EV Infrastructure Capacity Building Consultant
Project background
While the share of EVs has been rapidly increasing across Jordan, standardization in the EV ecosystem and associated capacity building to the public sector are urgently needed to stimulate private sector investment in the charging infrastructure as well as ensure the safety of users and protect their rights.
The Jordan updated Nationally Determined Contribution (NDC) indicates that the transport sector is the largest energy consumer in the country. Four priority measures are brought forward in the NDC's mitigation section and three of them are directly related to the electrification of the transport sector. To accelerate NDC implementation, GGGI is executing a project titled โSupport for e-mobility Adoption in Jordan Through National Standards Development and Disseminationโ This project will contribute to the implementation of the three NDC priority measures for the transport sector by delivering these two outputs:
1) Developing and adopting electric vehicle (EV) safety and charging national standards.
2) Delivering training and capacity building to key government stakeholders on EV standards.
Objectives of the assignment
To achieve output 2 of the project, GGGI seeks to engage a competent Consultant to design and deliver the local training program focused on the application of the EV charging and safety standards developed under this project. GGGI plan to have a total of 40 hours training delivered in-person to 30 participants.
The primary objective of this assignment is to strengthen the technical capacity of national stakeholders involved e-mobility, infrastructure development, and standardization, with particular emphasis on international best practices, harmonization with global and regional standards, and application in the Jordanian context.

SCOPE OF WORK
- The assignment includes the following key tasks:
1. Training Needs Analysis
Review the national EV charging and safety standards which will be provided by GGGI. Organize and facilitate a consultation workshop with relevant stakeholders to identify training needs and capacity gaps. Produce a Training Needs Analysis Report summarizing findings.2. Curriculum Development & Validation
Design a 40-hours training program in a PPT format, structured into modules for delivery over a period of two to three weeks. Incorporate theoretical, practical, case study-based learning components and assessment activities to reinforce learning outcomes. Organize and facilitate a validation workshop with relevant stakeholders to present the draft training curriculum. Collect feedback and incorporate necessary adjustments before finalization. Ensure training content meets international benchmarks and reflects Jordanโs specific needs.3. Training Delivery
Provide and deliver the training sessions over a period of two to three weeks to 30 participants. After careful review of the following items:- Review of the global, regional and national EV environment and market.
- Review international standards for EV infrastructure and relevant best practices.
- Jordanian standards for EV infrastructure.
- Jordanian EV infrastructure regulatory requirements.
- EV infrastructure conformity assessment processes.
- Practical applications and exercises.
- EVSE Architecture, and components
- Connector and Coupler Types & Safety Considerations

- Monitoring and Diagnostics

4. Final Report and Recommendations
Following the training sessions, the Consultant will compile a final report summarizing:- The key concepts covered during the training.
- The results of the practical exercises, including any challenges encountered and solutions provided.
- Feedback from participants regarding the training content and structure, along with suggested improvements for future sessions.
The consultant will report to the Sustainable Transport Senior Officer in the GGGI Jordan office.
Deliverables AND PAYMENT SCHEDULE
The Consultant shall submit the deliverables in electronic versions readable by a Microsoft Office application, including any underlying data analysis in editable form. All outputs must be in English and Arabic. GGGI will be responsible for selecting and inviting the government stakeholders who will participate in the training. All costs related to venue selection and booking for the training sessions and workshops will be covered by GGGI. Final deliverables must be approved by GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 10 days of receiving the comments or modification proposals from the GGGI, the Consultant shall prepare and submit the revised version.Deliverables

- Policy-level recommendations for embedding EVSE standards in Jordanโs regulatory framework.

The total contract amount is USD 25,400 payable in three installments as above.
Note:
Logistical costs related to the workshops (e.g., venue, catering, participant logistics if any) will be covered by GGGI Advanced degree in Electrical Engineering or a field related to this assignment. Minimum 10 years of experience in standardization, conformity assessment, or technical regulation compliance and related fields. Familiarity with international and regional standards organizations (e.g., ISO, IEC, GSO, SASO). Experience working with stakeholders such as government agencies, private sector entities, or international organizations. Familiarity with safety, cybersecurity, and data privacy aspects of EV charging. Demonstrated knowledge of EV charging technologies (AC/DC charging, connectors, grid integration). Strong intersectoral design and curriculum development skills. Familiarity with training delivery to local stakeholders. Native proficiency in Arabic and fluency in English (written and spoken).qualifications & Expertise

Confidentiality and Proprietary Interests:
The consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy or the Government without prior written consent. Proprietary interests on all materials and documents prepared by the consultants under the assignment shall become and remain properties of the MOF. This assignment will be administrated by GGGI, and all relevant GGGI rules, policies and procedures will apply.
