Background
The Secretary-Generalโs Peacebuilding Fund is the United Nations' leading instrument to invest in prevention and peacebuilding, in partnership with the wider UN system, national and subnational authorities, civil society organizations, regional organizations and multilateral banks. The Fund supports joint UN responses to address critical peacebuilding opportunities, connecting development, humanitarian, human rights and peacebuilding pillars.
The United Nations Secretary-General granted eligibility to Honduras to receive funds from the PBF in 2020. The eligibility request focused on three strategic priorities: i) Dialogue and conflict prevention; ii) Citizen participation; and iii) Access to justice and human rights.
Established in 2024, the PBF Secretariat, administered by UNDP and under the supervision of the Resident Coordinator, provides support for the strategic orientation, coordination, monitoring, evaluation and communication of PBF programming in Honduras, and secretarial, technical and logistical support to the functioning of the PBF Executive Committee as a high-level mechanism for the supervision and strategic oversight of the PBF portfolio.
The PBF Secretariat supports the coordination function of the Resident Coordinator in what relates to the PBF portfolio, in accordance with the activities and functions defined and approved in the Terms of Reference and the Management and Accountability Framework (MAF). The Secretariat will also support the Resident Coordinator of the UN System in Honduras in the selection, management, and implementation of new PBF project proposals to be submitted to PBSO, and as co-chair of the Executive Committee.
In this regard, the PBF Secretariat in Honduras will also closely link with key dialogue institutions/platforms to ensure successful strategic results andย participate in the following mechanisms: implementation mechanisms of the UNSDCF 2022-2026, multi-stakeholder coordination groups of technical and financial partners (TFP), inter-agency groups of the UN System in Honduras (programmatic and results, UNMET, gender, PSEA, migration and human rights), humanitarian network, migration network, and any other entity working in areas related to Peacebuilding
Position Purpose
Under the direct supervision of the PBF Secretariat National Coordinator and overall strategic guidance of the Resident Coordinator, the Data, Monitoring and Evaluation Analyst will ensure effective and timely monitoring of the PBF portfolio in Honduras, and effective accountability and disclosure of its results with respect to the PBF Strategic Results Framework for Honduras.
Key Duties and Accountabilities
Under the direct supervision of the National Coordinator of the PBF, and guidance of the UN Resident Coordinator, the main duties and responsibilities of theย Data,ย Monitoring and Evaluation Analystย will include:
1.) Design and implement data collection, analysis and sharing frameworks and monitoring and evaluation frameworks, throughout systems, and tools, and as applicable, conduct programme quality assurance in keeping with corporate policies.
Ensure the collection, analysis and sharingย in an effective and appealing way on PBF portfolio, using analytic tools to enable the visualization of data, share insights and make data-driven decisions. Ensure monitoring of the Secretariat Project, including periodic updates and reports in compliance with accountability requirements, in alignment to PBSO regulations and the PBF Strategic Result Framework and the NSDCF. Ensure monitoring of the high-level indicators defined for each Priority Area of the PBF Strategic Results Framework, including the design of necessary methodological tools (including perception surveys), baseline surveys, coordination of periodic data collection, analysis and sharing. Data disaggregated by sex and age will be collected where possible. Prepare and present data and analysis derived from the monitoring on the progress of the PBF portfolio under the Strategic Result Framework and specific projects at PBF, within the farmwork of the UNSDCF, for the PBF Executive Committee meetings or as required by the PBF National Coordinator. Accompany field visits of the Executive Committee.2.) Ensure coordination and efficient support to data collection, analysis and sharing, as well as monitoring, reporting, evaluation and results-based management of PBF Secretariat Project.
Collect, generate, analyze and share dataย in an effective and appealing way on PBF portfolio as well as of the conflict context in Honduras, using analytic tools to enable the visualization of data, share insights and make data-driven decisions. Support the design and implementation of a Monitoring and Evaluation (M&E) System for PBF projects in Honduras to monitor the programmatic and financial progress of the PBF portfolio, ensuring the incorporation of a gender equality and women's and youth empowerment approach. Provide technical assistance and training to UN agencies and implementing partners regarding the implementation of the system. In coordination with the implementing agencies of PBF projects, ensure effective implementation of the PBF Secretariat M&E System, including timely development of M&E Plans for each project, monitoring of quarterly data collection matrices, field visits, coordination of the preparation of semi-annual and annual reports, as well as other documents required by the PBF National Coordinator. Ensure that sex- and age-disaggregated indicators related to individuals are included in the M&E Plans of each project. Prepare reports, minutes, matrices, presentations, and other documents to record, analyze, and report on the activities implemented and data collected through the M&E System. Provide technical support to Receiving Agencies to ensure the quality of Semi-Annual, Annual, and Final Reports of the projects.3.)ย Support capacity building and facilitate knowledge on data, reporting, monitoring and evaluations, and gender issues.
Data
1.Provide technical assistance to agencies, funds, programmes and offices implementing initiatives funded by the PBF, for effectible collect, visualize and sharing data, in an effective and appealing way, using analytic tools to enable the visualization of data, share insights and make data-driven decisions.
2.Support the PBF National Coordinator and the RC to effectible communicate results and achievements.
Monitoring, Reporting and Evaluation
3. Provide technical assistance to agencies for project monitoring and evaluation, ensuring compliance with PBF standards and guidelines, including detailed consideration of gender in the Terms of Reference (TORs) and expertise of evaluators in peace prevention/consolidation and gender issues.
4. Ensure timely reporting from each project team and the RC annual report.
5.Support PBSO in conducting three independent evaluation studies planned during eligibility: evaluability assessment, midterm review, and final evaluation.
Gender
6.Ensure that the Results Framework of all proposed projects during eligibility meet the requirements to be classified with Gender Marker 2 or 3, including disaggregation of all sex- and age-related indicators, and specific gender indicators (quantitative and qualitative).
7.Provide other support requested by the PBF Secretariat Coordinator.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Advanced university degree (Masterโs degree or equivalent) in Social Science, Development, Statistics, Data Science, applied Mathematics or another relevant field is required, or A first-level university degree (Bachelorโs degree) in Social Science, Statistics, Data Science, applied Mathematics or another relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Experience, Knowledge, and Skills
Minimum 2 years (with masterยดs degree) or 4 years (bachelorยดs degree) of demonstrable experience in data collection, generation and analysis is required. At least 2 years of demonstrable experience in monitoring of projects with a results-oriented approach is required.ย Experience in project management including design, monitoring, and evaluation of development projects, preferably related to one or more of the topics of conflict prevention, participation, and/or access to justice and the rule of law is desired. Previous work experience with the United Nations, will be an asset. Experience working with government entities, civil society organizations, international organizations, and donors, will be an asset.ย Demonstrated ability to write, edit, and produce results-oriented reports.ยLanguage requirements (Required / Desired)
