned. Education
    • High school diploma with seven years of relevant professional experience; or,
    • Bachelor’s degree in general, clinical, counselling, social or educational psychology, education, counselling, anthropology, mental health, humanities or other relevant social sciences from an accredited academic institution, with two years of relevant professional experience. Experience
      • Previous experience working on Mental Health and Psychosocial Support (MHPSS) programmes (required), with supervisory roles (desirable);
      • Previous experience in hotline management (desirable);
      • Previous experience working on Livelihood programmes (desirable);
      • Previous experience in disability inclusion (desirable);
      • Strong command and ability to fluently communicate about technical MHPSS subjects formally in Ukrainian, Russian and English (required);
      • Experience in community-based team supervision, monitoring and evaluation (required);
      • Previous experience working with beneficiaries' data management, reporting on project activities while respecting data protection and management guidelines (required);
      • Experience working in accordance with the Interagency Standing Committee (IASC) guidelines on MHPSS in emergency settings (desirable). Skills
        • Ability to supervisory  personnel and coordinate;
        • Communication skills with a wide range of people, including people of culturally diverse backgrounds;
        • Experience in assessment and data collection. Skills in report writing and basic data analysis;
        • Experience in delivering training to diverse stakeholders;
        • Ability to manage concurrent deadlines with attention to detail. Languages
