Duties and Responsibilities:Policy and Advocacy
- Support the Government of Lesotho (GoL), especially the Ministry of Health (MOH), in achieving their vision for accessible high-quality care at the community, country and national levels, by providing technical and coordination assistance in key policy areas, especially HIV/TB, DR-TB, CHWs, MCH, NCDs, mental health, and any program of priority to MOH and overall health system.
- Position PIH as a leading organization and technical partner to MOH.
- Contribute to GoL policy and program development through participation in working groups and technical advisory groups, and coordinate with PIH technical experts in areas of key interest to MOH to provide inputs to technical processes, guidelines development and policy documents.
- Work closely with the Executive Director and PIH global resource mobilization, communications, advocacy and leadership teams to articulate the work in Lesotho and craft advocacy campaigns to leverage PIHโs work in Lesotho to influence global funding and policy agendas on critical global health and social justice issues. - Identify, evaluate, and steward partnership opportunities that will strengthen PIHโs capacity to achieve its mission in Lesotho.
- Support teams in formalizing and managing programmatic partnerships.
- Build, in collaboration with the Executive Director, strong relationships with all key partners through transparency, flexibility and mutual respect.
- Support the Senior Leadership Team to maintain a consistent presence in all relevant partner forums and technical working groups on a national and district level to ensure maximum coordination with other NGOs and government agencies.
- Conduct regular active outreach to key partners and individuals.
- Maintain, support or represent PIH Lesotho with public representation with external groups, including government, donor, NGO, and media, and build excitement for PIH Lesothoโs mission. Coordination and Communication
- Ensure consistent flow of information within PIH Lesotho regarding policy developments, partnership developments, funding and advocacy landscape analysis with relevant departmentsโ heads.
- Liaise with PIH program staff and central MOH to ensure PIH programs are aligned with and reinforce MOH priorities and regulations.
- Provide analysis and updates on key MOH policies and priorities relevant to PIHโs work to Executive Director and key program staff.
- Support departments to review and update existing policies for the organization in line with the Policy Handbook and in line with recommendations from relevant stakeholders. New Strategic Initiatives
- Identify opportunities for PIH to leverage cross-program strengths to leverage new opportunities and/or to address organizational challenges.
- Actively participate in setting the strategic direction of the organization as a member of the Senior Leadership Team. Strategic Planning, Program Review and Teambuilding
- Partner closely with the Executive Director to chart PIH Lesothoโs future growth and strategic response to an ever-increasing demand for the organizationโs services in Lesotho.
- Support the development and implementation for tracking and reporting on the progress of the strategic plan implementation to inform resource mobilization. Resource Mobilization
- Identify and pursue together with the Executive Director new funding opportunities through in-country relationship building.
- Implement a resource mobilization strategy to diversify and grow PIH Lesothoโs funding portfolio.
- Supervise and lead development of programmatic and technical proposals, including work plans, budgets, and monitoring and evaluation plans, in partnership with technical, grants, compliance, and finance teams for resource mobilization.
- Supervise Partnerships and Development Officers and UHC Planning and Financing lead in cultivating new relationships with current and prospective donors to expand revenue streams.
- Provide oversight to the Partnerships and Development Officers in ensuring high-quality proposals. Minimum Skills and Qualification:
- Bachelorโs Degree Public Policy, Political Science, Business Administration, Development Studies or related field required.
- Masterโs Degree in public health or policy field
- 7 yearsโ experience in a leadership role, preferably in an NGO setting identifying and managing partnerships and developing policy, particularly with government bodies
- 5 years of experience managing personnel, budgets, and/ or program activities.
- Extensive experience in strategy formulation and oversight, and demonstrated track record of vast contributions in supporting the government in the National Strategic Plan (NSP) development.
- Exemplary interpersonal communication skills required to interact effectively with senior leadership, partners, and general staff.
- Ability to maintain confidentiality on sensitive and confidential issues.
- Ability to collaborate effectively with culturally diverse staff across departments and countries.

- Interest in social justice strongly desired
- Experience living and working in resource-limited environments is strongly preferred.
