The Contract Manager ensures robust financial, contractual, and compliance management of the Danish Arab Partnership Programme (DAPP) Youth Inclusion and Employment Project (YIEP) in Tunisia. As a senior member of the DAPP project team, the role provides operational oversight of financial and contractual systems, leading corporate project management to enable efficient and compliant delivery in line with client and DRC standards.
The Contract Manager acts as Budget Holder, manages subcontract agreements, and oversees financial and operational compliance, ensuring seamless integration of DAPP within DRCโs country office systems. Working closely with the Economic Recovery Manager, who serves as Project Director, and the DAPP Project Manager (PM), the CM contributes to the effective governance and delivery of DAPP. The role will be the technical support of the HQ Commercial Contracts team.
Your main duties and responsibilities will be:
Financial Management Act as Budget Holder for DAPP, overseeing the setup and management of budgets and financial systems in DRC Dynamics. Lead the development and submission of compliant quarterly invoices to the client, ensuring all required supporting evidence and documentation of deliverables are included. Maintain the Contract Follow Up (CFU) to track and report financial management information, including: Tracking and reporting on key financial performance indicators (e.g., burn rate, forecast accuracy). Leading proactive financial forecasting and variance analysis across DRC and subcontractors. Ensuring alignment of financial planning with commercial payment schedules and contractual milestones. Coordinate the preparation and submission of any budget amendments, engaging subcontractors and DRC stakeholders (CO, RO, HQ) as required. Monitor and ensure compliance with client contract financial terms and conditions, including cost eligibility, reporting standards, and value for money principles.
2. Contractual & Compliance Oversight
Serve as the primary focal point for ensuring DAPPโs compliance with client contract terms and conditions, including safeguarding, security, code of conduct, reporting obligations, and cost eligibility. Oversee the development and formal review of subcontractor agreements and amendments to ensure alignment with contractual obligations and approved budgets. Monitor subcontractor compliance, providing guidance where necessary on commercial contract requirements, especially where partner systems do not fully align with DAPP standards. Lead on the formal review of subcontractor invoices, communicating feedback and issuing formal approval on behalf of DRC when appropriate. Maintain internal compliance systems, including QA checklists, documentation standards, contract files, and archiving, in line with DRC and donor requirements. Support the preparation of external communications and reports, ensuring alignment with contractual obligations and DRC quality standards.
3. Support Services Coordination
Coordinate with DRC support service functions (finance, HR, procurement, logistics) to ensure all operational systems supporting DAPP are compliant with DRC policies and aligned with client requirements. Work closely with the Head of Support Services (HoSS) to identify and address support service risks or compliance issues affecting project delivery. Facilitate collaboration and communication between the project team and DRC HQ, Regional Office (MENA), and ALT Coordination Office to ensure optimal support and adherence to organisational standards. Facilitate the transition to a full-time DAPP Finance Specialist, including coordination with DRC Finance for task clarity and support.
4. Reporting & Communication
Prepare and submit accurate, timely, and user-friendly financial and operational reports, including monthly Delivery Reporting Tools (DRT) and client-required templates, for review by the PD and other project stakeholders. Ensure all external reporting and communications comply with contractual obligations, DRC quality standards, and client expectations. Provide compliance input and documentation support for donor reports, budget amendments, and contractual submissions. Act as the primary point of contact for operational and compliance queries from the client and internal stakeholders.
5. Audit & Risk Management
Maintain and regularly update the DAPP internal risk matrix, escalating risks to the PD and supporting updates to the external/client-facing matrix. Take ownership of assigned risk mitigation measures and coordinate their implementation with the project team and country office support functions. Ensure DAPPโs financial and operational systems are always audit-ready by maintaining strong internal controls, accurate documentation, and adherence to DRC and client standards. Support internal and external audits by providing required financial and compliance documentation and coordinating responses to audit findings.
About you
To be successful in this role, we expect you to have a Minimum of 7 yearsโ experience in project delivery and management within the humanitarian or development sector.
Moreover, we also expect the following:
At least 2 yearsโ experience in contract management, business development related to commercial contracts and/or framework contracts is an advantage.
Proven ability to manage large budgets (USD 2m+), subcontractor agreements, and multi-partner delivery arrangements. Strong understanding of donor compliance (experience with commercial contracts is a distinct advantage). Skilled in financial reporting, forecasting, and audit preparation. Excellent interpersonal and communication skills with the ability to work effectively across cultures. Strong analytical and strategic thinking abilities. Ability to work independently and as part of a team. High level of integrity and commitment to DRCโs values and mission. Flexibility and adaptability in a fast-paced and dynamic environment. Advanced degree in international development, business administration, or a related field. Proficiency in English is a requirement. Working knowledge of French and/or Arabic is an asset.
