Driver

Organizational Setting and Work Relationships
The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so require it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.

The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCRยฟs core values of professionalism, integrity and respect for diversity.

Duties
- Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
- Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
- Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
- Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
- Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
- Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
- Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
- Ensures valid documentation for passengers, items or cargo in vehicle.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate ProfileSanliurfa Field Unit (FU) covers 3 provinces in the southeast of Tรผrkiye, namely Sanliurfa, Adiyaman, and Mardin provinces. Currently, the FU has 10 Fixed-Term Appointment (FTA) staff members, including 1 Head of FU, 1 Field staff, 5 Protection staff, and 3 Drivers, supported by 2 Protection Assistants (Interpreters). The FUโ€™s key activities include voluntary return monitoring of Syrians, field monitoring/visits and partner monitoring, engagements with local authorities (e.g. Provincial Directorate of Migration Management/PDMM, Provincial Directorate of Family and Social Services/PDFSS, municipality etc.), protection case referrals, community engagement, and coordination with stakeholders.

The incumbent will be required to support the movements of the FU staff members in 3 provinces under Sanliurfaโ€™s Area of Responsibility/AoR (Sanliurfa, Mardin, Adiyaman), but also in other provinces under the Southeast Tรผrkiye operation (Gaziantep, Kilis, Osmaniye, Kahramanmaras, Malatya, Hatay, Adana, and Mersin), as required by the operational needs.

Since 8th December 2024, voluntary return monitoring of Syrians has intensified, and the UNHCR Tรผrkiye operation has expanded its capacity and presence at Syria-Tรผrkiye border gates, PDMMโ€™s offices, and Istanbul and Ankara airports during regular working hours, as well as during after-working hours and holiday periods as needed, to ensure all return processes are properly managed. The incumbent will frequently be assigned to voluntary return voluntary return monitoring missions at PDMM premises, and when required, at border locations, which constitute the majority of the current workload.

Due to the high number of returns occurring outside regular working hours and to meet this huge operational gap, the operation has decided to introduce night shift working hours for return monitoring. The night shift will run from 8:00 pm to 6:00 am. In this context, the incumbent may be required to cover regular working hour shifts as well as night hour shifts on a rotational basis, depending on the operational needs and upon consultation with the Head of Field Unit. UNHCR provides Night Differential to financially compensate staff members in the General Service category who are officially assigned to regularly scheduled night-time hours of work in accordance with the Standard Operating Procedures (SOP) for Night Shift and the UN Staff Rule 5.1 (d) & (e)

The general security situation in the AoR remains stable as security authorities have tripled their presence in EQ-affected areas, although there have been isolated reports of criminal incidents, mostly related to thefts and lootings of vacated houses and shops. UNHCR operates within the common UN security framework, requiring TRIP security clearance and a 24-hour advance email notification in case of missions to border zero points within the 5km border belt of Mardin, the entire Sirnak and Hakkari provinces, Siirt and Sirnak via Eruh district, for effective staff tracking before missions are commenced in compliant field vehicles. UNHCR staff will need to ensure strict compliance with existing security risk management measures and advisories. UN BSAFE and Active Shooter Awareness trainings are mandatory requirements as per the approved Security Risk Management Measures.

In terms of Occupational Safety and Health, the devastating earthquake of 06 February has caused significant workplace hazards, including a high level of stress about the loss of colleagues, significant damages to property, and enhanced demands on UNHCR to respond to the humanitarian needs on the ground. Aftershocks of the earthquake and more earthquakes are likely to occur, requiring increased vigilance and caution while living and operating in the environment, where heavily damaged buildings have been reported to have collapsed, causing deaths and injuries to people in the vicinity of such buildings. UNHCR has taken due care of structural assessments of the buildings in the aftermath of the earthquake, including staff residences, as the final authority of using the buildings rests with the host government's relevant authorities. Road safety also remains a concern, and safe driving habits need to be exercised. UNHCR continues to provide access to staff counsellors, and advisories on safety tips are shared with staff.

Desired Candidate Profile

โ€ข Work experience as a driver in a professional capacity, preferably in UN agencies, NGOs, and/or institutions.
โ€ข Familiarity with the road networks and geographical features of Urfa and Southeastern Tรผrkiye is highly desirable, as it contributes to efficient route planning and safe transportation.
โ€ข Excellent Turkish language skills, knowledge of English and/or Arabic is desirable.
โ€ข The incumbent will frequently be assigned to VolRep missions at border locations, which constitute the majority of the current workload.
โ€ข Weekend assignments and field missions will be required.
โ€ข Due to operational needs, the incumbent must demonstrate flexibility with regard to changes in plans and schedules.
