Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.

Main Purpose

Reporting to the Response System Officer, the Emergency Response Assistant provides administrative support for the Incident and Emergency System (IES) as well as the operational area of the Incident and Emergency Centre. The Emergency Response Assistant performs updates, regularly reviews and maintains appropriate records of contact information of internal and external counterparts related to the IES. He/she participates in the IES.

Functions / Key Results Expected

- Maintain, update and verify correctness of contact details for the emergency contact points in Member States identified under the \"Convention on Early Notification of a Nuclear Accident\" and the \"Convention on Assistance in the Case of a Nuclear Accident or Radiological Emergency\".ย 
- Oversee and maintain the on-call duty roster by requesting and collecting information on availabilities from participants in the IES, setting up the initial schedule and implementing ad-hoc changes.
- Collect, register, assess and follow-up on the responses of the emergency contact points to ConvEx exercises, address the results of their participation with the relevant contact point and point out to the supervisor any communication problems which could not be resolved.
- Regularly maintain records of staff participating in the IES in the different applications of the IEC such as the on-call system, the callout system, the access system, the IES human resource database, the IES homepage and relevant email distribution groups and ensure consistency of the dataset between the different systems.ย 
- Based on systems developments and changing arrangements in the operational area of the IEC, review and propose revisions of the documentation and emergency logistics arrangements (including emergency travel procedures) within IES. Conduct on-the-job training for staff participating in the IEC for the roles of the Logistic Officer, Communication Officer and Communication Assistants.
- Provide administrative and logistical support for the organization of internal and external meetings and events, in accordance with relevant instructions; regularly review incoming messages on central emergency communication channels and make assignment for actions to relevant officers; maintain, for the IEC operational area, file lists, paper and electronic files, liaise with Archives and Records Management (ARMS) staff on record management issues as required, facilitate and handle staff information for those staff members participating in the IES.

Minimum of five years of progressively responsible administrative experience.

Experience in the Incident and Emergency System is an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Administrative skills testing to IAEA standard might be part of the selection process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 57876 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
