About the job

In response to the evolving humanitarian context in South Sudan, DRC is strengthening its mobile and emergency response capacity through expanded Mobile Response Teams (MRTs). These teams deliver protection-centred, multi-sectoral emergency assistance to populations affected by crises.

As a member of the Emergency MRT, the Emergency Officer โ€“ MPCA will support the preparation and implementation of short-term emergency missions, delivering life-saving MPCA interventions across South Sudan. The role ensures that DRCโ€™s protection-centred assessment and response approach is fully integrated and implemented in close coordination with multi-sectoral teams. The position involves participation in multi-sector rapid needs assessments, implementation of emergency MPCA responses, and completion of all technical, logistical, financial, and administrative processes related to MRT missions in full compliance with DRC policies and donor requirements.

Key Responsibilities

Mission Preparation and Implementation

Under the supervision of the Mission Team Leader, support efficient and rapid mission preparation, including logistical arrangements, equipment readiness, inventory checks, and contributions to mission Terms of Reference (ToRs) and preparatory documentation. Implement assigned emergency MPCA distributions and related MRT and protection activities, ensuring timely, high-quality delivery in complex and challenging field environments. Ensure adherence to safe, accountable, and transparent cash distribution procedures and tools; train and supervise casual staff accordingly. Maintain full compliance with DRC safety rules and procedures while operating in insecure and high-risk environments.

Assessments and Data Collection

Participate in multi-sector rapid needs assessments, collecting and organizing humanitarian data related to MPCA using methods such as key informant interviews, focus group discussions (FGDs), transect walks, direct observations, and market assessments. Ensure assessment and response activities align with humanitarian principles, the do-no-harm principle, and protection mainstreaming standards.

Team Management and Supervision

Recruit, supervise, and manage casual workers (e.g., enumerators and community mobilizers), ensuring timely delivery of tasks in line with DRCโ€™s Code of Conduct and Disciplinary Procedures.

Coordination and Stakeholder Engagement

Liaise professionally with local authorities, community leaders, MPCA distribution committees, humanitarian partners, and affected populations in line with humanitarian and protection principles. Coordinate with DRC sector teams, partners, and local authorities to ensure complementarity and avoid duplication of humanitarian interventions. Represent DRC at state and national coordination forums under the delegation of the Emergency Mobile Response Manager.

Documentation, Reporting, and Compliance

Ensure completion and maintenance of all required documentation related to casual worker recruitment, beneficiary registration, cash disbursement, and distribution records in line with DRC and donor requirements. Maintain accountability for MPCA assets in the warehouse, including accurate in-and-out records by donor, under the supervision of the Emergency Project Manager. Prepare timely and accurate reports, maintaining comprehensive assessment and response records and sharing updates with the Emergency Project Manager. Contribute to procurement planning for MPCA activities in coordination with the Emergency Project Manager and MRT Emergency Manager.

Monitoring, Evaluation, and Learning

Establish and support community feedback mechanisms during and after interventions. Conduct post-intervention monitoring (on-site and remote) in close coordination with the Monitoring and Evaluation (M&E) team. Document lessons learned, best practices, and success stories to inform future programming. Support beneficiary registration and verification using Kobo Collect, Red Rose, and other approved tools. Prepare and submit project intervention and mission reports.

Accountability to Affected Populations (AAP)

Promote meaningful participation of affected populations across age and gender groups throughout assessment, design, and implementation phases. Ensure correct application of accountability, protection mainstreaming, and gender protocols during all missions. Provide recommendations to improve the relevance, efficiency, timeliness, and accountability of emergency responses and support continuous improvement of operations.

Qualifications and Experience

Essential Requirements

Minimum of three (3) years of experience in food security and livelihoods or cash-based programming. Bachelorโ€™s degree or Diploma in a relevant field (e.g., Development Studies, Social Sciences, Civil Engineering) or a minimum of three yearsโ€™ relevant experience combined with a degree/diploma qualification. Demonstrated field experience in insecure and fragile contexts. Proven experience in managing MPCA and/or shelter activities, including supervision of casual workers and implementation of cash-based interventions. Ability and willingness to live and work in remote and potentially insecure locations under basic living conditions. Proficiency in MS Word, Excel, and Outlook. Strong teamwork skills with a professional and mature approach.

Desirable Qualifications

Previous experience working with Mobile Response Teams. Ability to remain effective under pressure, prioritize tasks, and meet tight deadlines. Willingness to undertake extended field missions, including overnight stays in remote locations with limited amenities.
