    Organizational Setting and Reporting Relationship

    The position of Director is assigned to the Macroeconomics Research Division (ERMR) in the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Chief Economist and Director General, ERDI and will oversee assigned International and Local Staff.

    Your Role

    As Director, you will lead the planning and execution of ERMR's vision, goals, strategies, and work plan to support overall ADB goals. You will lead in undertaking applied macroeconomic research, using models for assessing macroeconomic impacts and trends, and analyzing the factors affecting economic growth and development. You will collaborate with country teams, oversee the quality of work, and ensure the achievement of ERMR's goals.

    You will:

    Leadership and Strategic Management

  • Establish and cascade the division's vision, goals, development strategies, and key result areas to support ADB's and ERDI's goals and in compliance with ADB policies.
Lead the planning, implementation, and supervision of work plans; and monitor the quality of output, the achievement of annual goals, and the realization of long-term goals for the division. Lead a team of economists in ERMR in preparing the Asian Development Outlook (ADO), which includes identifying key economic issues to be addressed in the report, guiding the writing of selected sections, in-depth review of drafts of the regional outlook chapter, analytical chapters, country chapters, and special topics, monitoring and coordinating inputs from economists in regional departments, and coordinating all aspects of production. Set direction for the ADO and position it as a flagship ADB knowledge product, which involves identifying a pipeline of relevant research issues and managing related research activities. Oversee the production of the Asia Bond Monitor reports and related work. Be a lead spokesperson for ADB on macroeconomic and financial issues, and other contemporary issues. Lead dissemination and outreach activities for ADO and other ERMR research. Lead major research programs in the fields of macroeconomics, finance, and development; prioritizing research topics, specifying outputs, critically reviewing outputs, and leading dissemination.

External Relations and Coordination

Stay informed about the findings of economic research conducted outside the ADB on key emerging global and regional economic and development trends and issues. Maintain contact with and build research networks within the region and globally. Represent ERDI and ADB externally for policy discussions and consultations with regional governments, research institutes, and other development agencies.

Internal Relations

Foster and maintain relationships with the Board, Senior Management, and other departments regarding macroeconomic issues, including leading briefings on key emerging global and regional economic and development trends and issues. Pursue team building and strengthen staff competency in the division and promote partnerships within ERDI and with other departments and offices. Represent ERDI in Management Team meetings, and in interdepartmental task forces on topics relevant to ERDI.

Division Operations Management

Lead ERMR operations and provide guidance on research issues and ADB policies. Support the Chief Economist and Director General in developing and implementing the ERDI's medium-term work programs. Inform and provide recommendations to the Chief Economist and Director General of developments, emerging opportunities, and challenges. Lead division coordination and cooperation with other ADB departments and internal stakeholders. Undertake the performance management of the division. Lead the planning, budgeting, and monitoring the implementation of the division's annual work plans that are consistent with ERDI's medium term work programs.

Staff Supervision

Create and lead multidisciplinary teams and ensure the quality of their work. Manage the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance. Provide mentoring to teams and individuals and ensure their ongoing learning and development.

PhD in Economics, Econometrics, or related fields. At least 15 years of substantive experience in economic/development research at country, sector, or project levels. International experience working in development in several countries. Experience applying economics in relevant operational or strategic planning and policy departments/offices of multilateral development institutions. Strong analytical capabilities including background in quantitative techniques Solid record of research and publications in internationally recognized journals in development economics. Strong experience in media relations. Cross cultural skills to manage a team of qualified economists and work with staff and clients. Written and verbal proficiency in English. Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staffโ€™s Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADBโ€™s medium- to long-term plans for the organizational unit, the relevance of the staffโ€™s skills to those plans, and the staffโ€™s managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staffโ€™s NRD. There is no limit on the number of renewals up to Staffโ€™s NRD. However, this appointment is not convertible to a regular appointment.
