Context:

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Senior Field and Programme Coordinator, the Programme Manager (CCCM & Shelter and Settlements) will be responsible for the successful management and implementation of IOMโ€™s Camp Coordination and Camp Management (CCCM) and Shelter and Settlements (S&S) as well as Non-Food Items (NFI) projects.ย 

Lead the development and execution of the overall CCCM and S&S strategy for IOM in Yemen, with a focus on emergency and transition and recovery operations.Oversee all technical components of the CCCM and S&S Programme including the development and/or review of concept notes, proposals and budgets, ensuring that mechanisms and modalities to be implemented are appropriate and in line with standards that have been agreed in Yemen as well as global standards and best practices.Coordinate all operational, administrative and financial aspects of all ongoing projects, including oversight responsibility of project implementation, in coordination with the Resource Management Unit (RMU) as required. Ensure that CCCM and S&S project implementation meets the intended scope, timeframe, quality, targets and budget and is in line with donor requirements.ย Provide technical guidance to the CCCM and S&S ย programme team and ensure continuous capacity building efforts for the staff under supervision.Establish and maintain positive relations with stakeholders at the country level including through liaison with relevant authorities, clusters, donors and other partners. Participate andin represent IOM in all relevant meetings and inter-agency coordination forums.Ensure that the CCCM and S&S programme is driven by a sound Monitoring, Evaluation and Learning (MEAL) framework that leads to continuous improvement based on lessons learned. Work closely with MEAL Officer to ensure IOMโ€™s guidelines are followed throughout the programme implementation.ย In coordination with the RMU and Procurement and Logistics Unit (PLU), oversee all CCCM and S&S programme related procurement efforts for supplies and services, ensuring that the processes are transparent and in line with IOM and donorโ€™s regulations. Provide the necessary resources to effectively monitor all contractual agreements with service providers and/or implementing parties.Proactively identify programme development opportunities in Yemen, new areas of technical intervention and strategic partnerships that would promote the expansion of IOMโ€™s CCCM and S&S portfolio.Coordinate closely with the Programme Support Unit regarding project development efforts, MEAL and internal and external reporting requirements. Develop internal tools for activities monitoring in coordination with the Snr. Field and Programme Coordinator.Ensure cross-cutting issues such as Gender, Accountability to Affected Populations (AAP), Environment and other related aspects are mainstreamed in the S&S programme in coordination with the relevant thematical units.Perform such other duties as may be assigned.

Educationย 

Masterโ€™s degree in Civil Engineering, Architecture, International Relations,ย Management, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience; orย University degree in the above fields with seven years of relevant professional experience.

Experience

Experience working in CCCM and/or Shelter and Settlements programmes at a managerial level, in emergency and conflict environments essential;Experience working with the United Nations (UN) or International organization or Non-Government Organization (NGO);ย Field experience in a complex humanitarian emergency or post-conflict environment; and,Experience in effective liaison and coordination with authorities, local communities, partners and relevant inter-agency coordination forums.

Skills

Knowledge of project management including administrative and financial management;Knowledge of project development process and effective report writing;Sound communication and negotiation skills;Knowledge of the Humanitarian and Development Nexus; and,Knowledge of relevant software (MS Office, CAD etc.).
