BACKGROUND:
In July 2023, the World Food Programme (WFP) Zambia Country Office commenced a new five-year Country Strategic Plan (CSP), informed by, and aligned with national and United Nations priorities and global commitments under the Sustainable Development Goals (SDGs). It embraces the Governmentโs long-term Vision 2030; aligns with 16 key strategic areas of the 8th National Development Plan (NDP8); and contributes to the joint Zambia-United Nations Sustainable Development Cooperation Framework (UNSDCF).
WFP Zambiaโs integrated and pragmatic CSP shifts away from unsustainable localized and micro-level interventions, to embrace more effective advocacy and engagement with national policies, systems, and programmes to achieve national impact on SDG2. Given the Governmentโs commitment to budget support for nutrition, social protection, and agriculture, despite the constraints in the countryโs fiscal position, WFPโs overarching strategy seeks to enable the government to meet its national priorities with better systems, expertise, and resources for implementation. This means a decisive shift of WFPโs country positioning towards the provision of innovative, sustainable, upstream technical assistance for nationally owned solutions.
Advancing the global WFP Strategic Plan (2022-2025), the CSP addresses both SDG2 and SDG17, and WFPโs Strategic Results 1, 2, 3, 4 and 5. WFP will implement seven activities to achieve five Strategic Outcomes (SO). These SOs include: responding to crises and shocks, including support to refugees (SO1); addressing the root causes of malnutrition (SO2); building the resilience, enabling environment and market access for smallholder farmers, especially women and youth (SO3); supporting government institutions to provide social protection systems (including home grown school meals) and disaster preparedness and response and anticipatory actions (SO4); and improving access to supply chain services for humanitarian and development actors (SO5).
The CO is implementing various engineering projects all around the country (facilities and programme activities.). With this aim, an Engineering position has been established to technically support various projects, providing engineering design and review; engineering project management; contract management for construction activities and, more in general, technical support.The implementation of the projects requires the daily presence of an engineer on the different sites to supervise the works and to support the Unit in the various engineering activities.
REPORTING
Reporting to the Head of Resource Management and Compliance, the Engineer shall provide construction and engineering expertise and contribute to the efficient and effective delivery quality projects in line with the CO specifications.KEY ACCOUNTABILITIES
Engineering tasks
โข Contribute to the implementation of WFP Policies, standards, norms and practices ensuring compliance with wider WFP policies, procedures, guidelines and operations;
โข Oversee and monitor the implementation on site of the project in accordance with WFP specifications, relevant international standards and the project contract;
โข Provide engineering and project management services, apply best practices, standards and innovative technologies that comply with WFP standards and processes;
โข Perform day-to-day site supervision of the contractorโs activities, ensuring adherence to design requirements, construction specifications, safety, quality, and environment and social management plans;
โข Review and validate the contractorโs detailed designs, shop drawings, method statements, material approvals, and as-built documentation, ensuring technical correctness and compliance with project specifications and structures code standards;
โข Monitor the installation of solar pumping units, pipework, and related mechanical/electrical works, verifying their compliance with design capacity, layout, and technical specifications;
โข Check and approve test results for materials (e.g., concrete strength, soil compaction, pipeline pressure tests) as per the quality control procedures described in the project documents;
โข Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to the stakeholders;
โข Maintain detailed site daily records, work progress reports, testing logs, and minutes of site meetings;
โข Participate in weekly progress meetings and coordinate with the contractor, community representatives, WFP Engineering, and other stakeholders;
โข Attend meetings and prepare and review reports, minutes and correspondence;
โข Liaise with stakeholders, both internal and external to the organization to ensure effective delivery of engineering projects;
โข Undertake administrative tasks as required, and provide project management services for the projects where and when requested;
โข Provide guidance and direction to contractors and design consultants;Support the commissioning and final handover process, including verification of tests on completion, training of local user groups, and preparation of taking-over documentation; and
โข Undertake any other duties as assigned by the supervisor.
Health & Safety
โข Ensure that the contractors abide by the internationally recognized standards of health and safety for the works, adjacent properties, all site personnel and the general public; and
โข Reporting of all health & safety incidents and accidents in weekly progress reports and any serious breaches to health and safety rules on the project.DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
โข Has worked effectively under supervision on many varied design and construction projects and taken responsibility for work elements which have been assigned.
โข Has attained advanced academic qualifications relevant to engineering.
โข Has contributed to projects demonstrating knowledge of engineering specialisations in relation to fire safety, seismic blast or environmental requirements.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Advanced university degree in Civil Engineering, Structural Engineering, or Construction Management, with two (2) years of post-qualification professional experience, or a first University degree in the said disciplines with two (2) additional years of relevant post-qualification experience, paid-up member of the Engineering Institution of Zambia.
Language: Fluency (level C) in English language.Knowledge & Skills:
โข Good communication and coordination skills.
โข Knowledge and/or experience in engineering design and works supervision.
