    Organizational Setting and Reporting Relationship

    The position of Director is assigned to the Office of Professional Ethics and Conduct (OPEC). You will be based at our Headquarters in Manila, Philippines.

    You will report to the Office of the President who may assign administrative assistance concerning OPEC to the relevant Vice-President; and will oversee International and Local Staff.

    Your Role

    As Director, you will guide staff and other personnel on the Code of Conduct and workplace concerns. You will work with multiple committees and offices to improve ADB's policies and systems on professional conduct, identify gaps, and recommend improvements. Additionally, you will collaborate with ADB's Departments and Offices to promote professional conduct and advise Management on strategies to foster it.

    You will:

    a. Individual Advice on the Application of the Code of Conduct

  • Guide personnel in understanding the Code of Conduct and obligations in practice, and to apply these rules to their individual situations.

    b. Workplace Resolutions

  • Develop procedures for the handling and processing of workplace concerns
Engage personnel who have concerns about the workplace and help them assess the issue and determine the most appropriate resolution options available. Obtain the involvement of relevant parties to promote a resolution. Refer all concerns relating to integrity violations and other misconduct to the Office of Anti-Corruption and Integrity (OAI) for investigation if warranted by the OPEC.

c. Policy Review

Evaluate the effectiveness of existing policies, controls, and systems for encouraging and enforcing professional conduct, and identify areas for improvement, in collaboration with committees and other offices.

d. Training and Awareness Raising

Strengthen understanding ADB's conduct standards. Create educational tools to promote professional conduct. Collaborate with several committees to develop and roll out mandatory training programs, both at headquarters and field offices. Contribute to ADB's campaigns on positive workplace behavior and organizational health.

e. Staff Supervision

Create and lead a diverse team and ensure the quality of work. Manage the OPEC operations and oversee the performance of team and individuals. Provide coaching to team and individuals and ensure their ongoing learning and development.

Provide regular updates and periodic reports to the President on OPEC's activities. Undertake other work as may be assigned by the President, related to carrying out of the Job Purpose.

Qualifications

You will need:

Master's degree in ethics, law, corporate governance, human resources or other related fields. University degree, combined with relevant experience in similar organization/s may be considered in lieu of a Master's degree. At least 15 years of relevant professional work experience. Demonstrated mediation and negotiation skills. Experience in constructive handling of concerns relating to bullying, harassment, sexual harassment and retaliation. Ability to work with multiple stakeholders to achieve constructive outcomes. Demonstrated management, teamwork, leadership, and conceptualization skills. Excellent communication skills in English, including the ability to defend issues and recommendations at senior levels and to produce reports. International experience working in several countries, with diverse groups and challenges.

Additional Information

This is a fixed-term appointment for a managerial position, initially for a period of three (3) years, in accordance with para. 3.1(a) of Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years, allow it to expire, or reengage staff to their most recent technical international grade, 1 to optimally utilize the Staffโ€™s technical skills under either a Fixed-term Appointment with Option to Renew or a Fixed-term Appointment with Option to Regularize, with the salary range corresponding to that technical international grade. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADBโ€™s medium- to long-term plans for the organizational unit, the relevance of the staffโ€™s skills to those plans, and the staffโ€™s managerial and behavioral competencies. There is no limit on the number of renewals up to the Normal Retirement Date. However, this appointment is not convertible to a regular appointment.
