Project Context and Scope:ย 

In the context of war in Ukraine, supporting the countryโ€™s economic recovery and development is critical. IOM Ukraineโ€™s work in this field includes supporting micro and small businesses in Ukraine, and business clusters, to build economic resilience, as well as to support labour market development as increasingly the Ukrainian economy is hindered by a lack of workers at all skill levels.
Increasingly, IOM is receiving requests/interest from the Government of Ukraine as well as governments of countries hosting Ukrainians Under Temporary Protection to promote the social and economic reintegration of Ukrainians returning from displacement abroad and from within Ukraine. Given this growing interest, while IOM maintains that conditions in Ukraine are not currently appropriate to implement return programmes, it is critical that IOM start to investigate options to facilitate and promote sustainable return initiatives when the conditions allow.
The Consultant will support IOM Ukraineโ€™s Migration, Sustainable Development & Livelihoods (MSDL) Unit and Data & Analytics (D&A) Unit to develop the Organizationโ€™s knowledge and planning related to the economic reintegration of returnees and persons seeking to return to Ukraine from abroad. In addition, the Consultant will develop MSDLโ€™s work with business clusters in Ukraine in regards to technical support and financial grants.

Category A Consultants: Tasks to be performed under this contract.

Compile and analyze reports related to the intention of Ukrainians abroad to return to Ukraine, identifying key priorities and obstacles that prevent or hinder sustainable return. Analyze Ukrainian government documents and positions related to the return of Ukrainians. Liaise with private sector actors, including Chambers of Commerce and private job matching platforms to share information and build opportunities for collaboration related to the return of Ukrainians abroad. Conduct analysis and develop proposals for how IOM can best engage and partner with actors within and outside Ukraine to create conditions for return and support labour market reintegration of Ukrainians. Map business clusters in Ukraine, identify the most relevant and engage with them to raise awareness about IOMโ€™s call for proposals to issue financial grants to business clusters.ย  Support the MSDL team in analyzing, evaluating, shortlisting, and selecting business clusters to receive financial support. Collaborate with national authorities to enhance the implementation of veteransโ€™ social guarantees. Draft analytical materials, recommendations, and policy briefs for internal and external use. Provide expert thematic review of survey questionnaires and written reports on economic policy, labour market participation and vocational training needs. Submit monthly progress reports summarizing activities, draft documents, consultations, and recommendations. Perform such other duties as may be assigned.

The Consultant is required to work at IOM Ukraineโ€™s offices in Kyiv for a minimum of five days each month.ย

Performance indicators for the evaluation of results.

Deliver a report analyzing return intentions of Ukrainians abroad and providing recommendations for policies and programmes (both within Ukraine and abroad) that could encourage voluntary return of Ukrainians abroad. In coordination with relevant IOM staff, develop a project proposal for IOMโ€™s engagement in creating conditions for return of Ukrainians abroad. Successful and evidence-based selection of business clusters and/or cooperatives to receive financial grants from IOM under the Livelihoods Plus project. Engagements with national and international stakeholders documented. Monthly reports submitted by the 25th of each month, summarizing key outputs and alignment with project objectives.

Education, Experience and/or skills required

Masterโ€™s degree in Economics, Political Science, Data Analytics, or a related field. Minimum five years of relevant professional experience in economic or labour market analysis and labour policy affairs. Experience in research projects. Practical experience and engagement with the Ukrainian private sector including engagement with Chambers of Commerce, business clusters, or cooperatives. Experience in working with government bodies, civil society organizations, or international partners. Familiarity with Ukraineโ€™s economic, labour market, and migration context. Strong analytical, research, and drafting skills. Proficient in using statistical tools, private sector data, and public data sources. Excellent interpersonal and communication skills. Organizational and time management abilities with high attention to detail. Excellent writing and communications skills.

Language proficiency:ย
