ContextThe World Health Organization (WHO) African Region has embarked on a new Global Programme of Work (GPW13) and a new Programme Budget (2020-2021). Through these two strategic documents, the region aims to deliver public health outcomes through an integrated results-based structure. The overall objective the Communicable and Non-Communicable Diseases Cluster, in the WHO African Regional Office (AFRO) is to provide leadership and ensure action in supporting Member States in reducing the impact of Communicable and Non-Communicable Diseases (CND) and contribute to attaining Universal Health Coverage (UHC) and the SDGs in the WHO African Region. The Cluster is responsible for the following technical areas - HIV, Tuberculosis and Hepatitis, including other Sexually Transmitted Infections; Tropical and Vector Borne Diseases, including Malaria and Neglected Tropical Diseases; Non-Communicable diseases; and Vaccine Preventable Diseases. The Cluster provides leadership and vision to the above and related areas of work in the WHO African Region and facilitates planning, programming, implementation, monitoring and evaluation of services in an integrated approach. The Cluster is responsible for joint actions with the ARD and UHC-LC Clusters to respond to the needs of the population through the integrated delivery of interventions and services for CNDs equitably across the life course, through strengthened health systems, and for response to outbreaks to vaccine-preventable and vector-borne diseases with the Emergency Preparedness and Response (EPR) Cluster. The Cluster also develops strategic partnerships, mobilizing capacities in the region in the pursuit of its objectives and contributes to cross-cluster resource mobilization in order to achieve universal coverage for significant improvement in health outcomes using Primary Health Care as a delivery vehicle. The UCN Director's office is responsible for developing, leading, monitoring and evaluating the work of the UHC-UCN Group and coordinating its action with WHO Headquarters, Clusters, and partner agencies and institutions. The UNV data manager will work with Vaccine Preventable Disease Programme and be deployed in the WHO Country Office for the Democratic Republic of Congo to support automation of tool for data quality control, tool for monitoring mass vaccination campaigns and monitoring the implementation of the Mashako plan, generation of monthly bulletins as well as the development of dashboard for the Essential Immunization programme..

Task DescriptionWithin the delegated authority and under the supervision of the Vaccine Preventable Disease Team Lead in WHO DRC, as assigned, and direct guidance of the DRC WHO Representative, the UN Volunteer will: 1. Set up and maintain automated tools for routine immunization and VPD surveillance data quality control and feedback to health zones. 2. Support data triangulation exercises to adjust population size estimates. 3. Develop and maintain an online and interactive dashboard on routine immunization and VPD surveillance for the Essential Programme on Immunization (EPI) and link it with the EPI official website. 4. Set digital platforms for monitoring Supplementary Immunization Activities, Periodic Intensification of Routine Immunization including for the Big Catch Up Initiative, and the Mashako 3.0 plan implementation. 5. Develop/maintain an automated template for the EPI monthly bulletin on routine immunization and VPD surveillance 6. Automate the generation of a slide-deck on routine immunization and VPD surveillance to be used by the EPI and WHO country office for presentations in various meeting. 7. Contribute to improving the processus of updating measles risk assessment and immunity profile analysis. 8. Create and manage SharePoint repository and automate documentโ€™s extraction from Outlook and store document in relevant folders. 9. Contribute to build national capacities in VPD data analysis and use for decision making using the most-up-to-date software. 10. Perform other duties as assigned by Supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: โ€ข Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day) โ€ข Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; โ€ข Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities. โ€ข Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; โ€ข Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; โ€ข Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs โ€ข As an active WHO AFRO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO AFRO and its beneficiaries in the accomplishment of her/his functions, including: โ€ข Create and Manage SharePoint Folder and Automate Document Extraction from Outlook โ€ข Develop data analysis tools, dashboards to monitor the progress and learning SRHR activities in the region, national and sub-national level. โ€ข Develop data collection tools and support countries to strengthen reporting systems and ensure capacity building for sustainability and business continuity โ€ข Engage with team on the development of UCN Data Warehouse โ€ข Support the development of distributed ETL pipelines for a centralized data warehouse. โ€ข Collaborate with Programmes under UCN Cluster to assess the Information needs and develop tailored solutions. โ€ข Report on data management activities under UCN programmes. โ€ข Maintain application servers on ITMโ€™s Microsoft Azure Environment โ€ข Design and Develop PPHM Data Portal with documentation. โ€ข Develop and maintain dashboards on Power BI, Tableau โ€ข Setup data extraction pipelines to extract data from UCN data warehouse. โ€ข Automate the publishing of the data and information products on SharePoint to the Data Portal. โ€ข Data Classification and Categorization of Programmes documents currently stored on SharePoint in collaboration with the various programmes. โ€ข Data Portal quality checks and development of Visualisations on CKAN โ€ข Document Classification processes and procedure for continuity. โ€ข Training and capacity building of staff โ€ข Report on collaborative activities. โ€ข Other tasks as assigned by Supervisor.

Living conditions and remarksThe Democratic Republic of Congo is a low-middle income country, located in Central Africa sub-region. The country shares boundaries with Central African Republic and South Sudan in the North, Republic of Congo in the West, Uganda, Burundi, Rwanda and Tanzania in the East and Angola in the South. in the East, Angola and Atlantic Ocean in the South. DRC is experiencing an armed conflict in the east part of th country. The incumbent will be based in Kinshasa, where, according to the United Nations security standards, life and travel are secure. The living cost in Brazzaville is relatively affordable, but some concerns with the cost of decent housing should be noted. The population enjoys dressing in style and loves music both profane and religious. The Democratic Republic of Congo is a unique country. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
