JOB TITLE: Evaluation Consultant

DURATION: 4 monthsOpen to NON-Jordanian Nationality only.
BACKGROUND AND PURPOSE OF THE APPOINTMENT:
WFP Jordanโs Country Strategic Plan (CSP) 2023โ2027 lays out a comprehensive framework that transitions from humanitarian assistance toward sustainable, development-focused interventions for refugees and vulnerable Jordanians. In response to the evolving socio-political context, shifting donor policies, and emerging national priorities, a mid-term review is essential to assess progress, extract lessons, and guide necessary mid-course adjustments. This appointment seeks an experienced external consultant to conduct an impartial, evidence-based review of CSP implementation during the period January 2023 to April 2025, focusing on the relevance, effectiveness, efficiency, sustainability, and learning dimensions of the CSP.ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive):
โข Conduct a Comprehensive Desk Review:
o Analyze all relevant CSP documents including Annual Country Reports, monitoring data, previous evaluation reports, and policy documents.
โข Design and Implement a Mixed-Methods Approach:
o Plan and execute primary data collection (key informant interviews, focus group discussions, online surveys) with internal stakeholders, government partners, UN agencies, and beneficiariesโensuring gender and equity sensitivities.
โข Data Analysis and Reporting:
o Evaluate CSP performance against established targets and strategic priorities, focusing on both humanitarian and development components.
o Produce an Inception Report, Draft Review Report, and Final Review Report with robust, actionable recommendations.
โข Stakeholder Engagement:
o Collaborate with the internal reference group to validate findings and incorporate structured feedback.
o Participate in consultative workshops and briefing sessions as required.
โข Timely Delivery:
o Ensure adherence to the review timeline and deliver all outputs within the defined schedule.
โข Provide Strategic Insights:
o Contribute evidence-based recommendations to support mid-course adjustments and inform future programming and corporate learning initiatives.OTHER POST REQUIREMENTS:
โข Previous experience in humanitarian or development contexts.
โข Previous experience in the Middle East region.
โข Previous experience in conducting programme-oriented evaluation
โข Proved advanced writing and communication skills.
โข Demonstrated technical knowledge and understanding of WFP mandate, operations and stakeholder dynamics.QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in a relevant field (e.g., International Development, Economics, Social Sciences, Public Policy).Experience: Minimum of 7 yearsโ experience in conducting evaluations in complex humanitarian/development contexts.
Demonstrated experience in mixed-methods research, including both qualitative and quantitative analysis.
Proven track record of working with multi-year strategic plans and understanding of WFPโs operational framework.Knowledge & Skills:
- Strong analytical, critical thinking, and problem-solving skills.
- Excellent written and oral communication skills in English; proficiency in Arabic is an asset.
- Ability to work independently and manage multiple tasks under tight deadlines
- Strong interpersonal skills with the ability to engage with diverse stakeholders.
Languages: Fluency in both oral and written communication in English. Knowledge in Arabic is an asset.
