ORGANIZATIONAL SETTING The CEB Secretariat is an inter-agency entity responsible for supporting the work of the CEB, the longest-standing and highest-level coordination forum of the United Nations (UN) system in the areas of programme and management. The CEB is chaired by the UN Secretary-General and is composed of the chief executives of organizations of the UN system. The Secretariat is co-located in New York and Geneva, and the Chief of the CEB Secretariat in Geneva serves as Secretary of the CEBโs High-Level Committee on Management (HLCM). The Finance and Budget Network (FBN) is a network of HLCM, responsible for UN system coordination on inter-agency budget and finance studies/projects as mandated by HLCM. The FBN Secretariat coordinates relations and facilitates exchanges among members of the FB Network and other key contacts at operational and management levels in organizations of the UN System. The work implies frequent interaction with budget, finance, accounts, and administrative officers in organizations of the UN system; representatives of the High-Level Committees and CEB focal points. II. BACKGROUND The CEB Secretariat manages the most established and comprehensive data consolidation platform containing both financial and personnel data from the entire UN-system; this data is collected annually using statistical questionnaires. The CEB Secretariat has worked over the recent years to continually improve the quality and comprehensiveness of the financial data collected. Most notably, the HLCM pioneered a joint initiative with the UN Sustainable Development Group (UNSDG) to address the need for improved UN system-wide financial data, whereby entities from across the UN system collectively worked to develop a set of data standards for UN System-wide reporting of financial data. This โdata cubeโ initiative responded to the need for the publication of timely, harmonized and verifiable data on funding flows system-wide, aligned with the Sustainable Development Goals, as called for by Member States, as well as the UN Secretary- General in his reform initiatives. The data standards were approved by HLCM and UNSDG, with an effective date of 1 January 2019 and published on the CEB and UNSDG websites. The CEB financial statistics collection exercise fully incorporates these data standards. In the 2017-2021 period, the Data Cube initiative largely met all its planned results. Central to this was the roadmap for implementation of the data standards, with specific actions broken down in four phases that refined the data standards, improved data quality and the promoted publishing of the resulting data sets. At the end of that period, the FBN approved the UN Data Cube strategy to guide implementation of the initiative for the period 2022-2025 and agreed with the variables to include in the UN-CEB minimum data set. The Strategy focuses on six complementary and interoperable UN system-wide financial data cuts that by 2025 should be available and easily accessible for data users. It thus strives to leverage the Data Cubeโs full potential in support of the Secretary Generalโs Data Strategy, the Quadrennial Comprehensive Policy Review (QCPR), the Funding Compact and Grand Bargain, and, ultimately, the 2030 Agenda and the Pact for the Future. In November 2022 another milestone was reached, with the FBN approval of a seventh data standard on the UN Gender Equality Marker. III. DUTIES AND RESPONSIBILITIES Under the overall guidance of the FBN Secretary, the Statistician will be responsible for the following: Management of the UN system financial data collection exercise for the 2024 financial period (March โ August 2025) Provide assistance in the strategic management of the CEB Statistics project and UN data standards, including: โข Leading the collection, management of financial data across the UN system and its publication on the CEB website and other fora โข Support the development and implementation of the CEB Secretariat data collection cycle and incorporate innovative approaches to the data collection process. This also includes providing support towards the collection and publication of new elements of data to support data needs of a wider audience to enhance documentation of system-wide results. โข Contribute to updating of the UN system data standards, contributors list, and the data collection instructions including the DMP worksheet templates. โข Organize, design, plan and carry out the collection, evaluation, analysis, compilation, and dissemination of statistical data. โข Liaise with United Nations system organizations to obtain necessary statistical and other relevant information, through close communication with organizationsโ focal points for routine data collections. This includes following up with organizations on any detected data inconsistencies. โข Contribute the revision of validation rules on the Data Management Platform (DMP) to streamline data collection, improve data quality and reduce data cleansing efforts. โข Support the collection and publication of new elements of data to support data needs of wider audience to enhance documentation of system-wide results including new requirements on the revenue disaggregation of the funding compact, reporting on GEM marker etc. โข Document lessons learned for informed decision making in the next data collection and reporting cycle Annual UN system financial statistics workshop (March/April 2025) โข Contribute to the preparation and facilitate sessions at the annual financial statistics workshop which aims to provide guidance on requirements and inform UN system financial statistics focal points on the updates, processes and procedures for compiling the UN system financial data collection โข Providing training and support as may be required to new UN system focal points on the CEB financial statistics exercise to enable timely and quality data reporting. Data Management Platform (DMP) (March to September 2025) โข Contribute to the activities related to the maintenance and further development of the (new) Data Management Platform (DMP), and data archiving system to enhance the availability, usability and effectiveness of the data collection/storage process including with updated features, functions, and validations. โข Support the continued development and enhancement of CEBโs data visualization and validation platform to expand data dimensions and generate additional statistical reports that incorporate a new range of metrics towards improving the quality of the data and addressing data users and stakeholdersโ requirements. Publication of the data on the website and other fora (August/September 2025) Contribute to the reporting and publication of financial data on the CEB website and other fora including: โข Liaise with relevant stakeholders towards updating statistical series in established formats as may be required. โข Prepare charts, graphs and other outputs for reporting and presentation of various data. โข Share data as may be required with CEB secretariat stakeholders and provide technical support in interpretation of the various codes โข Prepare datasets upon request, respond to queries/requests and maintain/update web pages. Knowledge sharing and capacity building (March to September 2025) โข Provide capacity building trainings and on the job support to the Junior Professional Officer (s) on the UN system financial data collection processes, systems, and documentation. Strategic advice and support, as required, towards the full implementation and overall management of the Data Cube Strategy 2022-2025 (April to September 2025) In consultation with the FBN Secretary, monitor the implementation of the fourth year of the Data Cube strategy and provide advice on further actions that are required before year-end to accelerate implementation. These actions may include the following: โข Provide advice on advancing the introduction of disaggregated level CEB reporting. โข Liaise with the UNSDG Development Coordination Office and DESA on the new Funding Compact and the potential impact on the CEB financial statistics and the Data Cube Standards, and consult with UN reporting entities with a view to establishing a roadmap for any changes that may be required. โข Monitor the progress of the reporting of enabling functions in the 2025 CEB financial statistics data collection (for 2024 financial year) and provide advice on follow up actions for the FBN. โข Advise on the steps for publishing the UN Pooled Funds data on the CEB website, including liaison with the Multi Purpose Trust Fund Office and UN reporting organizations as required. Qualifications/special skillsAdvanced university degree (Masterโs degree or equivalent) in business administration, finance, budget, accounting, statistics or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree. A minimum of 5 years of experience in Finance, Budget, Accounting, Administration, Statistics or related area is required. Out of the 5 years of experience in Finance, Budget, Accounting, Administration, Statistics or related area, 3 within the United Nations System or comparable international organizations is desirable. Experience in financial reporting systems is highly desirable. LanguagesFluency in English (both oral and written) is required. Knowledge of another UN language is desirable.
