Context

Under the overall supervision of the Chief, Operations and Mission Engagement Solutions and direct supervision of the Senior Information and Communications Technology (ICT) Officer (Solutions Delivery Management), theย ICT Officer (Applications Development)ย will be responsible for supporting the development of a strategy and partner with delivery teams to design, develop and maintain efficient and high-quality integrations connecting data, applications and third parties that support business processes and customer needs. The ICT Officer (Applications Development) will monitor and analyze existing integrations to improve their performance and efficiency.ย 

The ICT Officer (Applications Development) will be accountable for the integration and delivery of sustainable ICT systems and solutions, to support programme and project delivery.

Provide recommendations on complex systems analysis, design, integration and implementation and analyze business and customer requirements to identify and prioritize opportunities to improve efficiencies and processes through integration.Coordinate the agile delivery of integrated and sustainable ICT solutions of significant importance or major components of complex systems.Support the design and implementation of integration flows and enhancements, including Application Programming Interface (APIs) and/or file-based integrations. Produce technical reference documentation to be used as guides.Partner with development and design teams to support and provide oversight in designing and developing integration solutions and prototypes.Coordinate requirements gathering and specification processes, feasibility analysis, architecture and development, management plan and risk mitigation.Determine, conduct, and automate unit tests, integration tests, load tests, and performance tests, including facilitating set-up of test data and accounts.Participate in the development of plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. Prepare and manage technical documentation and self-service resources on integrations.Proactively review integration performance and troubleshoot, resolve, and report integration issues to impacted teams and stakeholders.ย Use user and stakeholder feedback to guide the development of new products and integration enhancements. Identify the need for new systems, modifications to existing systems or to respond to requests from clients.ย Participate in integration vendor and tool selection to meet business needs and support development team workflows.Promote a collaborative team environment and work closely with colleagues and stakeholders to achieve goals. Track and monitor project progress against plans, requirements, quality measures, standard processes; liaise with clients on all aspects and during all phases of development and implementation.Provide coaching and mentorship to junior integration engineers.Perform such other duties as may be assigned.

Education

Masterโ€™s degree in computer science, information systems, mathematics, economics, statistics,ย or a related field from an accredited academic institution with two years of relevant professional experience; orUniversity degree in the above fields with four years of relevant professional experience.Professional Certification in ITIL, PMP, SCRUM or PRINCE 2 methodologies is desirable.

Experience

Experience determining the explicit and implicit needs and requirements of various stakeholders;Experience creating documentation such as business case documentation or business requirements summaries;Experience with agile development methodologies and agile planning tools such as Jira;Advanced knowledge, experience and understanding of computerized information systems; and,Experience in using, supporting or testing MiMOSA Case management system is an added advantage.
