Background of the assignment: United Nations Interregional Crime and Justice Research Institute (UNICRI) is a United Nations entity established in 1968 to support countries worldwide in preventing crime and facilitating criminal justice. UNICRI is mandated to assist intergovernmental, governmental and non-governmental organizations in formulating and implementing improved policies in the field of crime prevention and criminal justice. UNICRI's goals are: to advance understanding of crime-related problems; to foster just and efficient criminal justice systems; to support the respect of international instruments and other standards; to facilitate international law enforcement cooperation and judicial assistance. UNICRI is undertaking an initiative to incorporate digital rehabilitation training for prison staff within the current national and international prison staff training frameworks. This is part of UNICRIโs ongoing project focusing on the role of technology in enhancing the effectiveness of prisoner rehabilitation programs. Amidst technological advancements, there is a pressing need to ensure that prison staff are adept at utilizing these tools to foster rehabilitation and reintegration of prisoners. This project aims to bridge the gap between traditional correctional education practices and the potential offered by digital rehabilitation solutions. 2. Purpose of the assignment: The purpose of this consultancy is to prepare and tailor training materials for the Thai correctional context and to co-facilitate the 2-day in-person workshop in Bangkok on 8โ9 October 2025. The consultant will ensure that the training is pedagogically sound, practical, and accessible for different groups of correctional staff, including both custodial/programme personnel and management. In particular, the consultant will: Adapt international content on digital rehabilitation and adult learning into training materials suited to Thailandโs correctional environment. Design interactive sessions for Day 1 (ethics, human rights, and digital justice principles; group analysis of risks and opportunities; staff training and organisational readiness) and Day 2 (co-production and strategy development), ensuring they encourage participation and reflection. Facilitate participatory methods (case study work, small group discussions, mapping exercises, and scenario-based learning) to generate insights relevant to Thailandโs digital rehabilitation strategy. Support practical outputs by guiding group work so that recommendations and reflections are captured and can directly inform the drafting of Thailandโs Digital Rehabilitation Strategy. Ensure inclusivity and accessibility, making sure the training responds to the needs of different participant groups, while highlighting human rights, gender, and cultural considerations. The overall objective of the consultancy is to strengthen the effectiveness of the Bangkok workshop by providing targeted, high-quality training content and facilitation, and by ensuring that discussions translate into actionable outcomes for Thailandโs correctional services. Specific tasks to be performed by the consultant: Under the supervision of the Programme Officer and in close collaboration with the project team, the incumbent will perform the following tasks: Phase 1 โ Preparation (Home-based, September 2025) Develop and tailor training materials for assigned sessions (PowerPoints, facilitator notes, exercises, handouts). Design interactive methods for small group work and plenary discussions aligned with the workshop agenda. Coordinate with UNICRI and TIJ to refine materials and ensure complementarity with other facilitators. Phase 2 โ Delivery (Bangkok, 8โ9 October 2025) Co-facilitate assigned sessions across both workshop days, applying participatory methods. Capture and synthesize participant feedback and outputs during group work. Provide recommendations for refining materials and documenting outcomes to inform Thailandโs digital rehabilitation strategy. Qualifications/special skillsA PhD in criminology, sociology, psychology, social and political sciences, or a related field is required. At least five (5) years of working experience in the study and research of criminal justice issues is required. Experience in conducting research on the development of ethical frameworks, on offendersโ education, and the use of digital technologies in prison is highly desirable. Previous experience with the United Nations or similar international organizations is desirable. Previous experience with digital technologies and digital inclusion/literacy is desirable.
