Organizational Context and Scope
Pakistan is highly vulnerable to the effects of climate change and natural and man-made hazards, including flooding, droughts, heat waves, earthquakes and pollution, which disproportionately affect the most vulnerable in society and exacerbate existing developmental challenges.
The International Organization for Migration (IOM) is leading the multi-year Climate Resilience and Humanitarian Response (Central and Southern Pakistan) component of FCDOโs Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan Programme, with FAO, UNICEF, ACTED, CARE and Islamic Relief as consortium partners.
The Consortium will deliver integrated community resilience-building activities and institutional and systems strengthening across southern Pakistan (Sindh, Balochistan and Punjab) and will respond to humanitarian needs across all Pakistan. The Consortium will be overseen by a Secretariat, led by IOM.
Under the overall supervision of the Chief of Mission (CoM), and the direct supervision of the Senior Programme Coordinator (EPC) in Pakistan, the Consortium Coordinator will be responsible for managing and overseeing the Consortium Secretariat team to facilitate the coordination of the Consortiumโs activities and the implementation of the BRAVE project in Pakistan, including effective planning and monitoring of Consortium undertakings.
Required Qualifications and Experience
Education
Masterโs degree in Development Studies, Environmental Studies, Civil Engineering, Architecture, Environmental Engineering, Public Health or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.ยExperience
Experience working with the United Nations (UN) or International organizations or Non-Governmental Organizations (NGOs);ย Experience in Secretariat or Consortium management, support and/or coordination;Experience with Early Recovery, Resilience Building, Climate Change Adaptation, DRR/DRM, Development, rural livelihoods, WASH, Community Engagement or Protection programming;Field experience in a humanitarian emergency or recovery environment; ย Experience delivering cash-based interventions in humanitarian or post-crisis settings;Experience in project or programme management in emergency and post-crisis setting;ย Experience in environmental project implementation, engineering and Monitoring & Evaluation (M&E) activities;ย Experience in partnership engagement and management; and,Previous work experience in Pakistan is an advantage.ยSkills
In depth knowledge of the fields of Early Recovery, Resilience Building, Climate Change Adaptation, DRR/DRM, Development, rural livelihoods, WASH, Community Engagement or Protection;Strong programmatic management and coordination skills in the humanitarian, resilience and/or development sector;Thorough understanding of gender/equality, protection and conflict mitigation issues;Familiarity with the UN and donor programming environment;Familiarity with MS Office software, with minimal statistical analysis and IM software skills;Excellent report writing and analytical skills, proficiency in written and spoken English; and,Good knowledge of Pakistan and the region is an advantage, especially regarding the Climate Change and DRR/DRM governance structures in Pakistan.Languages

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian, French and Spanish) and/or other Pakistan language is an advantage.
