Context:
Within the Department of Humanitarian Response and Recovery (DHRR), the Peace, Recovery and Solutions Division (PRSD) is the institutional focal point on prevention, resilience, and solutions within crisis settings and fragile contexts. It addresses socioeconomic, peace, security, and development challenges found in natural, human-induced and protracted crises as a way to prevent and resolve migration crises and assist governments, communities, and vulnerable populations to cope with migration-related pressures. The Division provides institutional policy and operational guidance on peace, recovery, and solutions inititiatives and promotes sustainable transition from relief to recovery and development.ย
Working in coordination with the Climate Action Division to incorporate climate dimensions, PRS Division addresses drivers of migration and root causes of complex migration crises; promotes human mobility as a means to reduce vulnerability and to progressively transition towards durable solutions to displacement; and invests in conflict analysis, stabilization and development-oriented solutions. During the crisis and post-crisis phase of a response, the Division is also responsible for providing policy advice, technical assistance, capacity-building, and operational support to resolve land disputes and mobility-related land issues, and for providing reparations and other transitional justice measures to victims of systemic and widespread human rights violations.ย ย
Building on the Organizationโs commitments to strengthen the Humanitarian Development Peace Nexus (HDPN), as an adherent to the OECD DAC Recommendations, the Peace, Recovery and Solutions Division contributes to operationalizing IOMโs support to crisis affected populations in transitioning away from humanitarian vulnerability towards recovery, self-reliance and sustainable developmentย
Under the overall supervision of the Director of the Department and the direct supervision of the Senior Peace, Recovery and Solutions Coordinator, the Chief Peace, Recovery and Solutions Division will lead the Organizationโs work on crisis prevention, stabilization, sustainable recovery and durable solutions, within the framework of IOMโs Migration Crisis Operating Framework (MCOF).ย Specifically, the Chief of PRS Division will manage the Divisionโs work in crisis and fragile contexts across the following thematic areas: Durable Solutions to displacement; Community Stabilization; Economic Recovery and Livelihoods; Support for demobilization processes, as well as individuals at risk of recruitment by or disengaging from armed, violent or violent extremist groups, transitional justice and reparations, as well as the Organizationโs electoral support initiatives.
Manage the staff within the Peace, Recovery and Solutions Division, guiding and supporting professional development, learning, career fulfilment and a collegiate working environment.ย This includes supporting key administrative and HR functions through approvals, staff evaluations and recruitment within the division.ย ย Provide overall guidance, strategic direction and vision for IOMโs work in crisis and fragile contexts on transitional justice, peace, stabilization, recovery and solutions, aligned with key global strategic processes, such as the Secretary Generalโs Action Agenda on Internal Displacement; Humanitarian Development Peace Nexus; Secretary Generalโs Prevention Agenda;ย The Global Compact on Migration; Grand Bargain 2.0; UN reform and the 2030 Agenda for Sustainable Development.ย In line with the joint deliverables of the Department, formulate and implement the substantive programme of work for the Peace, Recovery and Solutions Division, establishing clear priorities for the coherence, visibility, resource mobilization and partnership requirements for the thematic areas and related programming of the Division.ย Lead on the establishment and strengthening of strategic partnerships with departments and divisions across IOM, linking IOMโs work on transition and recovery with those responding to humanitarian needs, climate issues, and development systems, promoting โwhole of organizationโ approaches.ย This includes representing the PRS Division within key internal, institutional processes including, inter alia, the expanded OSMT, Strategic Vision, Policy Coordination Committee, SRF, PRIMA, MCOF and HDPN Working Groups.ย Strengthen strategic partnerships with external stakeholders, including the UN, private sector, academic institutions, member states and others, particularly to advance complementarity, comparative advantages and IOMโs contribution to collective outcomes in crisis and fragile contexts including specific contributions to the new UN IDP solutions architecture.ย Provide technical expertise and direction for flagship programming areas, including inter alia Community Stabilization; Disengagement, Disassociation, Reintegration and Reconciliation (DDRR); Community-Based Planning, Conflict Sensitivity/Peace Responsiveness; the DTM supported โSolutions and Mobility Index (SMI) and Migration Drivers initiative.Lead PRS Divisionโs contribution to capacity building Country and Regional Offices, through training, dissemination of best practices and technical assistance to enhance the development, impact and effectiveness of IOMโs PRS Division portfolio globally, including their integration with other programmes within and external to IOM.Provide enhanced risk management support and oversight of the Divisionโs work in fragile and crisis settings at project development and implementation stages; Ensure that programmes relating to Preventing Violent Extremism (PVE) and Disengagement, Disassociation, Reintegration and Reconciliation (DDRR)ย are developed and implemented in line with Organizationโs mandate, strategy and policies; including overseeing the endorsement of all PVE and DDRR programmes at HQ.In close coordination with the IDP Advisor and the Solutions Secretariat, support the institutional engagement with the UNโs new IDP solutions agenda, including the Solutions Champions Group, the Global Solutions Hub, and the Global Solutions Working Group; and ensure the operationalization of IOMโs commitments and programmatic initiatives relating to IDP solutions.Convene and co-chair the Organizationโs internal โCT/CVE Task Forceโ in conjunction with IBM toward regular updates and awareness of key institutional interlocutors on all aspects of the global PVE agenda.Develop risk management and quality assurance tools for PRS Division programming, including strengthened monitoring and data frameworks, anticipatory action indicators, and linkages to processes such as ย Human Rights Due Diligence (HRDDP), conflict sensitivity and accountability to affected populations (AAP) (applied to transition and recovery).Develop and maintain key strategic inter-agency partnerships including representation and relevant initiatives at the Global level within the IASC, the Global Solutions Hub and Global Solutions Working Group.ย Provide thematic leadership to engagement with IFIโs in FCV (fragility, conflict and violence) settings, as well as with key development institutions engaged in crisis contexts such as UNDP, and HDPN-related bodies including support to institutional participation at the Joint Steering Committee for Humanitarian-Development Collaboration.Direct and coordinate the Organizationโs work on Elections, including partnership with the UN Electoral Assistance Division; convene organizational capacity, and ensure stop/go planning and analysis with Regional and Country Offices on elections support programmes and initiatives including Out-of-Country Voting (OCV) programmes.In close conjunction with Regional Offices, provide HQ-level consultation, oversight and final endorsement of programme initiatives relating to Elections, DDR programmes, and organizational initiatives related to Preventing Violent Extremism (PVE), including stabilization programmes with exceptional donor โsubstantial involvementโ and those addressing conditions conducive to the spread of violent extremism.Perform such other duties as may be assigned.Required Qualifications and Experience
Education:
Masterโs degree in Political or Social Science, International Relations, International Humanitarianย Affairs or a related field from an accredited academic institution with ten years of relevant professional experience; or,ย University degree in the above fields with twelve years of relevant professional experience.Accredited Universities are those listed in theย UNESCO Worldย Higher Education Database.
Experience:
Working experience comprised of operational and/or field experience in migration emergency and post emergency related interventions; and,Demonstrated sound understanding of the inter-relationship among international humanitarian as well as development organizations, and national stakeholders in the migration crisis and specifically in transition, stabilization, and recovery processes.ย
