Job Summary:
The Epidemiology and Surveillance Advisor will provide technical support and monitor epidemiological surveillance strengthening activities of the USG-funded Global Health Security activities across multiple countries. S/He will provide technical support to key government ministries at national sub-national level and key global, regional and local organizations partnering with FHI 360. S/He will take the lead on planning and Implementing activities to improve the quality and performance of epidemiology and surveillance systems and services. Provide technical support and guidance around the issues, challenges, and strategies for improving access to quality data to achieve 7-1-7 goals. S/he will lead development of workplans, concept notes, integrated surveillance policies, strategies and support its implementation and institutionalization.
S/He will work closely with EpiC GHS team at the HQ and county levels and ensure quality of activities to strengthen surveillance systems including supporting the management of opportunity identification, capture, and strategic partnering. Accountabilities:
Technical Requirements:
- Provides project staff with overall technical direction and guidance on epidemiological surveillance in line with the projectโs expected outcomes.
- Provides strategic leadership and guidance to the epidemiology and surveillance component of the project in coordination with other project technical areas.
- Provides technical experts advice in preparing training materials, standard operating procedures, and job aids and delivers training to epidemiologists, disease surveillance officers, project staff and partners.
- Develop, Monitor and maintain project protocols, instruments, data sets, manuals, training materials, and reports related to technical areas of expertise.
- Works closely with the global , regional and national counterparts and teams to provide the technical assistance required to fulfill project objectives and targets, especially those related to the epidemiological surveillance strategic plans
- Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures.
- Conducts analysis of project implementation to identify areas for improvement and propose appropriate technical strategies and guidelines to achieve 7-1-7 goals.
- Provides onsite and remote technical assistance to epidemiologists and others as required and requested as part of overall capacity-building and continuous improvement schemes.
- Provides technical assistance to develop and implement plans to expand integrated surveillance systems to serve as an enhanced early warning surveillance system.
- Provides technical assistance to strengthen capacity in target countries to manage health management information system platforms (including laboratory information systems), analyze data, and produce surveillance reports and other visualizations aligned with evidence-based best practices, and international standards. May create technical portion of the project plan, within the given resources and financial constraints.
- Assists with implementing components of the technical portions of the project plan
- Works with project management and technical teams to define, develop, implement, monitor and adjust technical work plans, budgets, presentations, and reports.
- Represent the project in technical meetings in consultation with the line manager.
Project Design Implementation:
- Supports the Technical Director and country team leads in collaborating with the key government counterparts, relevant global, regional and local stakeholders at the national and subnational levels..
- Develops strategies and tools for the design and implementation of specific technical components.
- Supports linking epidemiology and laboratory surveillance data, data analysis, and interpretation.
- Supports the implementation of event- and indicator-based surveillance, and community-based surveillance for priority pathogens and antimicrobial resistance.
- Monitors project deliverables and reports to supervisors.
- Leads technical project activities and sub-activities and assists with project implementation.
- Identifies and raises issues to senior technical staff.
- Provides final quality control and approval to all relevant technical deliverables based on the design and direction set by technical leadership.
- Builds productive working relationships internally and externally.
- Provide technical expertise and support to proposals and concept notes based on need and instruction from supervisor.
- Participate in business development meetings based on needs.
Staff Leadership and Training:
- May supervise staff and consultants based on needs.
- Develops and implements training and competency systems.
- Identifies strategies to address training gaps.
Project/Program Reporting:
- Supports efforts to improve real-time reporting data, data sharing, and interoperability between surveillance and laboratory systems.
- Provides strategic leadership and guidance to the M&E team of the project in coordination with the technical team.
- Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings.
- Drafts/prepares client technical reports.
- Creates technical content (e.g., reports, presentations, manuscripts).
Quality Assurance:
- Ensures technical deliveries and implementation are consistent with best practices in the industry / subject and meet client / funder contractual obligations for moderately complex technical units of a functional domain, directing other professional staff members.
- Proactively identifies risks or challenges to technical deliverables and creates mitigation plan.
- Reviews, analyzes, and evaluates the effectiveness of projects and makes recommendations for enhancements.
- Ensures the quality of implemented technical activities and systems at all levels.
Applied Knowledge & Skills:
- In-depth knowledge of concepts, practices, and procedures with epidemiology and surveillance systems in developing countries.
- Development of scope of work and deliverables for partners, consultants, etc.

Education:
- Masterโs degree or its international equivalent in epidemiology, public health, or. or in any of the fields related to the functions of the position.
- Project Management (PM) Certification preferred.
Experience:
- Typically requires 12+ years of relevant experience in designing and evaluating applicable programs/services โ may manage activities of lower-level staff, however, main function is individual contributor.
- Documented participation on normative bodies or committees that define guidelines relevant to the specific technical area.
- Relevant publications, presentations, reports, and manual/tool development.
- Experience leading business development efforts in the technical area.
- Proficient experience in current program developments in division/unit/technical area.
- At least 8 years of work experience that demonstrates sensitivity to and understanding of technical issues.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Extensive experience supporting efforts to strengthen epidemiological and surveillance systems in developing countries.

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: USD 115,000 - 155,000
