Project Context and Scope
Providing shelter services to vulnerable migrants in Nigeria, including survivors of gender-based violence, victims of trafficking, unaccompanied children, and those with mental health needs, is essential in ensuring comprehensive protection assistance. Despite the efforts of various organizations and government bodies, there is still a significant gap in standardized services for shelters to meet the needs of vulnerable migrants while respecting the minimum standards of quality and dignity.
In 2023, the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP) supported the Nigerian government through NAPTIP in 2023 to develop minimum standards guidelines for shelter service providers rendering services to victims of trafficking. However, the existing guidelines do not address the standards of services for other migrants in vulnerable situations includingย unaccompanied and separated children (UASC), survivors of Gender Based Violence (GBV), persons with disabilities and persons with mental health concerns thereby leading to inconsistency in service provision.
Establishing these minimum standards for shelter providers in Nigeria is essential for ensuring consistent and high-quality service delivery to these migrants in vulnerable situations andย will address the specific requirements for all categories. As well asย aligning shelter services with global core humanitarian standards [1]ย and best practices.ย
ย These minimum standards will also ensure that shelters incorporate a mental health and psychosocial approach by offering trauma-informed care, providing access to psychological support and counseling from qualified professionals for those requiring specialized assistance. This will foster a safe and supportive environment for all migrants in vulnerable situation as well as ensuring qualityย in serviceย provision, facilities andย respect for human rights.
IOM is implementing a project that will contribute to this initiative, titledย โThe global Cooperation on Migration and Partnerships for Sustainable Solutions (COMPASS), funded by the Netherlands. This project aims to support the rehabilitation of returning migrants and strengthen coordination platforms at both national and state levels. By supporting the Federal Government of Nigeria through the Federal Ministry of Women Affairs and other relevant stakeholders in developing the minimum standards for shelter providers in Nigeria, the protection of migrants in vulnerable situation in need of shelter will therefore be improved.

ย The consultant's overall objectives include the development of minimum standards that align with both national and international best practices and available documents to ensure shelters provide a safe and secure environment for survivors of GBV and other migrants in vulnerable situations; and to establish a framework that standardises shelter practices to ensure uniformity in the quality of care and support provided taking into account the shelter minimum standards developed by FIIAPP for VoTs.
- Conduct a desk review based on existing policies and frameworks related to the development of the Minimum standard for shelter providers (forms /tools/guidelines etc)
- Share inception report for stakeholdersโ review and inputs.
- Develop draft minimum standards.
- Review and consultative meeting with the relevant federal and states ministries, including WGRRR members, UN Agencies, INGOs, NGOs on the draft minimum standard for shelter providers.
- Convene a validation meeting with relevant stakeholders to validate the minimum standards developed.
- Develop a training manual based on the validated minimum standards.
- Review/validation meeting with the relevant federal and states ministries, including WGRRR members, UN Agencies, INGOs, NGOs on the draft training manual.
- Conduct a five -day Training of Trainers (ToTs) on the developed Minimum standards for shelter providers using the manual.

3rd Deliverable โ 30th January 2025 Education and Experience
Advanced University degree in any of these fields: Social work, Human Rights, International Development, Development studies, economics, international relations, law with specialization in international human rights law Experience in developing standard operating procedures and guidance documents with Government institutions. Experience with developing documents or protection tools or guidance documents for migrants in vulnerable situations. Experience in structurally formulating and conducting assessments, with skills in organizing focus group discussions. Experience in developing training modules/materials and delivering training is required Experience in liaising with governmental authorities, other international/national institutions, and bodies. Previous working experience in the West African region or Nigeria desirable. Proven ability to write concise reports in English and facilitation skills highly desirable Excellent Microsoft Package skills and ability to take notes/drafts and produce high-quality written reports. Motivated, committed, responsible, and able to work independently with limited direct supervision ย Languages IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.ย Travel required The consultant will be based in Nigeria and will need to travel to at least six selected geopolitical zones. All expenses will be covered by IOM.

Upon the advertisement of the Consultancy Notice, qualified individual consultants are expected to submit:
CV/Resume, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references. Technical Proposal (Narrative) detailing methodology approach for the consultancy. Financial Proposal with breakdown of costs. Submission of previous works or consultancies worked on is required.*Pre-selected candidates will be called for interviews.
