Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project led by FHI 360 and funded by the Presidentโs Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State. In Myanmar, the project provides strategic technical assistance to local partners for HIV service delivery toward improvements in HIV case-finding, prevention, treatment programming and viral load (VL) suppression among high-risk populations.
The Deputy Project Director will have overall responsibility for supporting the Project Director in programmatic and technical management, development and implementation of project strategies, subaward management, and stakeholder engagement. The position will be based in FHI 360โs office in Yangon.
Key Responsibilities:
Support the Project Director in the development and implementation of program descriptions, implementation plans, program strategies, program reports, and annual workplans.
Assist in coordinating with other relevant USG-funded initiatives to enhance the quality of HIV programming in the country.
Participate in national and sub-national HIV technical working groups and represent the project in relevant coordination platforms as delegated.
Serve as an alternate liaison to FHI 360 EpiC HQ and donor agencies in coordination with the Project Director.
Provide day-to-day technical and management support to the EpiC Myanmar project and contribute to the effective execution of the workplan, including monitoring progress toward targets and deliverables.
Oversee selected activity areas and provide technical and programmatic guidance to implementing partners, NGOs, CBOs, and private sector actors under the direction of the Project Director.
Support the Project Director in team management and development of collective intelligence.
Support coordination with the Ministry of Health and other key stakeholders.
Contribute to advocacy efforts to improve service uptake among high-risk populations and promote access to services.
Oversee the Strategic Information (SI) team to ensure timely and high-quality data collection, analysis, reporting, and use for program monitoring, adaptive management, and decision-making.
Perform other relevant duties as assigned.
Minimum Qualifications:
Masters Degree in Public Health or relevant subjects with minimum 8 yearsโ experience including providing oversight in these areas; subaward management, HIV testing services, ART and other treatment services, in-person and virtual outreach, peer navigation, differentiated service delivery, and monitoring and evaluation of HIV programs.
A minimum of 8 years of experience with progressively increasing responsibility in designing, implementing, managing and leading HIV and community led programs involving high-risk populations, multiple CBOs and stakeholders in Myanmar; experience in Yangon, Mandalay, Kachin and Sagaing preferred; preference for experience managing USAID and PEPFAR-funded programs.
Strong knowledge and experience related to data analysis and data-driven decision making in HIV programs.
Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders which includes the community-led organizations in Myanmar.
Strong experience in liaising with relevant health authorities, program leaders from other NGOs, and community leaders of high-risk populations.
Excellent interpersonal, writing and oral presentation skills in English. Advanced level of Burmese is strongly preferred.
The position will ideally be based in Yangon, Myanmar and work out of the FHI 360 Country office.
