ResponsibilitiesEnvironmental and social: โข Reviews and ensures that environmental, social, health, and safety aspects are integrated in the projects' implementation, and operation. โข Conducts environmental and social site risk assessments including evaluations of occupational health and safety as well as public health and safety, to inform environmental and social risk screening and the development of project/site-specific Environmental and Social Management Plans (ESMPs). โข Identifies any requirements from national environmental, social, occupational health and safety, and labor legislation, including environmental impact assessment (EIA) laws and regulations, as may be required by national legislation or/and per KfW requirements for the project โข Prepares project-specific Environmental and Social Management Plans (ESMPs) and ensure their integration into bidding documents and contracts with construction contractors. โข Reviews and approve the contractor's Construction ESMP, ensuring it aligns with the project-specific ESMPs and complies with national regulations. โข Organizes awareness-raising and training activities relating to environmental and social safeguards and the corresponding measures (with a focus on the project/site-specific ESMPs). โข Establishes cooperative relationships with and facilitate communication between local government officials, municipalities, community members, and contractors to facilitate community involvement in the construction works, mitigate conflicts, and ensure an efficient and effective implementation of project activities. โข conducts site visits and discuss results of visits and assessments with the respective Infrastructure and Camp Improvement Department (ICID), Headquarters Amman (HQA) and Field Infrastructure and Camp Improvement Program (FICIP) to agree on any necessary follow-up action. โข Submits weekly and monthly reports on Environmental and Social (E&S) situations during the implementation of the project. โข Supports project teams by reviewing screening results of site-specific activities, assisting with risk categorization, and monitoring and reporting on the implementation of environmental risk mitigation measures; participates in the management of complaints (from contractors/ community? Health and Occupational Safety: โข Ensures that contractor's perform activities and construction works incompliance with UNRWA ESMF, SBD, and the donor's requirements โข Ensures that contractors and suppliers are familiar with the ESMP requirements, guidelines valid on-site and the Code of Conduct, and they and their staff got the appropriate training and equipped with appropriate Personal Protective Equipment (PPE) and health and safety regulations along and comply with their respective responsibilities โข Ensure that all workers are informed about their obligation to attend training sessions (induction training and technical training) and that effective and adequate training sessions are organized and conducted within the agreed intervals. โข Develops and maintains a monitoring database and undertake immediate reporting on any serious environmental and social incidents and accidents, and make sure they are handled properly with insurance companies โข Coordinates with the respective site management that working conditions on construction sites, ensuring adherence to labor laws and decent work principles. โข Performs such other duties as may be assigned.
