Enhanced Transparency Framework - International Consultant

The International ETF Operationalization Consultant will provide high-level technical leadership to support the Government of Zambiaโ€”primarily the Ministry of Green Economy and Environment (MoGEE) and the Zambia Environmental Management Agency (ZEMA)โ€”in operationalizing Zambiaโ€™s ETF-compliant iMRV system. The Consultant will oversee the delivery of Outputs 2.1 and 2.2 of the EZ-NDC project and supervise a team of national and international consultants, including sectoral experts and legal/technical specialists.

Under the supervision of the EZ-NDC Senior Project Officer, and in close coordination with government counterparts and GGGIโ€™s MRV team at headquarters, the Consultant will:

Provide strategic and technical leadership for the design, formalization, and operationalization of Zambiaโ€™s iMRV system.

Guide the development of legal and institutional frameworks, digital infrastructure (DBMS), and capacity-building programs for ETF compliance.

Lead the integration of NDC action tracking mechanisms, including climate finance data, into the iMRV system.

Support project monitoring, reporting, and visibility through presentations and reports to the Project Steering Committee, development partners, and other stakeholders.

Background and Project Overview

GGGI Zambia is hosted at the Ministry of Green Economy and Environment (MGEE) which is mandated to promote the effective and sustainable use of the environment while facilitating support in implementing adaptation and mitigation activities that address the urgent effects of climate change in the country. GGGI is the implementing partner for the four-year, EU-funded Enhancing Zambiaโ€™s Nationally Determined Contributions (EZ-NDC) project (2024โ€“2028). This project aims to advance Zambiaโ€™s climate-resilient transition by improving NDC implementation, enhancing climate policy coordination, and operationalizing an Enhanced Transparency Framework (ETF)-compliant integrated Monitoring, Reporting and Verification (iMRV) system.

The project objectives are to support improved implementation, quality and effectiveness of Zambiaโ€™s climate change agenda and improving the accountability and efficiency of Zambiaโ€™s integrated Monitoring, Reporting and Verification system (iMRV) at national and sub-national levels. The project aims to achieve this by strengthening the capacity of the lead Ministry to coordinate and mainstream climate change and NDC related policies, build opportunities to improve strategic communication and awareness on NDC implementation including broader participation in climate action by civil society, academia, women and and NDC related policies, build opportunities to improve strategic communication and awareness on NDC implementation including broader participation in climate action by civil society, academia, women and youth. The project will also support the operationalization of an Enhanced Transparency Framework (ETF)-compliant national iMRV system and enhance the capacities to collect, process and report on climate change and NDC-related national and sub-national data. Outcome 2 of the EZ-NDC project focuses on improving the accountability and efficiency of Zambiaโ€™s iMRV system at national and subnational levels, in alignment with the Paris Agreement. This includes the operationalization of a national iMRV system

(Output 2.1) and the enhancement of capacities to collect, process, and report on climate change and NDC-related data (Output 2.2). These efforts are guided by the national iMRV Roadmap and support Zambia's preparation of Biennial Transparency Reports (BTRs) under the UNFCCC.

Objectives/Purpose of the Assignment:

The primary objective of this consultancy is to provide technical leadership and coordination support to the Government of Zambia and GGGI for the operationalization of Zambiaโ€™s Enhanced Transparency Framework (ETF)-compliant iMRV system, in line with the Paris Agreement and national climate commitments.

The consultant will be responsible for:

Coordinating and guiding the delivery of Output 2.1 (iMRV system operationalization) and Output 2.2 (capacity and systems for NDC data tracking) under Outcome 2 of the EZ-NDC project.

Ensuring the development of legal, institutional, technical, and capacity-building components of Zambiaโ€™s national MRV and NDC tracking architecture.

Supervising and supporting the work of other international and national sectoral consultants (Energy, IPPU, Waste), a legal consultant, and the international software developer.

Advising on and supporting the upgrade of Zambiaโ€™s GHG inventory toward Tier 2 readiness and the integration of a national-level DBMS for GHG and NDC tracking.

Supporting project monitoring and reporting, including contributions to internal reports, donor reporting (e.g., EU), and presentations to the Project Steering Committee and external stakeholders.

The complete assignment will be divided into tranches, with the first one consisting of an approximately year-long assignment, with deliverables as described in these terms of reference. Remaining tranches will be defined based on remaining and emerging activities and be reflected under separate terms of reference at a later time and will be subjected to new open calls for interest.

Scope of Work:

The consultantโ€™s responsibilities include, but are not limited to:

A. Strategic Technical Leadership

Provide overall technical guidance for operationalizing an ETF-compliant iMRV system based on the national roadmap and international best practices.

Oversee the development and validation of the iMRV institutional, legal, and procedural framework, including agreements and memoranda of understanding between MoGEE and line ministries.

Coordinate the establishment and functioning of the GHG Inventory Experts Group.

B. GHG Inventory and Tier 2 Readiness

Lead the preparation of a Tier 2 readiness roadmap, including data mapping and identification of methodological and institutional gaps.

Coordinate the evaluation of existing tools, methodologies, and emission factors, and propose sector-specific improvements aligned with IPCC 2006 Guidelines.

C. Digital Systems Development

Oversee the update and operational rollout of Zambiaโ€™s GHG and NDC Database Management Systems (DBMS), including the integration of modules for energy, IPPU, and waste sectors.

Provide technical oversight of the DBMS developerโ€™s work, ensuring systems are user-oriented, functional, and secure.

D. Capacity Building and Knowledge Management

Provide ongoing technical mentorship to national counterparts (especially ZEMA and MoGEE) and contribute to knowledge transfer and institutional sustainability.

E. NDC Action Tracking and Finance Assessment

Oversee the design and implementation of institutional arrangements and data flows for selected NDC actions in the energy, IPPU, and waste sectors.

Lead the coordination of the Climate Finance Assessment for the prioritized NDC actions and support the development of five NDC Action Reporting Guidelines.

F. Coordination, Reporting, and Visibility

Serve as technical liaison between GGGI, MoGEE, ZEMA, and line ministries for ETF-related outputs.

Contribute to project monitoring, internal progress reports, donor reports, and other knowledge products.

Prepare and deliver technical presentations to the Project Steering Committee, interministerial committees, and other stakeholders as required.

Output/Reporting Requirements/Deliverables:

The consultant will report to the EZ-NDC Senior Project Officer, and work in close coordination with GGGI Zambia country team and external-based MRV experts, Government counterparts (especially MoGEE and ZEMA) and a broader technical team of sectoral and legal consultants.

All deliverables must be submitted in English, using GGGI formatting and documentation standards. Raw data, source materials, and editable files must accompany key reports. Presentations to stakeholders and the Steering Committee will form part of the consultantโ€™s visibility and communication duties.

She/he is expected to deliver following outputs per identified timeline and payment schedule below:

Note: Payment schedule is indicative and subject to final agreement. Due dates may be adjusted during contract finalization based on project progress and timelines.

Qualifications/Experience/Expertise

Masterโ€™s degree or higher in environmental science, climate policy, engineering, public policy, or a related field.

At least 10 years of professional experience in climate change transparency systems, MRV frameworks, or NDC implementation.

Proven experience supporting the development or operationalization of national MRV/iMRV systems, preferably in developing countries.

Strong understanding of the Enhanced Transparency Framework (ETF) under the Paris Agreement, including GHG inventory methods (IPCC 2006 Guidelines), NDC tracking, and Biennial Transparency Reports (BTRs).

Demonstrated experience managing and coordinating multidisciplinary teams of consultants and technical experts.

Experience overseeing the development or implementation of digital data systems (e.g., GHG DBMS or NDC tracking platforms).

Experience in institutional capacity development and delivery of technical training programs, particularly for government counterparts.

Excellent communication, coordination, and stakeholder engagement skills, including experience working with ministries of environment or energy, environmental authorities, and development partners.

Project delivery experience, including managing the delivery of results on time and on budget

Work experience in developing countries with a highly regarded private sector company (consulting or industry), international organization, government or not-for-profit organization

Proven experience in establishing and maintain working relations with government officials.

Ability to apply sufficient analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality outputs.

Excellent written and spoken communications skill in English is required.

Desirable Qualifications

Experience working in Sub-Saharan Africa; previous work in Zambia or with Zambian institutions is a strong asset.

Familiarity with climate finance reporting, action-tracking methodologies, or NDC costing tools.

Understanding of legal frameworks governing climate transparency and data sharing in national contexts.
