    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
    The Emergency Preparedness (EPR) Advisor is a short-term member of the WFP Tรผrkiye Country Office (TRCO), reporting to the WFP Country Director. From 2026, EPR will be a significant part of the TRCO portfolio, and the EPR Advisor is hired to establish the foundations of this workstream. As part of this workstream, WFP will contribute global EPR expertise to the Government of Tรผrkiyeโ€™s emergency preparedness systems, so that when emergencies do occur actors in the system are enabled to respond more effectively, reducing the impact on affected people.
    The overall purpose of this role is to enhance the UNโ€™s contribution to Tรผrkiye's collective capacity for a fast, effective, and principled emergency response, centred on the Government of Tรผrkiye's leadership. The EPR Advisor is responsible for establishing the foundations of TRCOโ€™s EPR portfolio through formalizing WFPโ€™s support to the two key National Emergency Preparedness plans that sit under the remit of the Ministry of Interiorโ€™s Disaster and Emergency Management Presidency (AFAD). This role has a particular focus on engagement with AFAD, defining WFPโ€™s contribution to AFADโ€™s preparedness work at national and provincial level, facilitating structured engagement through the coordination mechanism of WFP chaired UN Country Team (UNCT) Emergency Preparedness and Response Working Group (EPR WG). Additionally, the EPR Advisor will serve as a key focal point, coordinating ad-hoc EPR discussions and responses when the country faces potential or developing emergency situations, ensuring rapid and effective communication internally.

    ACCOUNTABILITIES/RESPONSIBILITIES:
    Support to the UNCT Emergency Preparedness and Response Working Group (EPR WG):
    1.The EPR Advisor will be responsible for coordinating and delivering agreed outputs for the EPR WG, ensuring effective coordination with the Resident Coordinator (RC)Office, UN agencies, national and international NGOs, Turkish Red Crescent, AFAD, and other relevant stakeholders.
    2.Provide substantive and secretariat support to the EPR WG, ensuring effectiveness of the EPR WG in line with its Terms of Reference.
    3.Support the RC and EPR Working Group members in identifying priorities and actions to successfully fulfil the objectives of the EPR WG.
    4.Guide and build the capacity of incumbent WFP staff currently responsible for coordinating EPR meeting logistics, including agenda development, circulation,minute-keeping, and action point follow-up for EPR WG meetings.

    Support to WFP Government Partnerships
    1.Support the development and maintenance of collaborative relationships with keygovernment ministries and agencies (e.g., AFAD), including through formalizedagreements of the EPR WG for contribution to national EPR plans.
    2.Support facilitation of technical discussions, joint assessments, and capacitystrengthening initiatives with government counterparts.
    3.Monitor, analyse, and interpret relevant government policies and frameworks, providing inputs for strategic advice.


    Support to WFP Private Sector Engagements and Resource Mobilisation
    1.Support identification, cultivation, and management of specific private sector partnerships focused on EPR linkages, including EPR WG membership by the Private Sector.
    2.Contribute to establishing practical linkages between private sector capabilities and humanitarian coordination mechanisms.
    3.Identify resource mobilisation opportunities for WFPโ€™s EPR portfolio, building necessary relationships and preparing associated documentation with a range of partners including private sector and institutional donors.
