The Partnership for Harmonized Operations, Effectiveness, and Navigation in Implementing European Investment Bank (EIB) Resilient Syunik Program (PHOENIX-RESYP) is an EU-UNDP technical assistance initiative aimed at supporting the Ministry of Territorial Administration and Infrastructure of Armenia (MTAI), Project Implementation Unit (PIU) of the Armenian Territorial Development Fund (ATDF), Governorโ€™s office and target municipalities of Syunik province under Resilient Syunik Program (RESYP) programme funded by the EIB.

The overall objective of the Project is to strengthen infrastructure resilience in Syunik province and enhance delivery of accessible public services, including education, health and safe drinking water supply, as well as energy efficiency through support to the proper implementation of the Syunik Resilience Program framework loan provided by the EIB.

The PHOENIX-RESYP Project outcome is to ensure effective planning, operation, and monitoring of schemes financed under the EIB loan enabled through strengthened governance capacity of the MTAI, ATDF and MOF.

The Outputs of the Project are as follows:

Output 1.ย Effective operation management system for implementing RESYP project is in place at the ATDF. Output 2. The ATDF PIU operates effectively, with optimized internal processes and enhanced capacity to manage implementation and procurement functions. Output 3. Quality investment proposals with procurement plan developed and approved by MTAI and ATDF. Output 4. Independent verification and anti-corruption measures are embedded and consistently applied throughout the PIU operations to ensure transparency and integrity across all operations. Output 5.ย Enhanced capacity of ATDF, line ministries, Syunik local government, and communities to identify, prepare, implement, and monitor development operations effectively.

Duties and Responsibilities

Environmental and Social Compliance:ย 

Ensure adherence toย EIB Environmental and Social Standardsย (ESS), national legislation, and UNDP safeguards across all project activities (health, education, water infrastructure). Review technical designs, procurement plans, and contractor proposals to ensure alignment with EIBโ€™sย Environmental and Social Management Plan (ESMP)ย andย Gender Action Planย (GAP). Support the implementation and periodic updating of the Environmental and Social Management Planย (ESMP), Environmental Impact Assessmentsย (EIA), and Social Impact Assessmentsย (SIA). Maintain a tracking mechanism to monitor the application and effectiveness of safeguard measures across sub-project sites. Collaborate with the Procurement and Contract Management Analyst to screen tender documents for compliance with safeguards and anti-corruption measures.ย 

Risk Identification and Mitigation:

Identify potential environmental and social risksย in project interventions, including construction activities, community engagement, land use, and waste management. Develop and monitor the implementation of mitigation strategiesย and contingency plans. Conduct site visits to ensure the practical application of risk mitigation measuresย and flag any non-compliance or deviation from standards.

Capacity Building and Knowledge Management:

Design and deliverย training programsย and awareness-raising sessions for ATDF PIU staff, contractors, and local stakeholders on: Environmental and social safeguard requirements EIB standards and procedures National environmental laws and regulations and social inclusion practices. Risk mitigation and compliance monitoring Provide ongoing technical guidance to ATDF PIU staff on implementing the Environmental and Social Management Planย (ESMP), Environmental and Social Management Systemย (ESMS), and grievance redress mechanisms. Support the development of internal tools, manuals, or procedures for safeguards management.

Stakeholder Engagement:

Support the Community Engagement Analyst in operationalizing theย Stakeholder Engagement Plan (SEP), ensuring vulnerable groupsย (women, refugees, PWDs) are consulted. Assist in implementing and monitoring a functional Grievance Redress Mechanism(GRM) for environmental and social issues, ensuring timely resolution and documentation of community concerns.

Monitoring and Reporting:

Conduct regularย field monitoringย to verify compliance with safeguards during construction (e.g., waste management, biodiversity conservation, worker safety). Prepare and submit regular compliance reportsย for EIB, UNDP, and national authorities, including site visit observations, risk assessments, and status of ESMP implementation, highlighting deviations and corrective actions. Contribute to the preparation of donor and EIB reportsย related to environmental and social performance. Track progress against safeguard indicatorsย and maintain proper records of all safeguard-related activities, including permits, inspection reports, consultation records, grievances and audit trails for EIB reviews. Contribute to UNDP/EIB progress reportsย and knowledge productsย on best practices in sustainable infrastructure.

Institutional Arrangements:

Theย Environmental and Social Safeguards Analystworks under the supervision of the Project Manager and the overall guidance of UNDP CO Democratic Governance Programme Analyst / Team Leader, and closely collaborates with UNDP CO Programme and Operations Team, PHOENIX Project Analysts as appropriate.ย The incumbent provides effective and efficient implementation of project activities with major focus on ensuring EIB standards, policies and procedures under all pillars of the Project.

Theย Environmental and Social Safeguards Analystwill be given access to relevant information necessary for the execution of the tasks under this assignment.

Materials provided to theย Environmental and Social Safeguards Analyst and all proceedings shall be regarded as confidential both during and after the contract term. Violation of confidentiality requirements may result in an immediate termination of contract.

Required Skills and Experience

Education:

Master's degree or equivalent in Environmental Science, Environmental Engineering, Social Science, Law, or related field is required, or; Bachelorโ€™s degree in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

Applicants with a Masterโ€™s degree (or equivalent) in a relevant field of study are not required to have professional work experience.ย  Applicants with a bachelorโ€™s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience inย environmental/social safeguards for infrastructure projects (preferably with EIB, EU, or UN-funded).

Languages:

Fluency in English and Armenian languages is required.

Required skills:

Proven experience with EIB, EU, World Bank, ADB or other international development partner standards. Proficiency inย environmental impact assessments (EIAs), social audits, and risk management tools. Experience in working with national environmental legislation and conducting community-level impact assessments in Armenia.

Desired Skills:

Ability to design, manage, and report on grievance mechanisms, especially in sensitive or conflict-affected contexts. Proven experience facilitating participatory stakeholder consultations, especially with vulnerable groups, in both urban and rural settings.ย  Familiarity with Occupational Health and Safety (OHS)ย guidelines (e.g., ILO, IFC EHS Guidelines), and practical experience in supervising OHS compliance on construction or infrastructure sites. Prior experience with the UN/UNDP.
