EpiC Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Government (USG) that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal, newborn and child health (MNCH), address malaria; and nutrition.
In 2020, FHI 360 through EpiC launched a new multi-year project in Central Asia being implemented in Tajikistan, Kyrgyzstan, and Kazakhstan. Currently, in Tajikistan EpiC implements HIV, GHS, MNCH and nutrition activities, working closely with the Ministry of Health and Social Protection of the Population (MOHSPP).
We are currently seeking qualified candidates for the position of EpiC Tajikistan MNCH Clinical Specialist. The position will be based in Dushanbe, Tajikistan and is open to citizens of Tajikistan or persons who have legal authority to work in Tajikistan.
Job description:
The MNCH Clinical Specialist provides clinical and technical leadership to strengthen the quality of maternal, newborn, and child health services in Khatlon province. The role is focused on facility-based MNCH services, advising MOHSPP and its relevant sub-structures, including but not limited to regional health authorities, and Central District Hospitals (CDH) on emergency newborn and obstetric care (EmONC), antenatal care, routine childbirth, and postnatal/postpartum care (PNC), , Infant and Young Child Feeding (IYCF) in clinical settings, Integrated Management of Newborn and Childhood Illnesses (IMNCI), and hospital-level management of Severe Acute Malnutrition (SAM). The MNCH Specialist will support quality improvement approaches including Beyond the Numbers (BTN), maternal and perinatal death surveillance (MPDSR), compliance to clinical standards, s, to inform evidence-based decision-making.
Position Responsibilities:
- Advise MOHSPP, regional health authorities, and CDH clinical teams on quality management of EmONC, ANC, PNC, and routine childbirth services, s; IYCF counseling and standards in facility settings; IMCI protocols; hospital-level management of SAM, including stabilization care.
- Mobilize national experts to pprovide ongoing clinical mentoring, bedside coaching, and supportive supervision to doctors and nurses.
- Mobilize national experts to conduct competency assessments and co-develop tailored clinical improvement plans for facilities.
- Mobilize national experts to deliver targeted facility-based clinical trainings and on-the-job coaching using adult-learning methods, including simulations, case reviews, and practical skills reinforcement in areas such as neonatal resuscitation, PPH management, breastfeeding counseling, and clinical management of malnutrition.
- Mobilize national experts to provide clinical orientation and basic hands-on support for the proper use and routine maintenance of procured MNCH equipment and supplies, ensuring their effective integration into facility workflows.
- Contribute to QI capacity development and strengthening of Quality Improvement (QI) Committees at hospitals and PHCs.
- Provide technical and analytical support, MPDSR reviews and Beyond the Numbers processes.
- Provide clinical technical guidance to district MNCH Action Plans and QI cycles, ensuring alignment of BTN findings, Rapid Health Facility Assessment (RHFA) technical gaps, and facility-level priorities with national clinical standards.
- Facilitate coordination between CDH leadership, facility clinical teams, and district health authorities to improve service quality.
- Promote quality assurance and continuous improvement through supportive supervision, data review, and performance monitoring.
- Support adaptation, rollout, and implementation of national MNCH clinical guidelines and tools, as needed.
- Collaborate with the projectโs strategic information (SI) team and hospital staff to ensure accurate reporting and analysis of MNCH indicators and provide clinical interpretation of district-level data to inform planning, BTN reviews, QI priorities, action plan updates and routine performance monitoring.
- Participate in MOHSPP technical working groups, national consultations, and clinical planning events as needed
- Coordinate closely with HIV and GHS teams to ensure alignment of MNCH facility practices with IPC standards and PMTCT protocols within maternity and newborn care settings.
- Support relations with clinical departments, regional health authorities, CDHs, Scientific Research Institute of Obstetrics, Gynecology, and Perinatology (SRIOGP), and professional associations to ensure alignment of MNCH clinical practices, guidelines, and quality improvement priorities.
- Represent MNCH clinical priorities in technical meetings and discussions with MOHSPP, partners and expert institutions and align facility-level MNCH practices with national standards.
- Contribute to development of training materials, project reports, workplans, communications documents and other deliverables.
- Perform other duties as required.
Required Qualifications:
- Medical degree with specialization in obstetrics, pediatrics, neonatology, family medicine, or public health.
- Minimum 5 years of clinical experience in MNCH service.
- Demonstrated knowledge of facility-based quality improvement approaches and health care worker capacity strengthening.
- Demonstrated knowledge of health context and health programs, experience in improving the facility-based care including EmONC, ANC, PNC, and routine childbirth l care, IMCI, IYCF counseling, and/or SAM inpatient treatment.
- Strong experience with the MOHSPP and USG-funded health programs.
- Strong mentoring, analytical, and coordination skills.
- Strong Russian and Tajik written, oral, and presentation skills. English language is preferred.
- Team player with strong interpersonal and stakeholder engagement skills.
Travel Requirements:
- Up to 50%, within Khatlon province mostly.
