Organizational Context and Scope

Assisted Voluntary Return and Reintegration (AVRR) is one of the core areas of IOM expertise, and a field in which the organization has overย 40 years of experience. IOM USA works withย theย US Department of State to provide eligible beneficiaries, both in the United States and in third countries, with their access to assisted voluntary return to their countries of origin or of legal status in a safe and dignified manner. In addition to travel arrangements, IOMโ€™s assistance may include counselling of voluntary returnees, acquisition of travel documents, provision of medical or other escorts, departure, transit and arrival assistance.

Under the overall supervision of the Senior Program Advisorย and direct supervision of the Return and Reintegration Coordinator, theย Program Officer, Cash-Based Initiatives (CBI) will be based in Washington DC, USA and will have the following duties and responsibilities:

Provide inputs to management on integrating CBI into operational plans and strategies to efficiently meet program objectives and liaise with partners and technical sectors.Facilitate the design, revision and dissemination of Cash Based Intervention (CBI) tools, guidance, workplans and standard operating procedures (SOPs) enabling the implementation of efficient and effective CBI in the IOM Global AVR program operations. As needed, conduct capacity-building initiatives for program staff involved in the planning and management of CBI at the country level.ย Provide technical support on project activities and objectives in line with global and IOM standards for CBI, including participating in situational analysis, needs assessment, targeting and distribution.If needed, support project proposal revision and endorsement processes as they pertain to the CBI portfolio; including, but not limited to, (1) assisting Country Offices to develop projects narratives and proposals in line with institutional best practices and priorities; and (2) assisting Country Offices in the integration of gender, protection and disability inclusion considerations into CBI projects.ย Ensure that cross-cutting issues, such as Gender-Based Violence, Disability Inclusion, Child Protection and Accountability to Affected Populations, are streamlined and considered across all the IOM CBI activities.Liaise and coordinate with IOM Offices to ensure a coherent and consistent institutional and rights-based approach to CBI. Advise Country Offices as needed on risk management for CBI implementation.Support Country Offices in conducting feasibility studies and market assessments to select the most adequate CBI modality and periodically work with Country Offices to review CBIs in place and assess the continued suitability of the initiatives and their effectiveness in both urban and rural locations.Coordinate with AVR Monitoring and Evaluation colleagues in Washington DC to ensure that relevant output and outcome indicators for CBI are systematically being collected from Country Offices and analyzed in a manner that will help to determine efficiency and effectiveness of CBI delivery as well as the appropriateness of the choice of modality and delivery mechanism.ย Liaise with the CBI Unit in Geneva and relevant colleagues in the Regional Office and ensure compliance with IOMโ€™s policies and procedures for CBI Programming.ย Represent IOM in CBI-related forums and in meetings with donors, partners and other stakeholders on cash and voucher assistance.ย Prepare periodic and ad hoc reports on IOMโ€™s CBI activities in relation to the U.S. Global AVR Program, including proposing operational improvements and potential future scope for CBI programming.Undertake and oversee visits to view project sites and meet beneficiaries to ensure progress is made in the achievement of project objectives.Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

Masterโ€™s degree in Social Science, International Relations, Research, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,ย Bachelorโ€™s degree in the above fields with seven years of relevant professional experience.

Experience

Experience in working with migrants, civil society and government on CBI programs.ย Proven ability to work with vulnerable individuals and integrate a wide range of protection considerations into CBI programming.Work experience inย AVRR programmes is an advantage.ย Experience in communicating withย individuals who have complex needs.Demonstrated knowledge with handling sensitive information and personal data.

Skills

Computer/software literate with good knowledge in Microsoft Office.Strong written and verbal communication skills and ability to effectively communicate with colleagues and partners.Self-motivated, objective driven and able to use own initiative and work under pressure with minimum supervision.Knowledge and due application of case work principles.High record keeping, information analysis and entry proficiency.Strong quality control and assurance skills.

Languages

IOMโ€™s official languages are English, French, and Spanish.ย 

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) but in particular Spanish, is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
