Job Summary:
FHI 360โs Crisis Response Department is seeking a Deputy Response Coordinator for FHI 360โs integrated humanitarian program in Ukraine. The Deputy Response Coordinatorโs primary responsibilities are to assist the Country Representative/Response Coordinator with the management of all humanitarian activities at the field level, overseeing the management of programs, personnel, operations, external representation, and transition planning.
The Deputy Response Coordinator should have a strong background in Health, and knowledge of Protection, MHPSS, and WASH, as experience overseeing operational support functions.
Based in Dnipro or Kyiv, the role will require travel throughout Ukraine including in locations designated as extreme risk which pose a heightened risk or direct threat to personal safety. However, FHI 360 has implemented mitigation measures and policies to ensure staff safety in coordination with FHI 360 Global Security. For international staff based in Ukraine, FHI 360 provides a competitive salary, danger pay, premium pay allowance, accommodation, relocation, and regular R&R rotations which includes a roundtrip ticket to designated relief point (or equivalent amount to preferred destination) and lump sum payment.
Accountabilities
Programs:
Oversee the delivery of technical programs including the supervision and monitoring of all technical sector leads.
Ensure program quality meets global and national standards and donor requirements.
Manage and supervise leads for technical sectors, grants and reporting, monitoring and evaluation to create a strong foundation for emergency programming.
Lead the development and update of the overall program workplans and track operational activities against the workplan.
Oversee quality and consistency of programs through on-site monitoring to ensure and enhance program effectiveness and quality.
Represent FHI 360 within in-country humanitarian coordination mechanisms.
Oversee and ensure compliance with FHI 360 policy, procedures and practices throughout the program; recommend country or emergency specific policy/procedures as required.
Analyze program implementation and identify opportunities for improvement, innovation, and adaptation to improve impact.
Provides leadership and team building and supports the capacity building of national program staff โ particularly the Program Coordinator.
Operations
Manage and mentor field staff in logistics, administration, field management, and other functions to create a strong foundation for humanitarian programming.
Enhance standard protocols for essential logistics processes are implemented, including procurement, warehouse, assets management, and commodity dispatch. Special emphasis to be placed on pharmaceutical and medical equipment supply chain.
Ensure adherence to country importation and customs regulations and relevant protocols.
Review the asset and inventory registries in country, including equipment allocation, maintenance, and disposal of assets in accordance with FHI 360 and donor regulations.
Support regular procurement planning of program and other operational departments.
Identify and ensure proper management and maintenance of facilities.
In cooperation with Field Coordinators, ensure regular coordination between FHI 360 offices in the Southern and Eastern portfolios.
Manage operations budgets, reviewing monthly expenses for operations departments and providing inputs for accurate forecasting and pipeline analysis.
Review/approve purchase requests for operations departments in line with project budgets, appropriate for the program, and driven by field needs.
Provides leadership and team building and supports the capacity building of national operations staff โ particularly the Operations Manager.
Applied Knowledge & Skills:
Knowledge and application of Core Humanitarian Standards (CHS) and Sphere standards and Red Cross/NGO Code of Conduct.
Experience working with the US Department of State (historically, BHA/USAID), institutional donors, and the UN.
In-depth knowledge of US Department of State policies, procedures, and guidelines.
Previous experience working in humanitarian health, nutrition, WASH, MHPSS, and protection programs.
Strong interpersonal, leadership, and influencing skills.
Ability to interact professionally with culturally and linguistically diverse staff and clients.
Excellent written and oral communication skills and be comfortable participating both as an effective contributor and a listener in group settings which include senior staff.
Demonstrated sensitivity in diverse, cross-cultural settings.
Demonstrated experience in multi-sector project management and implementation.
Strong organization and ability to lead program development and business development.
Knowledge of humanitarian procurement, budgeting, and supply chain management best practices and risk areas.
Demonstrated work planning and scheduling, staff development and capacity building experience.
English fluency required; fluency in Ukrainian is an advantage.

Supervision Given/Received:
Regularly interacts with senior management and HQ based staff.
Leads by โmanaging managersโ or other direct/indirect reports in the region/functional area.

Provide input on country/project staff performance reviews.
In coordination with senior management, hire/terminates country/project staff.
Reports to the Country Representative/Response Coordinator.
Education**:
Bachelor's Degree or its International Equivalent - Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
Master or other advanced degree in Public Health highly preferred, clinical experience in health a plus.
Certification in project management preferred.
Experience:
Typically requires 5 - 8 years leading complex on-site emergency response projects including oversight of both programs and operations; including 3 - 4 years of project management experience
Experience establishing startup operations/projects/offices in new countries preferred.
Prior work experience in a non-governmental organization (NGO), government agency, or private company of progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.

Ability to travel to remote field site locations that lack basic essentials.
Candidate must be in good physical condition and understand that medical care is not readily available at duty station.
