Job Summary:

The Senior Technical Officer supports evidence-based public health messaging and community engagement (EMCE) efforts by providing technical expertise and hands-on implementation for social and digital media activities across projects. This position plays a key role in executing EMCE strategies and ensuring the design, delivery, and continuous improvement of community engagement and digital media initiatives, with a strong emphasis on elevating the voices and leadership of communities most affected by health inequities.

The Senior Technical Officer supports the EMCE Team Leader and project team to ensure that implementation is technically sound, aligned with organizational strategies and standard operating procedures (SOPs), and informed by data-driven analysis, learning, and reporting. Additionally, the role contributes to business development efforts by supporting opportunity identification, capture, proposal development, and strategic partnering.

Technical Officers (Level I โ€“ III) provide a range of technical and administrative services at increasing levels of complexity to support project implementation and proposal development. Individuals within these positions are expected to demonstrate an increasing level of proficiency with the specific relevant technical area.

Accountabilities:

Technical Requirements:

  • Support technical implementation of EMCE activities by providing guidance and support to project staff and partners in line with expected outcomes, including capacity building on evidence-based messaging and community engagement approaches.
  • Assist in the design, piloting, and evaluation of innovative, cost-effective EMCE strategies, materials, and tools to reach program participants and service providers, ensuring adherence to global and national guidelines and SOPs.
  • Compile and synthesize evidence (literature, surveillance, program data) to inform message framing and content; support message testing and rapid feedback cycles to ensure relevance, accuracy, and cultural appropriateness.
  • Contribute to the development or adaptation of curricula and training/education materials; assist in designing and facilitating training for government and implementing partners on risk communication, community engagement, and audience-centered content.
  • Help establish and maintain community engagement mechanisms (e.g., community advisory groups, peer networks, local influencers) to amplify reach and trust and surface insights for program improvement.
  • Monitor and maintain project protocols, instruments, data sets, manuals, training materials, and reports related to EMCE and social/digital media technical areas.
  • Support analysis of implementation quality and campaign performance to identify areas for improvement and recommend technical adjustments.
  • Assist with content development and coordination for social and digital media activities within public health messaging and outreach campaigns.
  • Contribute to the execution of social/digital media plans to support EMCE objectives, including supporting website and digital product design, testing, and launch as needed.
  • Help monitor and evaluate performance using analytics tools; assist in data analysis and recommend optimizations to strengthen results.
  • Stay informed on platform changes, tools, channels, and trends and share actionable insights with the team.
  • Provide support for social and digital media buys, including budget input and vendor coordination.
  • Participate in presentations, training, and discussions with clients, stakeholders, and internal teams on EMCE and social/digital media topics.

    Project Design Implementation:

    • Support the development of strategies, tools, and work plans for technical components related to EMCE and social/digital media, ensuring alignment with project objectives and standards.
    • Assist in implementing technical project activities and sub-activities, monitor deliverables, and provide progress updates to supervisors.
    • Ensure project implementation is technically sound and compliant with organizational standards; identify challenges and escalate issues to senior technical staff as appropriate.

      Project/Program Reporting:

      • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
      • Establishes and maintains SOW and budget tracking systems.
      • Drafts/prepares technical reports.
      • Support the Team Leader to create technical content (e.g., reports, presentations, manuscripts).

        Quality Assurance:

        • Support the development and application of quality standards, processes, and procedures for EMCE and social/digital media outputs, including conducting accuracy checks and ensuring cultural and linguistic appropriateness.
        • Assist in coordinating activities to meet client, funder, and regulatory requirements, ensuring compliance throughout implementation.
        • Document EMCE processes and outcomes, including preparing routine learning products and success stories for donors.
