Mission and objectivesWho we are (Mission) UNDP has been working in South Sudan for over 30 years. With the formation of the independent Republic of South Sudan in July 2011, UNDP established a Country Office and has staff working all over the country to help build government institutions. UNDP has maintained its presence in South Sudan despite significant challenges in the operating environment by adopting a flexible approach to its work with the Government of South Sudan. Since the conclusion of the Agreement on the Resolution of Conflict in August 2015, UNDP aims to work in partnership with the Transitional Government of National Unity, non-governmental organizations, civil society organizations, community-based organizations, multilateral aid agencies, bilateral donors, academia, media and the private sector. The overarching aim of UNDP is to support the progress towards peace and reconciliation, early recovery and governance, and towards the new Sustainable Development Goals (SDGs). What we do UNDPโ€™s goal is to help creating more resilient communities and reinvigorated local economies; strengthening peace and governance; and empowering women and girls. UNDP South Sudan aims to do this by supporting the Government to manage public finances in an environment of respect for the rule of law, with an accountable government to deliver inclusive economic growth.

ContextUNDP South Sudan, through its Support to Stabilization, Resilience and Recovery (Unit (STARR) Unit, implements a range of programmes aimed at building resilient communities, promoting peace, empowering Youth and women, private sector development, supporting sustainable livelihoods, and protecting the environment. To address these complex environment and climate challenges, UNDP is seeking a qualified National UN Volunteer Environment Officer. The officer will provide technical support for ensuring the implementation of the environment and climate change portfolio and contribute to the overall delivery of Stabilization, Resilience and Recovery programme and support resources mobilization initiatives.

Task Description1. Support Environmental Mainstreaming and Resource Mobilization โ€ข Assist in mainstreaming environmental considerations into programme planning, implementation, and monitoring. โ€ข Provide technical input to ensure activities comply with UNDPโ€™s Social and Environmental Standards (SES). โ€ข Contribute to developing and applying Environmental and Social Management Plans (ESMPs), especially for community infrastructure and livelihood interventions. โ€ข Collaborate with internal teams and external partners to enhance the environmental and climate impacts of programming. โ€ข Support project development including vertical fund initiatives such as Green Climate Fund (GCF) and Global Environmental Facility (GEF), and Adaptation Fund, among others. 2. Environmental Monitoring, Analysis, and Reporting โ€ข Support the collection, analysis, and interpretation of environmental data to inform project planning and decision-making. โ€ข Contribute to environmental and climate risk assessments in targeted project areas. โ€ข Prepare and contribute to project reports, case studies, and communication materials focused on environmental outcomes and lessons learned. โ€ข Monitor safeguard compliance and identify potential risks or areas needing attention. 3. Coordination and Stakeholder Engagement. โ€ข Work with government institutions, civil society organizations, and other UN agencies to promote environmental protection and climate resilience. โ€ข Support joint coordination efforts around environment and climate issues, particularly within the humanitarian-development-peace (HDP) nexus. โ€ข Participate in relevant technical groups, forums, and policy discussions to advocate for environmental considerations. 4. Knowledge Sharing and Volunteerism โ€ข Document and share lessons learned, best practices, and successful models for environmental resilience. โ€ข Promote community engagement and volunteerism in environmental conservation (e.g., awareness campaigns, local initiatives). โ€ข Submit regular progress updates and a final end-of-assignment report outlining key achievements and contributions. Expected Results and Deliverables โ€ข Environmental sustainability integrated across UNDP STARR Unit and related programmes. โ€ข Safeguard assessments and ESMPs developed and monitored. โ€ข At least three capacity-building workshops held on environmental and climate topics. โ€ข Regular briefs produced on environmental trends and risks in target areas. โ€ข Case studies and knowledge materials on successful environmental practices shared. โ€ข Partnerships with government institutions and CSOs in environment strengthened. โ€ข Evidence of youth and community involvement in environmental initiatives.
