Development of the Ex-Post Analysis of Effects of the Strategy for Migration Management

  1. Project Context and Scope:ย 

    The project is implemented as support to and in collaboration with the Serbian Commissariat for Refugees and Migration (SCRM), funded by the Swiss State Secretariat for Migration. The overall objective of the project is to enhance migration governance, as well as the rights of vulnerable individuals in the mixed movements, including persons in need of international protection. One of the main outcomes of this project development and implementation of evidenced-based migration policies, in line with adopted EU and other international standards and commitments.

    In this framework, funds have been allocated for the consultancyย support needed for the Commissariat for Refugees and Migration of the Republic of Serbiaย (SCRM)ย to prepare a comprehensiveย Ex-Post Analysis of Effects of the Strategy for Migration Management. The analysis is to be developed in accordance the โ€œLaw on the Planning System of the Republic of Serbiaโ€ (Zakon o planskom sistemu โ€žSluลพbeni glasnik RSโ€, br. 30/18), the โ€œRegulation on the methodology of development of public policiesโ€ (Uredba o metodologiji izrade javnih politika, \"Sluลพbeni glasnik RS\", br. 20/2025), and the Regulation on the analysis of effects (Uredba o analizi efekata, Sl.glasnik RS, br. 20/2025), i.e. procedures, methodology and guidelines for development of public policy documents prescribed therein.

    Therefore, the engaged consultant is expected to guide and participate in the process of development of the ex-post analysis and to prepare the draft document in accordance with this Law and Regulation.

    As a country of origin, transit and destination, Serbia faces various forms of migration: external and internal, forced and voluntary, regular and irregular, migration of highly skilled and unskilled workers. As such, Serbia reflects the complexity of migration phenomena and large-scale migration flows. This has been a result of various drivers and factors, especially in the last three decades, including conflicts, natural disasters and other adversities, but also trends such as theย demographic decline and labour force and skill shortages.

    Republic of Serbia adopted its first Migration Management Strategy in 2009. With the implementation of the Strategy, Serbia has made significant progress in establishing an orderly migration system consisting of comprehensive policies, as well as planned and organized management of migration flows. However, theย evolving nature of migration patterns and flows as well as needs of diverse migrant categoriesย still pose many challenges that require adequate responseย by the relevant institutions through improved coordination, implementation and monitoring of migration policies.

    Although the current strategy is not time-bound, many developmentsย  significantly affected and changed the migration landscape of the country in the long period since its adoption. At the same time, strategic and legal frameworks covering different aspects of migration management have been developed and adopted. All this requires analysis of the effects of theย Migration Management Strategy,ย in line with the Law on the Planning System, to ensure relevance,ย coherence and alignment.

    In accordance with the provisions of the Law on Migration Management (Zakon o upravljanju migracijama, โ€žSluลพbeni glasnik RSโ€, broj 107/12) SCRM performs tasks related to: proposing to the Government the objectives and priorities of migration policy; proposing measures to the Government in order to achieve positive effects of legal migration and combat irregular migration; monitoring the implementation of migration policy measures; providing state administration bodies, autonomous provinces and local self-government units with data of importance for the development of strategic documents in the field of migration, proposing projects in the field of migration management within the scope of its work and drafting an annual report to the Government on the situation in the field of migration management.

    In line with this, SCRM is preparing the Ex-Post Analysis of Effects to evaluate the effects, review and improve the Migration Management Strategy as needed. The ex-post analysis will be a source of data and information for determining the direction of future activities of the state authorities, including the need for an ex-ante analysis, primarily for the analysis of the current situation and consideration of the need to change the current or develop a new public policy document. In accordance with the steps proscribed in the โ€œRegulation on the methodology of development of public policiesโ€ (Uredba o metodologiji izrade javnih politika, \"Sluลพbeni glasnik RS\", br. 20/2025), and the Regulation on the analysis of effects (Uredba o analizi efekata, Sl.glasnik RS, br. 20/2025)โ€, the analysis should provide recommendations for policy revisions and alignment as needed, i.e. inform future actions of the state authoritiesย in refining the strategic framework for migration governance and management.

    Given the requirements and complexity of this process and task, SCRM needs expert support to prepare the Ex-Post Analysis of the Strategy for Migration Management of Serbia.

    Category B Consultants: Tasks to be performed under this contract:ย 

    Under the direct supervision of IOM Program Coordinator, National Protection Coordinator and overall supervision of the Chief of Mission, and in close coordination with the designated SCRM focal point, the incumbent will be responsible for the following tasks:

  2. Conduct a comprehensive ex-post analysis of the Strategy for Migration Managementย in accordance with the provisions of the Law onย Planning System and the accompanying Regulations
  3. Identify changes and impact of Strategy for Migration Management during its implementation
Identify achievements, gaps, and lessons learned. Assess coherence with Serbiaโ€™s and international strategic frameworks standards (EU, UN, IOM). Provide actionable recommendations for future policy planning and development. Provide all materials in Serbian.

Performance indicators for the evaluation of results:

Prepared Inception Report with methodology and workplan. Prepared Draft Ex-Post Analysis of Effects of the Strategy for Migration Management. Prepared Final Ex-Post Analysis of the Strategy for Migration Management. Presentation of findings to stakeholders. All results need to be approved by the SCRM, as coordinated with other relevant institutions including the state institution responsible for coordination of public policies, in line with the provisions of the Law on Planning System and the accompanying Regulation.

Education, Experience and/or skills required:

University degree in social sciences, humanities, migration studies or a related discipline, with a minimum of five years of relevant professional experience in migration management Extensive knowledge of the broad range of migration related subject areas and overall understanding of the migratory context and current trends in Serbia, the Western Balkans and globally. Excellent knowledge of global and regional migration governance Excellent knowledge of legislation in the field of migration governance and migration management in Serbia. Excellent skills in the field of policy analysis, development and policy advocacy (proven experience, with at least 3 published policy documents andย demonstrated accomplishments in advocating for policy change). Experience working with state authorities and ย international organizations, especially the UN and EU institutions (previous experience in projects related to the formulation of public policies in the field of migration management would be considered an advantage) Strong analytical, writing and reporting skills, with the ability to convey information clearly and succinctly (at least 3 published analysis/research papers). Excellent data collection and processing skills. Ability to foster collaboration and facilitate discussions on sensitive topics and to adapt content to various audiences. Fluency in English and Serbian.
