The Digital Transformation Vertical Vice Presidency was established on July 1, 2024, and guides the World Bank Group efforts to establish the foundations of a digital economy, build and enhance digital and data infrastructure, ensure cybersecurity and data privacy for institutions, businesses, and citizens, and advance digital government services. Digital technologies, including AI and data, present a unique opportunity to accelerate development. The Digital Transformation Vertical has the critical mission of delivering on this development promise. The Digital Vice Presidency and its global and regional teams support client countries in building the foundational and cross-cutting elements of digital transformation.

The Development Effectiveness unit plays an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, market intelligence, partnerships, including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit supports the VPUโ€™s engagement on corporate priorities including Knowledge Bank, Operations Efficiency and Effectiveness, Corporate Scorecard and other initiatives aimed at achieving speed, scale and impact.

The role drives and supports engagement with digital private-sector actors (cloud/AI providers, technology firms, innovators, and other types of private actors) and helps align them with governments, regulators, and multilateral stakeholders to evolve early partnerships into scalable alliance opportunities that support national digital priorities.

Key Responsibilities:ย 

Partnership & Alliance Development (Strategy): Drive the Partnership & Alliance Framework and develop/execute the strategy, aligned with the World Bankโ€™s digital objectives.

โ€ข Drive and coordinate engagement with private-sector partners, particularly those with global-scale, platform-centric models, and collaborate with government, regulatory, and multilateral counterparts to ensure alignment with national digital priorities.

โ€ข Facilitate collaboration structures and design win-win mechanisms that proactively align commercial viability with public inclusion objectives, by clarifying partner roles, aligning objectives and incentives, and supporting shared direction.

โ€ข Support policy and governance alignment to ensure partnership opportunities reflect national priorities and promote vendor neutrality and national data sovereignty during program execution.

Program Execution Enablement (Execution): Strengthen Global Digital Partnerships and optimize them through regular evaluation.

โ€ข Incubate and activate partnerships, securing required inputs and commitments with a demonstrated ability to translate strategic visions into concrete, scalable execution plans.

โ€ข Coordinate partner onboarding and early pilot activities that validate use cases, de-risk scale-up, and drive partnership activation events to convert intent into program opportunities. Establish regular check-ins to evaluate partnership effectiveness.

โ€ข Drive and support partnership activation events (summits, roundtables, engagement forums) to convert partnership intent into program opportunities.

Program Oversight & Knowledge Management (Coordination): Serve as horizontal-level primary resources in the Strategy and Operations department for Global Digital Partnerships.

โ€ข Ensure partnership activities align with Digital Development Pillars: Access, Digital Public Infrastructure (DPI), platforms and service delivery (Applications), and AI.

โ€ข Ensure the strategic evolution from episodic engagements to a global strategic alliance portfolio, leading internal alignment across regional teams and subject-matter groups for co-design and execution.

โ€ข Ensure partnership activities align with the four Digital Development Pillars, enforcing Sovereign AI principles and governance to ensure responsible scaling and data protection.

Selection Criteria

โ€ข Masterโ€™s degree in public policy, business studies, development studies or communications plus 5 years of experience in a related field, or equivalent combination of education and experience.

โ€ข Experience coordinating multi-stakeholder collaboration across public and private sectors and supporting the progression of digital initiatives from concept to executable plans.

โ€ข Hands-on experience introducing digital solutions in real environments and enabling implementation through partnerships, rather than direct technology delivery.

โ€ข Knowledge of digital development domains, including:

โ€ข Digital Public Infrastructure (DPI).

โ€ข Cloud, AI, and application solutions, with expertise in global cloud infrastructure deployment and ecosystem development.

โ€ข Digital policy and data governance.

โ€ข Ability to operate effectively in complex, matrixed environments, and build consensus across diverse stakeholder groups.

โ€ข Strong analytical and communication skills, with the ability to synthesize complex topics into concise executive briefings and decision-ready recommendations.

โ€ข Demonstrated comfort navigating ambiguity and moving initiatives from conceptual to executable, with a structured, action-oriented, and outcomes-driven mindset.

โ€ข Experience working in the digital space for LMICs or emerging markets.
